СИСТЕМА ЗАБЕЗПЕЧЕННЯ НАЦІОНАЛЬНОЇ БЕЗПЕКИ ЯК СКЛАДОВА ПУБЛІЧНОГО УПРАВЛІННЯ КРАЇНИ
No full textThe article is devoted to the development of a methodology forbuilding a public administration system that would most adequatelycorrespond to the conditions of functioning of the system ensuring nationalsecurity and the logic of decision-making in this area. The basis of themethodology for building a system of public management of national securityprovision is the comprehensive use of elements of the dynamic model ofmanagement of the system of national security provision. The mainfunctional subsystems of the national security system and their purpose areshown. The spheres of state activity are directly transformed into spheres(directions) of public administration. One of the important areas of publicadministration is ensuring national security. The concept of public policy ofensuring national security (PPZNB), its content and principles, as well asthe main goals of achieving its effectiveness are presented. It is emphasizedthat an important feature of public management of ensuring nationalsecurity is that it is a category of strategic public management that isperspective-oriented, a conceptual plan for improving the managementsystem. The most complex type of strategic management is called «strategicmanagement on a real-time scale» and is usually associated with solvingstrategic tasks that arise suddenly. In fact, the organization shouldsimultaneously be engaged in clarifying the strategy and solving emergingstrategic tasks. It is the system of public management of ensuring nationalsecurity that is such. This system of strategic public management is at thestage of formation, therefore its components have not yet been definitivelydetermined.Improving the foundations of the public policy of ensuring national security, substantiating its goals, principles and priority areas, mechanisms for achieving the specified goals is impossible without modeling the processes of management decision-making in this area. Modeling also makes it possible to predict the possible negative consequences of management decisions made in various spheres of the state’s life.

В основу методології побудови системи публічного управління забезпеченням національної безпеки покладено комплексне використання елементів динамічної моделі управління системи забезпечення національної безпеки. Показано основні функціональні підсистеми системи забезпечення національної безпеки, їх призначення. Сфери діяльності держави безпосередньо трансформуються у сфери (напрямки) публічного управління. Одним з важливих напрямків публічного управління є забезпечення національної безпеки. Наведено поняття публічна політика забезпечення національної безпеки (ППЗНБ), її зміст та принципи, а також основні цілі досягнення її ефективності. Наголошується, що важливою ознакою публічного управління забезпеченням національної безпеки є те, що воно є категорією стратегічного публічного управління, що зорієнтоване на перспективу, концептуальний задум щодо вдосконалення системи управління. Найбільш складний вид стратегічного управління називається «стратегічним управлінням у реальному масштабі часу» і повʼязується, як правило, з вирішенням стратегічних завдань, що виникають раптово. По суті організація має одночасно паралельно займатися уточненням стратегії і вирішенням стратегічних завдань, що виникають. Саме система публічного управління забезпеченням національної безпеки є такою. Ця система стратегічного публічного управління перебуває на стадії становлення, тому ще не визначені остаточно її складові.Удосконалення основ публічної політики забезпечення національної безпеки, обґрунтування її цілей, принципів та пріоритетних напрямів, механізмів досягнення визначених цілей неможливо без моделювання процесів прийняття управлінських рішень у цій сфері. Моделювання дає змогу також прогнозувати можливі негативні наслідки управлінських рішень, що приймаються у різних сферах життєдіяльності держави.

No full textThe presented article was prepared in connection with the adoption of the Law of Ukraine «On Waste Management» and is directed to the topical topic of the formation of a mechanism for determining business entities for the implementation of activities for the recovery and disposal of household waste in the structure of household waste management services in territorial communities. The purpose of the scientific search was to establish a procedure for identifying business entities that carry out activities related to the recovery and disposal of household waste. The article takes into account the sequence of operations of recovery and disposal of household waste when determining the performers of these services. Yes, the sequence of recovery operations can be established for each type of household waste, which is primarily sent to carry out preliminary operations with household waste before recovery, including preliminary treatment corresponding to the recovery position R12 (positions are defined in Appendix 2 to the new law), including dismantling, sorting, crushing, compacting, granulating, drying, grinding, conditioning, repacking, separating, mixing or mixing before being fed to any of the operations specified in recovery items R1-R11. If necessary, these operations may include recovery item R13 regarding the storage of waste prior to carrying out the operations specified in recovery items R1-R12 (except the collection operation). The sequence of disposal operations can be set for household waste as follows: priority should be directed to the implementation of operations corresponding to position D13 (the positions are defined in Appendix 1 to the new law), with further referral to the implementation of operations corresponding to position D5, as well as to the implementation of operations, corresponding to position D1 in the presence of a plan to bring the waste disposal site into compliance with the requirements of the law. The article defines the main requirements for the functioning of the waste management information system, the creation and administration of which will be carried out by the Ministry of Environment of Ukraine. The described need to create a waste management information system will be stolen from the subsystems of reporting, provision of administrative services and registers. Thus, the reporting subsystem will ensure the receipt, analysis and summarization of information on the volume, code and name, sources of waste generation, change of the owner of waste, online information on collection, transportation and waste treatment. The administrative services subsystem will ensure that business entities receive administrative services for issuing permits for waste treatment operations, licenses for hazardous waste management business activities, etc. The subsystem of registers will be stolen from: the Register of permits for the implementation of waste processing operations; Register of licenses for hazardous waste management business activities; Register of written consents (notifications) for cross-border transportation of hazardous waste and conclusions on cross-border transportation of waste; Register of producers of products for which extended responsibility of the producer has been established; Register of extended producer responsibility organizations; Register of business entities in the field of waste processing; other registers defined by legislation.

Метою наукового пошуку було встановлення процедури визначення субʼєктів господарювання, що здійснюють діяльність із відновлення та видалення побутових відходів. У статті враховано черговість здійснення операцій відновлення та видалення побутових відходів при визначенні виконавців цих послуг. Так, черговість операцій відновлення може встановлюється на кожен вид побутових відходів, що першочергово направляється для здійснення попередніх операцій з побутовими відходами до відновлення, включаючи попереднє оброблення, що відповідає позиції відновлення R12 (позиції визначені Додатком 2 до нового закону), у тому числі демонтаж, сортування, дроблення, ущільнення, гранулювання, сушіння, подрібнення, кондиціонування, перепакування, відокремлення, змішування або змішування перед подачею на будь-які операції, визначені у позиціях відновлення R1-R11. У разі необхідності ці операції можуть включати позицію відновлення R13 щодо зберігання відходів перед здійсненням операцій, визначених у позиціях відновлення R1-R12 (крім операції збирання). Черговість операцій видалення може встановлюватися на побутові відходи наступним чином: першочергово повинні направлятись на здійснення операцій, що відповідають позиції D13 (позиції визначені Додатком 1 до нового закону), з подальшим направленням на здійснення операцій, що відповідають позиції D5, а також на здійснення операцій, що відповідають позиції D1 при наявності плану приведення місця розміщення відходів у відповідність з вимогами законодавства. У статті визначено основні вимоги щодо функціонування інформаційної системи управління відходами, створення та адміністрування якої буде здійснювати Міндовкілля України. Описана необхідність створення Інформаційної системи управління відходами складатиметься з підсистем звітності, надання адміністративних послуг і реєстрів. Так, підсистема звітності забезпечуватиме отримання, аналіз та узагальнення інформації про обсяг, код та найменування, джерела утворення відходів, зміну власника відходів, онлайн-інформування про збирання, перевезення та оброблення відходів. Підсистема надання адміністративних послуг забезпечуватиме отримання субʼєктами господарювання адміністративних послуг з видачі дозволу на здійснення операцій з оброблення відходів, ліцензії на здійснення господарської діяльності з управління небезпечними відходами тощо. Підсистема реєстрів складатиметься з: Реєстру дозволів на здійснення операцій оброблення з відходів; Реєстру ліцензій на здійснення господарської діяльності з управління небезпечними відходами; Реєстру письмових згод (повідомлень) на транскордонне перевезення небезпечних відходів та висновків на транскордонне перевезення відходів; Реєстру виробників продукції, щодо якої встановлено розширену відповідальність виробника; Реєстру організацій розширеної відповідальності виробника; Реєстру субʼєктів господарювання у сфері оброблення відходів; інших реєстрів, визначених законодавством.

ВПЛИВ СОЦІЄТАЛЬНОЇ ІДЕНТИЧНОСТІ НА КОНСТРУЮВАННЯ УСПІХУ СУЧАСНОГО КЕРІВНИКА В ПУБЛІЧНОМУ УПРАВЛІННІ
No full textThis article is devoted to the substantiation of the influence of social identity on the construction of the success of a modern leader in public administration. The theoretical, methodological and practical work of foreign and modern Ukrainian scientists became the basis for the study of the outlined topic. It has been proven that success is a phenomenon conditioned by the continuous hard work of a modern manager, in particular in the context of achieving a high level of professional competence, the application of reflection and self-management, the result of which is rewarded with social-psychological professional self-realization. The social component points to the relationship with social systems, and the psychological component points to the conscious and unconscious, namely: the collective unconscious - a pair of opposites that, complementing each other, create conditions for the creation and development of a leaderʼs integral personality. As one of the ways of the outlined process, we define the acquisition of a societal (system-wide) identity by a modern leader. In this context, the characteristics of psychosocial properties, introversion, pragmatism, rationality, sensitivity, internality, intentionality, are given, which are defining for the current era of social development - postmodern and correspond to the mode of social identity. The dynamics of societal changes in Ukraine in 2023, conducted by the Ukrainian Institute of Sociological Research and the Ukrainian School of Archetypes, are presented. Thus, from the six properties characterized above, which are inherent in social identity, a progressive progress is observed in relation to rationality and sensitivity. It was determined that the demand for a rapid change in human qualities was caused by the war, which actualized the phenomenon of social identity for a manager in public administration, which is flexible, adaptable to modern realities, creates an atmosphere of trust and conditions for training, cultural development, partnership and cooperation.

Підґрунтям для дослідження окресленої тематики, постав теоретико-методологічний і практичний доробок зарубіжних та сучасних українських учених. Доведено, що успіх – це феномен, що обумовлюється безперервною наполегливою працею керівника, шляхом досягнення ним високого рівня професійної компетентності, застосування рефлексії та самоуправління, результат якої винагороджується соціально-психологічною професійною самореалізацією. Соціальна складова вказує на взаємозвʼязок із соціальними системами, а психологічна – спрямовує до свідомого та несвідомого, а саме: колективного несвідомого – пари протилежностей, що доповнюючи одна одну, створюють умови для творення та розвитку цілісної особистості керівника. Одним із шляхів окресленого процесу ми визначаємо набуття сучасним керівником соцієтальної (загальносистемної) ідентичності. Відповідно, представлено характеристики психосоціальним властивостям, інтровертність, прагматичність, раціональність, сенсорність, інтернальність, інтенціональність, що є визначальними для теперішньої епохи суспільного розвитку – постмодерну і відповідають модусу соцієтальної ідентичності. Представлено динаміку соцієтальних змін в Україні у 2023 році, дослідження яких проведено Українським інститутом соціологічних досліджень та Української школою архетипіки. Так, із шести охаратеризованих вище властивостей, що притаманні соцієтальній ідентичності, прогресуючий поступ спостерігається щодо раціональності та сенсорності. Визначено, що вимогу щодо швидкої зміни людських якостей спричинила війна, що актуалізувало феномен соціальної ідентичності для керівника в публічному управлінні, який гнучким, адаптивним до сучасних реалій, створює атмосферу довіри та умови для навчання, розвитку культури, партнерства та співробітництва.

Get PDFThe article substantiates the interdependence of the formation of organizational culture and the development or modernization of the organizational design of telecommunications enterprises, the key factors of the mutual influence of the formation of organizational culture and modernization of the organizational design of a telecommunications enterprise are identified, including: mission, value orientations, goals, objectives, strategies of the enterprise; the field of production of the enterprise; organizational form of enterprise functioning; trajectory and speed of strategic development of the enterprise; parameters and scale of enterprise activity; fierce competition and market conditions in the industry; the level of digitization and automation of business processes at the enterprise; resistance to organizational transformation; the degree of integration of the enterprise into various business structures; existing organizational behavior; normative legal acts regulating the economic activity of the enterprise; competences and professional level of managers and management of the enterprise, their creativity, vision, innovativeness, beliefs, ambitions and perseverance; phases of the enterprise's life cycle; staffing of units with the necessary qualified personnel; traditions of organizational culture. With the help of an expert survey and mathematical processing of the results, the indexes of the importance of the mutual influence of the specified factors regarding the formation of the organizational culture and the construction of the organizational design of the telecommunications enterprise were determined. Argued expediency of determining the interrelationships between factors for making management decisions regarding the formation of organizational culture and building an organizational design of an anti-crisis post-war reproduction of a telecommunications enterprise, using cluster diagnostics, which uses the bullet method in its arsenal, which segments all factors according to isomorphic similarity, which will contribute to the adjustment of intensity actions of factors, to know how these measures will affect other factors, will help to find reserves and opportunities for increasing its effectiveness and harmonization.

За допомогою експертного опитування та математичної обробки результатів визначено індекси вагомості взаємовпливу означених чинників щодо формування організаційної культури та побудови організаційного дизайну телекомунікаційного підприємства. Аргументована доцільність визначення взаємозв’язків між чинниками для ухвалення управлінських рішень щодо формування організаційної культури та побудови організаційного дизайну антикризового післявоєнного відтворення телекомунікаційного підприємства, оскільки це сприятиме пошуку резервів й можливостей щодо підвищення його ефективності й гармонізації.

Get PDFThe article discusses the relevance and importance of creating innovative technologies that use retail and entertainment establishments to attract attention to existing goods or services. The introduction of innovative technologies into advertising activities at an enterprise makes it possible to increase the level of advertising efficiency and create more effective and targeted advertising messages aimed at consumers; differentiate companies from competitors; create advertising that evokes positive emotions in potential consumers and promotes loyalty to the enterprise; expand opportunities for interaction with the audience on social networks, instant messengers, virtual reality, etc. The rationale for the theoretical basis for creating innovative content of modern advertising technologies and improving innovative advertising activities in shopping and entertainment establishments is given. An analysis of the impact of new technologies on advertising in retail establishments is presented. Changes in consumer behavior due to the rapid growth of digital technologies and the Internet are analyzed, which, in turn, influenced the use of media technologies in online and offline environments.

Get PDFThe article examines theoretical and practical issues of forming a system of information support for managing the company's financial resources. It was determined that with the growth of dynamism and uncertainty of the conditions of economic activity of enterprises, the volume of information used in the process of managing financial resources increases. At the same time, the requirements for its quality and efficiency are growing. This requires the development of the information support system and the creation of the appropriate infrastructure. Different approaches to determining the subject content of information support are analyzed. The existence of three groups in this field of scientific discussions is established, and the author's interpretation is given. On this conceptual basis, the structural scheme of the system of information support for the management of the financial resources of the enterprise is defined, taking into account its functional specificity. The most essential requirements for the quality of information in the context of financial resources management are revealed. It was determined that the formation of the information support system for managing financial activities should be based on the capabilities and tasks of the enterprise, the specifics of economic activity and its regulatory and legal regulation. The information capabilities of domestic financial reporting in separate areas of information support for the management of the company's financial resources have been analyzed. The importance of automation of managerial influence on business processes of formation and use of financial resources in the system of information management of these processes has been established. Based on the results of the analysis and summarization of literary sources, it was determined that certain principles must be followed when developing an automated information support system for the financial management of an enterprise. Their essence and significance are revealed.

Розкрито найбільш суттєві вимоги до якості інформації в контексті управління фінансовими ресурсами. Проаналізовано інформаційні можливості вітчизняної фінансової звітності за окремими сферами інформаційного забезпечення менеджменту фінансових ресурсів підприємства. На основі результатів проведеного аналіз та узагальнення літературних джерел визначено, що при розробці автоматизованої системи інформаційного забезпечення фінансового менеджменту підприємства необхідно дотримуватися певних принципів. Розкрито їх суть та значимість.

No full textThe paper investigates the relationship between GDP per capita and the risk of aircraft shootdowns in conflict zones, revealing a strong correlation between economic stability and aviation security. With global air traffic recovering post-COVID-19, aviation security remains a critical challenge, particularly in conflict zones. The study quantifies this risk by analysing 178 shooting incidents and employing a Generalized Linear Model to predict the probability of aircraft being shot down. Findings show that lower GDP per capita increases the likelihood of such incidents. Incorporating economic data into security models can help improve risk assessment for futureaviation operations. The research underscores the importance of using GDP per capita as a key economic metric when assessing national and aviation security risks. By examining conflicts and flight operations data, the study shows that countries with stronger economies, as reflected by higher GDP per capita, are less likely to experience aviation security incidents. The analysis uses variables such as the nature of the flight, conflict intensity, and type to create predictive models, suggesting that economic conditions play a vital role in mitigating security threats in civil aviation. This approach to aviation security analysis not only emphasizes the importance of GDP as a measure of national stability but also points to the broader use of quantitative methods in predicting and managing security risks. The inclusion of GDP data into risk models provides a more robust framework for understanding and mitigating the likelihood of civilian aircraft being shot down in conflict zones, offering valuable insights for policymakers and airline operators. Future researchshould explore additional economic and geopolitical factors to enhance these models further.Стаття досліджує взаємозв’язок між ВВП на душу населення та ризиком збиття повітряних суден у зонах конфліктів, виявляючи сильну кореляцію між економічною стабільністю та авіаційною безпекою. У зв’язку з відновленням світового авіасполучення після пандемії COVID-19 авіаційна безпека залишається критичною проблемою, особливо в зонах конфлікту. Дослідження кількісно оцінює цей ризик шляхом аналізу 178 випадків збиття повітряних суден та використання узагальненої лінійної моделі (Generalized Linear Model, GLM) для прогнозування ймовірності збиття літака. Висновки показують, що нижчий ВВП на душу населення збільшує ймовірність таких інцидентів. Дослідження підкреслює важливість використання ВВП на душу населення як ключового економічного показника при оцінці національних ризиків та ризиків авіаційної безпеки. Вивчаючи дані про конфлікти та польоти, дослідження показує, що країни з більш стабільною економікою, про що свідчить вищий ВВП на душу населення, рідше стикаються з інцидентами авіаційної безпеки. Цей підхід до аналізу авіаційної безпеки не тільки підкреслює важливість ВВП як показника національної стабільності, але також вказує на необхідність більш широкого використання кількісних методів у прогнозуванні та управлінні ризиками безпеки. Включення даних про ВВП у моделі ризиків забезпечує більш надійну основу для розуміння та зменшення ймовірності збиття цивільних повітряних суден у зонах конфлікту, пропонуючи цінну інформацію для регуляторів, авіаційних адміністрацій та операторів авіакомпаній

No full textToday, energy industry institutions are increasingly dependent on the functioning of information systems. Due to the rapid development of technologies, information systems are becoming increasingly complex and large-scale. They include a large number of components that interact with each other, and it is important to monitor their health and ensure their reliable operation and stability. The failure or disruption of such systems can lead to serious financial, social and technical problems. Considering these factors, the study of the process of monitoring the functioning parameters and control of the serviceable state of the information system is an urgent task. A system for monitoring functional parameters and controlling the serviceable state of power plant information system modules has been created based on a self-diagnosis algorithm using a test method to ensure functional stability. The system performs constant control of system elements using a test method with a wandering diagnostic core. In the event of a failure, damage or failure, the localization of the failed element is ensured, the system structure is changed by redistributing tasks to healthy nodes, information about the identified failures is issued to the system personnel to initiate the process of repair and restoration of the failed component of the information system. To confirm the correctness of the developed software product, mathematical modeling of the process of diagnosing the information system was carried out for different numbers of nodes. To analyze the results of the tests, a diagnostic reliability level is set, which serves as a sign of stopping the accumulation of test results in the memory of the module that will execute the specified algorithm.

Завдяки швидкому розвитку технологій, інформаційні системи стають все більш складними та масштабними. Вони включають в себе велику кількість компонентів, які взаємодіють між собою, і важливо контролювати справний стан і забезпечувати їх надійну роботу та стійкість. Відмова або порушення роботи таких систем може призвести до серйозних фінансових, соціальних та технічних проблем. Враховуючи ці фактори, дослідження процесу моніторингу параметрів функціонування та контролю справного стану інформаційної системи є актуальним завданням. Створено систему моніторингу функціональних параметрів та контролю справного стану модулів інформаційної системи електростанції на основі алгоритму самодіагностування тестовим методом для забезпечення функціональної стійкості. Система виконує постійний контроль елементів системи тестовим методом з блукаючим діагностичним ядром. При виникненні відмови, пошкодження або збою, забезпечується локалізація відмовленого елемента, зміна структури системи шляхом перерозподілу задач на справні вузли, видача інформації про виявлені відмови робочому персоналу системи для ініціювання процесу ремонту та відновлення працездатності відмовленого компонента інформаційної системи. Для підтвердження правильності розробленого програмного продукту проведено математичне моделювання процесу діагностування інформаційної системи для різної кількості вузлів. Для аналізу результатів перевірок заданий рівень достовірності діагностування, який виконує роль ознаки припинення накопичування результатів перевірок в пам’яті модуля, що буде виконувати зазначений алгоритм.

Методологічний підхід до оцінки впливу імпульсних нефлуктаційних завад на цілісність дискретних сигналів з багатопозиційною фазовою маніпуляцією
No full textThe paper considers the issues of building a methodology for assessing the impact of impulse non-fluctuation interference on the integrity of discrete signals with multi-position phase manipulation. It is determined that ensuring cybersecurity and information protection in information and communication networks under the influence of a wide range of different disturbances and interference form a new scientific task of directly assessing the impact of targeted impulse interference on the integrity of signals with multi-position phase manipulation. It is established that the general mechanism of the impact of non-fluctuation interference on the integrity of discrete signals is manifested in the growth of bit and symbol errors of the signal and depends on the characteristics of the data transmission technology and the characteristics of the separately acting non-fluctuation interference. In order to reduce the impact of targeted pulsed non-fluctuation interference on the integrity of signals with multi-position phase manipulation, the paper proposes an appropriate methodological approach to assessing the impact of the specified non-fluctuation interference. As the above approach, the article proposes the following procedure, which includes the following stages. Determination of requirements for the parameters of an information and communication network for data transmission based on signals with multi-position phase manipulation according to the purpose. Analysis of conditions and factors that may affect the formation of pulsed non-fluctuation interference. Modeling of processes for ensuring signal integrity in data transmission channels of an information and communication network based on BFM technology under the influence of pulsed non-fluctuation interference. Assessment of the impact of targeted pulsed non-fluctuation interference on the integrity of BFM signals and development of recommendations for reducing the specified impact.
Keywords: multi-position phase manipulation, information and communication networks, digital signal integrity, pulsed non-fluctuation interference.В роботі розглянуті питання побудови методології оцінки впливу імпульсних нефлуктуаційних завад на цілісність дискретних сигналів з багатопозиційною фазовою маніпуляцією. Визначено, що забезпечення кібербезпеки та захисту інформації в інформаційно-комунікаційних мережах в умовах впливу широкого спектру різних збурень та завад формують нове наукове задання безпосередньої оцінки впливу прицільних імпульсних завад на цілісність сигналів з багатопозиційною фазовою маніпуляцією. Встановлено, що загальний механізм впливу нефлуктаційних завад на цілісність дискретних сигналів проявляється в зростанні бітових та символьних помилок сигналу та залежить від характеристик технології передачі даних та характеристик окремо діючої нефлуктаційної завади. З метою зменшення впливу прицільної імпульсної нефлуктаційної завади на цілісність сигналів з багатопозиційною фазовою маніпуляцією в роботі запропоновано відповідний методологічний підхід до оцінки впливу вказаної нефлуктуаційної завади. В якості вищевказаного підходу в статті пропонується наступний порядок, який включає наступні етапи. Визначення вимог до параметрів інформаційно-комунікаційної мережі передачі даних на базі сигналів з багатопозиційною фазовою маніпуляцією відповідно призначення. Аналіз умов та факторів, що можуть вплинути на формування імпульсної нефлуктаційної завади. Моделювання процесів забезпечення цілісності сигналів в каналах передачі даних інформаційно-комунікаційної мережі на базі технології БФМ в умовах впливу імпульсної нефлуктаційної завади. Оцінка впливу прицільної імпульсної нефлуктаційних завади на цілісності сигналів БФМ та розробка рекомендацій по зменшенню вказаного впливу.
