Get PDFThe article deals with the current state of the state tariff policy in the field of housing and communal services and noted the important role in its formation of the principle of justice. The problems of realization of the principle of justice in the tariff policy of the state in the sphere of housing and communal services are outlined. It is substantiated that housing and communal services are aimed at satisfying the basic needs of the population and are vital for life support. It is proved that the study of justice as a defining state-building principle, its role in shaping the tariff policy of the state in the field of housing and communal services is complex. It is substantiated that the features of housing and communal services as an industry, as well as their specific pricing, determine the combination of cost and market mechanisms of tariff formation. It is revealed that the growth of prices and tariffs for utilities is due to the low efficiency of the activity of enterprises in the housing and communal services sector, their unreasonableness and the inability to reach the level of self-sufficiency. It is proved that as a result of economic activity at tariffs below the economically justified costs of their production, enterprises do not receive income, which leads to incurred excessive (ineffective) costs and loss-making.Key words: principle of justice, tariff policy, tariff, housing and communal services, utilities, economically justified expenses.У статті розглянуто принцип справедливості як керівний фактор формування тарифної політики держави у сфері житлово-комунальних послуг. Окреслено проблемні аспекти здійснення господарської діяльності з постачання послуг з централізованого водопостачання та водовідведення за тарифами на рівні нижчому ніж економічно обґрунтовані витрати на їх виробництво. Критеріальний аналіз дифузійних процесів в каналах вентиляційних систем
Get PDFThe process of turbulent diffusionof gas impurities in the channels of the industrial ventilation systems is considered. The stationary diffusion is described by the equation for turbulent diffusion of impurity in homogeneous incompressible medium. It is believed that the actual concentration at each point of the space occupied by the turbulent flow, undergoes random changes in time (pulsating, fluctuating). When solving practical problems about the motion of impurity particles from the actual characteristic, the transition to the average concentration value is applied. In the case of established turbulent motion and stationary external conditions, the time averaging introduced by Reynolds is used.According to the Fick-Boussinesq hypothesis, the averaged values of the multiplications of pulsating velocity components and concentration are accepted proportional to the averaged concentration gradient. The assumption is substantiated that for the operating modes of the industrial ventilation systems, the molecular diffusion coefficient is much lower than the turbulent diffusion coefficient. For the turbulent diffusion coefficient, the well-known empirical dependence for round pipes is used. The hydraulic resistance coefficient to friction under turbulent flow conditions is determined by the universal Altshul formula. To study diffusion processes in the gas flows of the ventilation systems, the equation of turbulent diffusion is reduced to dimensionless form. The dimensionless criteria are introduced into consideration: the Reynolds number, the Schmidt number (or the diffusion Prandtl number), and the diffusion Peclet number. The analysis of the criterion relations for diffusion processes in the cylindrical channels of the ventilation systems is carried out. The dependence of the diffusion Peclet number from the Reynolds number showed that for big values of relative roughness, the Peclet diffusion number does not depend from the Reynolds number. The presence of the self-similar zone in diffusion processes is shown, when the path length for equalizing the impurity concentration will not depend from the gas flow parameters.Розглянуто процес турбулентної дифузії газових домішок в каналах вентиляційних систем. Стаціонарна дифузія описана рівнянням турбулентної дифузії домішки в однорідному нестисливому середовищі. Вважається, що актуальна концентрація в кожній точці простору, зайнятого турбулентним потоком, зазнає безладних змін у часі (пульсує, флуктує). При вирішенні практичних завдань про рух частинок домішки від актуальної характеристики застосовано перехід до середнього значення концентрації. У випадку встановленого турбулентного руху і стаціонарних зовнішніх умов використане введене Рейнольдсом часове осереднення. Осередненні значення добутків пульсаційних складових проекцій швидкості та концентрації відповідно гіпотезі Фіка-Буссінеска прийняті пропорційними градієнту осередненої концентрації. Обґрунтовано допущення, що для робочих режимів промислових вентиляційних систем коефіцієнт молекулярної дифузії значно менше коефіцієнта турбулентної дифузії. Для коефіцієнта турбулентної дифузії використана відома емпірична залежність для круглих труб. Коефіцієнт гідравлічного опору тертя при турбулентному режимі течії визначений по універсальній формулі Альтшуля. Для дослідження дифузійних процесів в газових потоках вентиляційних систем рівняння турбулентної дифузії приведено до безрозмірного виду. У розгляд введені безрозмірні критерії: число Рейнольдса, число Щмідта (або дифузійне число Прандтля), дифузійне число Пекле. Проведений аналіз критеріальних співвідношень для дифузійних процесів в циліндричних каналах вентиляційних систем. Аналіз залежності дифузійного числа Пекле від числа Рейнольдса показав, що при великих значеннях відносної шорсткості величина дифузійного числа Пекле не залежить від числа Рейнольдса. Показана наявність в дифузійних процесах автомодельної зони, коли довжина шляху вирівнювання концентрації домішки не буде залежить від параметрів газового потоку. Встановлено, що зміна дифузійного Числа Пекле для діапазону значень чисел Рейнольдса понад 1,3.105 складає не більш 5% при значеннях відносної шорсткості не менш 0,001
