The educational community work —even if characterized by a short stay of the minor— presupposes a lot of potential for growth and change, because it brings into play the entire biographical history of the child offender; a growth story marked by frailty, educational poverty, frustrated desires and needs that are not recognized in his own life context. The paper has a specific focus on the personal and context variables, necessary to point out lights and shadows of education policy and territorial services and rules on juvenile probation.

LA PANDEMIA, DAL “RITORNO DELLO STATO” ALL’EMERGENZA DEL PUBBLICO / THE PANDEMIC, FROM THE "RETURN OF THE STATE" TO THE EMERGENCY OF THE PUBLIC SECTOR
The COVID-19 emergency seems to have brought the role of welfare institutions and public spending back to the center of attention. According to many commentators, behind this change there would be the sign of a “return of the state” at the center of political and economic dynamics. The essay will try to critically discuss these positions by show in how the experience of the lockdown and the forms of mobilization that occurred during the health emergency have rather led to a radical re-signification of the notion of “public” beyond the dualism between the state and the market. Keywords:Welfare, Public, Social Reproduction, Neoliberalism, State Theor
