Problems of Knowledge and Knowledge Production in Africa
Indigenous and foreign researchers have long produced knowledge on African realities. Nevertheless, the outcome has shown perceptual imbalances. This is because the knowledge gatekeepers, or individuals and organisations such as researchers and companies who associate with knowledge production and sharing, might have usually produced misconceptions on African realties due to various reasons, including inadequate data procession, politics and deliberate acts of juxtaposing the African realities. With globalisation now operating, the question how knowledge is being produced in Africa and what role gatekeepers play in this respect becomes harder to answer. Africa pursues low-level knowledge production activities, focusing on traditional sources of knowledge and a limited scale of individual interaction, as opposed to the high-level mainstream academia of the industrialised world, which is based on official interaction, aided by adequate infrastructures encompassing numerous educational institutions, facilities, skilled human power, technological capacity and financial resources. The African indigenous knowledge system (AIKS) is inadequate in all these areas. As compared to the technologically advanced Western knowledge system (WKS), the African case projects a substantial discrepancy. Basically, knowledge production in Africa is subordinate to foreign influence. Despite being independent in theory, the process in practice remains intact under the political pressure of globalisation with governments jumping on board. Even though one can observe that some Africa-related foreign media run commercials, the process of knowledge production in Africa has not led to raise public awareness, ensure job security, or sustainability in all senses of the term. The notion that knowledge is tantamount to power falls short when applied to Africa. There is a vivid cause of intellectual poverty across Africa, the fixing of which is an urgent matter. That would provide the key to solving a range of misfortunes from poverty to violence that have inflicted the continent as we know it today
Analysis of Modern Maritime Piracy with a Case Study of Somalia
Piracy is one of the oldest known illegal activities, and its very existence endangers the international arena due to its lawless nature and ruthless methods. Today’s piracy, particularly prominent in Africa and Asia, has contemporary political and social implications and is viewed as a new threat to the international order. The aim of this article is to present piracy as both local and regional issues and an international problem. It analyses how modern-day piracy operates, where it thrives, and what are its geopolitical impacts. The text argues that the role of states, their sovereignty, and their lack of it are closely connected to piracy.
Vymedzenie noriem, prvopočiatky morálky a vzájomná dôvera
Príspevok pozostáva z troch častí. Prvá časť sa zaoberá taxonómiou a kritériami klasifikácie rôznych druhov noriem. Poukazuje na to, že rozdiel medzi dvoma najdôležitejšími druhmi kooperačných noriem – sociálnymi a morálnymi – je skôr kvantitatívneho než kvalitatívneho charakteru a navrhuje trojdimenzionálny model ich diferenciácie. Druhá časť je venovaná morálnym normám a zdôvodňuje dominantnú rolu emócií pre vznik a fungovanie morálky, ktorá zohráva kľúčovú rolu pri ochrane spoločnosti pred najnebezpečnejšími sociálnymi konfliktami. V tretej časti sa argumentuje, že vzájomná sociálna dôvera, nevyhnutná pre medziľudskú kooperáciu, sa postupne vytvára zdola nahor, najskôr na úrovni najbližšej rodiny a postupne sa rozširuje na ďalšie okolie. Pre jej zvýšenie a udržanie sú nevyhnutné sociálne a morálne normy, ktoré tiež historicky vznikali najskôr v lokálnych spoločenstvách a až postupne sa šírili do širších sociálnych celkov. Príspevok upozorňuje na možné negatívne konzekvencie plynúce z podceňovania roly sociálnych a morálnych noriem a snahy riadiť sa namiesto nich len legislatívnymi normami, spočívajúce v oslabení sociálnych väzieb.

Environmental Justice and Rawlsian Social Contract Theory
Contemporary social and political theory is not wholly sufficient for dealing with environmental issues unless it will be more informed by political theories of justice. I present the view that environmental justice can be fruitfully approached from the point of view of contemporary social contract theory, mainly the one inspired by the work of John Rawls. Healthy natural environment is indispensable for many reasons for every human society; however, nature possesses also value going beyond pure instrumentality for human beings. Because humans can have great impact on natural environment in either positive or negative way, this entails duties on their part. Society’s dealings with the environment are regulated by laws and other publicmeasures, which in turn have their deeper justification in general theory of justice of that particular society. The article tries to show that contemporary social contract theory can fruitfully grasp principles of environmental justice, which could lead to more environment sensitive policies and be acceptable from liberal point of view at the same time.Politické myšlení nemůže adekvátně reagovat na environmentální problémy současné společnosti, pokud nebude více pracovat s konceptem environmentální spravedlnosti. V tomto článku se snažím ukázat způsob, jak může být otázka environmentální spravedlnosti uchopena pomocí teorie společenské smlouvy v podání Johna Rawlse. Lidé mají svoji činností významný dopad na životní prostředí, což má za následek nerovnou distribuci environmentálních dober a škod. Proto existují vůči ostatním lidem povinnosti vyplývající ze spravedlnosti vztahující se na environmentální oblast. Environmentální otázky se nicméně musí řešit pomocí závazných společenských pravidel, která mají podobu zákonů vynucovaných státem. Tyto zákony mají své hlubší ospravedlnění právě v určité teorii spravedlnosti, která zakládá jejich legitimitu. Ve článku se snažím ukázat, že pomoci teorie společenské smlouvy lze konstruovat soubor principů environmentální spravedlnosti pro společnost, která se chce stát více odpovědnou vůči životnímu prostředí a zároveň fungovat podle liberálních principů
Trest jako věc veřejná
Praxe trestání obvykle zahrnuje utrpení pachatele, a to je něco, co si vyžaduje nějaké ospravedlnění. Můžeme formulovat retributivistické ospravedlnění, podle kterého si pachatel zaslouží trpět, protože spáchal něco špatného. Nebo konsekvencialistické ospravedlnění, že bychom měli trestat, abychom odstrašovali od trestné činnosti, znemožňovali pachatelům další trestnou činnost, příp. abychom je napravili. Snažíme se držet zásady, že za stejný čin má být stejný trest, jenomže různí lidé vnímají stejný trest s různou intenzitou. Navíc, už samotný pojem sankce můžeme chápat více způsoby: v úzce ekonomickém smylu jako cenu za delikt, nebo moralisticky jako emočně podbarvený apel na svědomí pachatele
