    The Localization of Human Resources in the Kingdom of Saudi Arabia (A Strategy to Raise the Competitive Advantage of the Citizen and the Added Value of the Expatriate)

    لقد انتشرت البطالة في الدول المتقدمة، فضغطت وأقلقت أصحاب القرار. ولم تكن المملكة العربية السعودية في معزل عن ذلك العالم المتشابك. فاتجه القائمون على الوزارات المعنية إلى إيجاد حلول لتلك الظاهرة لخفض نسبة البطالة من خلال زيادة نسبة التوطين، فصدرت اللوائح والأنظمة، وقدمت البرامج الوطنية الداعمة لإحلال الموظف الوطني المؤهل بديلًا عن الموظف الوافد. وفي هذه الدراسة يتجه الباحث إلى الانتقال بعملية التوطين للوظائف من التوطين بالفكر التقليدي إلى التوطين بالفكر الحديث، من خلال عرضه لإستراتيجية مقترحة للتوطين في المملكة العربية السعودية، وقد استخدم في بحثه المنهج الوصفي التحليلي معتمدًا على البحوث والدراسات السابقة؛ حيث تناول الموضوع في ستة مباحث بدءًا بالمفاهيم والمصطلحات، ثم الخلفية التاريخية لاستقدام العمالة الوافدة لمنطقة الخليج، ثم أسباب ودوافع التوطين، وبعدها عرض الدور الحكومي والخاص الحالي للتوطين، وكذلك المعوقات التي تواجه عملية التوطين، ثم تناول الإستراتيجية المقترحة لهUnemployment has spread in developed countries, causing pressure and concern on decision-makers. The Kingdom of Saudi Arabia was not isolated from this intertwined world. The relevant ministries sought to find solutions for this phenomenon and to reduce the unemployment rate through increasing the localization rate. Regulations and by-laws were issued in this regard, and supporting national programs were provided to replace the expatriate employee with the qualified national employee. In this study, the researcher moves the jobs localization process from the conventional thinking to the modern thinking by presenting a suggested strategy for localization in the Kingdom of Saudi Arabia. The researcher used the analytical descriptive method depending on previous researches and studies. He addressed the subject of this research in six themes. These themes are: Concepts and terms, the historical background of the recruitment of expatriate workers to the Gulf region, the reasons and motives of localization, the current governmental and private sector role in localization, the obstacles facing the localization process, and the proposed strategy

    The Polygraph and Lie Detection: A Case Study

    There are many cases in which physical evidence is missing. In such instances, a polygraph is a useful technique to determine the examinee’s truthfulness or deception. A polygraph is an instrument that monitors the changes inside the body. The present study was conducted to determine the truthfulness of the victim and suspects in a hand chopping case. In the present study, integrated zone comparison technique (IZCT) and forensic assessment interview (FAINT) were used to test the suspects and the victim. Computerized ASIT Algorithm and weighted scoring systems were used in IZCT and FAINT, respectively. Two suspects and one victim were referred for polygraph examination. Electro-dermal activity sensors were placed on the victim’s forehead as he did not have arms, and a cardio cuff was placed on his left leg. During the initial interview, the victim alleged that his hands were put forcibly into a machine. All the suspects were also tested, and the victim was found to be deceptive. He later confessed that his hands were not put forcibly into machine. After testing, it was found that all the suspects were truthful

    البحر الأحمر ذو أهمية إستراتيجية للدول العربية عامة والمملكة العربية السعودية خاصة، وهذه الأهمية نابعة من كونه عمقًا إستراتيجيًّا عربيًّا؛ بالإضافة إلى خصائصه الجيوسياسية، التي بدورها أصبحت عنصر جذب للقوى الإقليمية والدولية الطامعة في ممارسة دور حيوي في المنطقة لتحقيق مصالحها، مستغلة الأوضاع الاقتصادية والاضطرابات السياسية وانهيار مؤسسات الدولة في بعض الدول المطلة عليه. كما أن المملكة العربية السعودية تمتلك أطول ساحل على البحر الأحمر يفرض عليها الاهتمام بأمنه، وقد جاءت هذه الدراسة بطرح تصور مغاير لأمن البحر الأحمر من خلال عدة مداخل مختلفة ومتعددة.The Red Sea is considered of strategic importance to the Arab countries in general and the Kingdom of Saudi Arabia in particular. The importance of the Red Sea stems from being an Arab strategic depth, in addition to its geopolitical characteristics, which in turn have become a magnet for regional and international forces. Such forces are aspirant to practice a vital role in the region to achieve their interests, and to take advantage of the economic conditions, political turmoil and the collapse of state institutions in some bordering countries. Moreover, the Kingdom of Saudi Arabia has the longest coast on the Red Sea, which requires attention to its security. This study provided a different perspective for the security of the Red Sea through several different and diverse entry point

    هدفت الدراسة إلى بناء مقياس لقلق المستقبل، واستقصاء البنية العاملية للمقياس على عينة من طلبة جامعة نايف العربية للعلوم الأمنية في السعودية مقدارها (312) طالبًا وطالبة، حيث بنى الباحث مقياسًا لقلق المستقبل تكون من (48) فقرة، بخمسة أبعاد فرعية، وتم التحقق من الخصائص السيكومترية للمقياس باستخدام عدد من الإجراءات، وبينت نتائج التحليل العاملي الاستكشافي نموذجًا آخر لقلق المستقبل، مكونًا من ستة أبعاد و(42) فقرة، وتمت المقارنة بين النموذجين النظري والإحصائي باستخدام التحليل العاملي التوكيدي لتوضيح أي النموذجين هو الأفضل، وقد كشفت الدراسة أن النموذج الإحصائي المشتق من التحليل العاملي الاستكشافي هو الأفضل بناء على عدد من المؤشرات لحسن المطابقة.The study aimed to build a future concern scale and to survey the factorial structure of the scale on a sample of students at Naif Arab University for Security Sciences in Saudi Arabia. The sample consisted of (312) male and female students. The researcher built a future concern scale of (48) sections with five sub-dimensions. The psychometric characteristics of the scale were verified using a number of procedures. The results of the exploratory factor analysis show another model of future concern, it consisted of (6) dimensions and (42) sections. The theoretical and statistical models were compared using the confirmatory factor analysis to determine which model is the best. The study revealed that the statistical model derived from the exploratory factor analysis was the best based on a number of goodness of fit indexe

    هدفت هذه الدراسة إلى التعريف بمنظمات أمن الحدود في بعض الدول عامة وفي المملكة العربية السعودية خاصة. واستخدم الباحث المنهج الوصفي. وتتلخص نتائج الدراسة في أن الدول أولت أهمية لإحكام الرقابة على الحدود البرية والبحرية للدولة؛ حيث أسندت هذه المهمة لمنظمة أو منظمات محددة متخصصة، وتتشابه هذه المنظمات في أن سمة تنظيمها هو تنظيم عسكري، وتختلف تنظيماتها ومسمياتها من دولة لأخرى، وترتبط بعضها بوزارة الداخلية، بينما في دول إلى أخرى ترتبط بوزارة الدفاع، وتتميز أستراليا بأنها تعتمد كثيرًا على مجموعات من المتطوعين لمراقبة السواحل ولمواجهة عمليات تهريب المخدرات والنشاطات الإرهابية توصي الدراسة بما يلي: أهمية تكثيف تدريب العاملين في منظمات أمن الحدود. استخدام أنظمة إلكترونية حديثة لحماية وحراسة الحدود البرية والبحريةThis study aims to introduce border security organizations in some countries in general, and in the Kingdom of Saudi Arabia in particular. The researcher used the descriptive method in conducting this study. The findings of the study show that countries attached great importance to tightening control over the land and sea borders. Countries assigned this task to specific specialized organizations. These organizations are similar in that their organization is characterized as being military, their organizations and names differ from one country to another. Some of these organizations are associated with the Ministry of Interior, while in other countries they are associated with the Ministry of Defence. Australia is characterized by its reliance on groups of volunteers to monitor the coasts and to counter drug trafficking and terrorist activities. The recommendations of the study stressed on the following issues: The importance of intensifying the staff training in border security organizations. The use of modern electronic systems to protect and guard land and sea borders

    Digital Autopsy: Popular Tools for an Unpopular Procedure

    Digital autopsy is the future of postmortem examination of the human body through digital visualization. Imaging modalities such as CT scanners and MRI scanners use X rays and magnetic fields to visualize the structures within the human body. The outputs from these modalities are obtained in a DICOM (Digital Imaging and Communications of Medicine) format. They are in gray-scale consisting of information in every slice taken during the scan. This is rendered and visualized as the full body in a digital format during the digital autopsy procedure. The visualization rendering produces a three-dimensional body, further presented in colour format based on each structure of the human organ system. Digital autopsy is a technology which allows pathologists to navigate and explore deeper into the human body. It allows analysis to be done in both two-dimensional and three dimensional perspectives. Digital autopsy involves analysis of human pathology and anatomical findings for diagnostic purposes. It can also be used for education and research purposes. Another advantage of digital autopsy is the availability of information and data that can be easily and securely transferred to a different digital autopsy facility at a different location. Thus, digital autopsy provides an efficient, fast, cheaper and accurate post-mortem data enabling a forensic pathologists to play a more effective role in the criminal justice system

    The Role of School Leaders in Understanding the Psychological and Guiding Aspects of the Dimensions of the Extremism Phenomena Related to Issues of Terrorism, Radicalization and Domestic Violence

    هدفت الدراسة إلى الكشف عن الجوانب النفسية والإرشادية لظواهر التطرف ذات العلاقة بقضايا (الإرهاب، والغلو، والعنف الأسري) من وجهة نظر قادة المدارس في الرياض بالمملكة العربية السعودية. واتبعت الدراسة منهجية وصفية من خلال العينة العشوائية البسيطة؛ حيث تكونت من (430) قائدًا مدرسيًّا منهم (228 من الذكور، و 202 من الإناث). وتم تطبيق استبانة مكونة من (49) فقرة وزعت على أبعاد الإرهاب والغلو والعنف الأسري، وقد أظهرت النتائج أن المتوسطات الحسابية قد تراوحت ما بين (٤٫٤٢ ـ ٤٫٦٤)، حيث جاء بعد الإرهاب في المرتبة الأولى بأعلى متوسط حسابي بلغ (4.64)؛ بدرجة تقدير كبيرة جدًّا، بينما جاء بعد العنف الأسري في المرتبة الأخيرة بمتوسط حسابي بلغ (4.42) بدرجة تقدير كبيرة جدًّا. كما بينت النتائج ما يأتي: عدم وجود فروق ذات دلالة إحصائية (a = 0.05) تعزى لأثر الجنس في بعدي الإرهاب والغلو، وجود فروق ذات دلالة إحصائية (a = 0.05) في بعد العنف الأسري، وجاءت الفروق لصالح الإناث، عدم وجود فروق ذات دلالة إحصائية عند مستوى الدلالة (a=0.05) تعزى لسنوات الخبرة في جميع الأبعاد. وقد أوصت الدراسة بضرورة تدريب قادة المدارس بشكل مستمر على كيفية مواجهة الأخطار المختلفة لهذه الظواهر؛ ما يمكنهم من إدراكها بشكل أكبر، والعمل على مواجهتها في سياق عملهم.The study aimed to reveal the psychological and guiding aspects of extremism phenomena related to the issues of terrorism, radicalization and domestic violence from the viewpoint of school leaders in Riyadh, Kingdom of Saudi Arabia. The study adopted the descriptive methodology through a simple random sample, which consisted of (430) school leaders (228 males and 202 females). A questionnaire was applied, it consisted of (49) items distributed on the dimensions of terrorism, radicalization and domestic violence. Results showed that the averages ranged from (4.42 – 4.64). The terrorism dimension came first with the highest average (4.64) with very high rating, while domestic violence dimension came last with an average of (4.42) with very high rating.The findings of the study showed that there were no statistically significant differences (a=0.05) attributed to the factor of sex in the terrorism and radicalization dimensions, and that there were statistically significant differences (a=0.05) in the domestic violence dimension, differences were in favor of females. There were no statically significant differences at the level of significance (a=0.05) attributed to years of experience in all dimensions. The study recommended that school leaders should be continuously trained on how to face the different dangers of these phenomena in order to be fully aware of them and to work on facing them in the course of their work

    The Role of Victims in Vehicle Theft Crimes: An Exploratory Study

    تناولت الدراسة نتائج مقابلة منضبطة منهجيًّا مع مئتي مصري سرقت سياراتهم بين عامي 2011 و2013م؛ 90% منهم من الذكور، و92% متزوجون، و65% تتراوح أعمارهم بين 30 ـ 50 سنة و54% تعليمهم جامعي فأعلى، كما أن 98% من السرقات وقعت بالقاهرة الكبرى، 89% منها كانت ليلًا، وكانت السرقة باستخدام المفتاح في 54% من الحالات، وقد استعاد 55% منهم سياراتهم المسروقة. وجاء ترتيب أسباب تفشي سرقة السيارات من وجهة نظر الضحايا كما يلي: غياب الأمن 98%، تعاطي المخدرات 75%، البطالة 67%، ويرون أن الحد منها يتطلب تغليظ العقوبة وإنارة الطرق وتسيير دوريات راكبة وخفض معدل البطالة. وتبين أن صورة الجاني لدى الضحايا: شخص جريء، عاطل، جاهل، طماع، متهور، يشعر بالنقص، حقود، غير متدين، كما أن7% من الضحايا يرون أن لهم دورًا فيها؛ تمثل في ترك المفتاح داخلها أو قبول دفع فدية أو وجودهم بمناطق نائية، وقد تم تفسير هذه النتائج في ضوء الدراسات السابقة.The study addressed the results of a methodologically disciplined interview with 200 Egyptians whose vehicles were stolen in the period between 2011 and 2013. 90% of them are males, 92% are married, 65% are between 30 and 50 years of age, 54% are university educated and above. Moreover, 98% of thefts took place in Greater Cairo, 89% happened at night, thefts using key were in 54% of cases, and 55% of them recovered their stolen vehicles. The reasons for the spread of vehicles theft from the victims’ point of view were as follows: lack of security 98%, drug abuse 75%, and unemployment 67%. Victims believe that reducing vehicles theft requires intensification of punishment, lighting roads, mobile patrols, and the reducing unemployment rate. It was found that the perpetrator’s image as seen by victims was as follows: bold, unemployed, ignorant, greedy, reckless, feels inferior, spiteful, and non-religious. In addition, 7% of the victims believe they have a role in thefts; this role is represented in leaving the key inside the car, accepting payment of ransom and their presence in remote areas. These findings have been interpreted in the light of previous studies. &nbsp

    The Comparative Influence of Culture and Schooling Environment on Handwriting Features

    Handwriting is an acquired trait of an individual which is primarily culture and environment dependent. The present study attempts to assess the relative influence of schooling environment and culture upon handwriting features. The paper sets forth the computational and conventional analysis of handwriting samples obtained from two cultural/ethnic groups in India living in the same and different geographical regions. Striking significant differences were observed in key handwriting features between writers of the same cultures who were living in different regions and attended different school settings. Contrary to this, handwriting features were insignificant between writers of different cultures living in the same region at the same school.

    Genetic Diversity of Five Native Populations (Dusun, Rungus, Sonsogon, Murut and Sungai-Lingkabau Paitan) of North Borneo, East Malaysia based on 17 Y-chromosomal Short-Tandem Repeats Polymorphism

    In this study, we typed 51 male individuals from North Borneo using 17 Y-chromosome STRs contained in the AmpFLSTR® Yfiler® kit (Applied Biosystems). These individuals constitute five indigenous ethnic populations representing the three major linguistic groups (Dusunic, Murutic and Paitanic): the Dusun (n=7), Rungus (n=12), Sonsogon (n=12), Murut Paluan (n=12), and Sungai Lingkabau Paitan (n=8). A total of 37 haplotypes were identified, of which 30 individuals were represented by a single haplotype. The mean ± S.D. haplotype diversity was 0.600±0.181 and the discrimination capacity was 0.725. The results also showed that the haplotype H33 was the most frequent haplotype observed in the sampled male populations occurring exclusively in the Murut population. Comparative analysis between Y-haplotype populations of North Borneo and the ethnic populations (Bidayuh, Iban, and Melanau) of neighbouring Sarawak (East Malaysia) i.e. indicated that the Sungai Lingkabau Paitan was more closely associated with the Melanau with respect to Y-haplotype descent (RST=- 0.0023). In addition, the Multidimensional Scaling (MSD) analysis managed to clearly differentiate the eight groups from Borneo. We concluded that the 17 Y-chromosome STRs data of North Bornean populations are valuable resources in the applications of forensic and population genetics of the ethnic groups
