Bigger is always not better, less is more, sometimes: the concept of data minimization in the context of big data
With the data landscape of the universe expands every second every day by leaps and bound, the data value also increases unprecedentedly. Particularly, the disruptive use of data in location tracking, predictive policing, fraud detection, healthcare, advertising media, and entertainment has already revitalized personal data in many ways. But massive amassing of data also gives rise to new issues regarding the Big Data effects, including privacy invasion, data breaches, and cyber threats, etc. Taking effective efforts for mitigating the risks of data explosion thus becomes indispensable for companies, organizations, and societies alike. In such background, this paper attempts to focus on the ways how the data minimization approach mitigates such risks, and how this approach as a concept is being incorporated in legal instruments globally. After exploring practical methods of applying data minimization, the paper concludes by delineating the way out of the existing dilemmas so created in the face of Big Data.

Ciudadano Irlandés denuncia la Decisión 2000/520 acordada por la Comisión Europea referida al acuerdo de puerto seguro entre la Comisión y EEUU. Dicha decisión está basada en lo previsto en el Art 25.6 de la Directiva 95/46/CE que permite la realización de acuerdos entre la Comisión Europea y terceros países. En estos acuerdos se certifica que terceros países presentan un nivel de protección adecuado en el tratamiento de los datos personales, permitiéndose así que se puedan transferir datos personales provenientes de Europa a dichos países. Este ciudadano denuncia que Facebook transfiere los datos de su perfil a EEUU basada en dicha Decisión 2000/520, indicando que dicho país no satisface las exigencias que garantizan un nivel adecuado de cumplimiento de la normativa europea de protección de datos

Automation and Connectivity
Car manufacturers are addressing research and innovation efforts towards the development of safe and efficient autonomous vehicles. Although not fully mature, the technology for such vehicles exists already. One of the main features on board such vehicles is connectivity. Connectivity ensures that the car is not only collecting data on the passengers, the environment, the infrastructure, the other vehicles (using e.g. different types of sensors), but it is also able to share this information within the network in real time in order to provide better service. Although state-of-the-art measures are employed to ensure security of the data and of the car itself, the possibility remains for hackers to violate the system and data breaches to occur
Data Security and Mobilising the Whole School Workforce to close Educational Attainment Gaps
Schools in the UK are required to promote individual learning for all students. They are expected to provide challenge and ‘stretch’ for the most able students. They are also expected to address ‘attainment gaps’between average attainment and groups which regularly attain below that. These groups differ over time but there is significant concern at the moment about white working class boys for example. Looked After Children (that is the UK term for children who are in the care of the local authority as opposed to their parents or other guardians) are also expected to receive additional attention, as are any pupils who may have’additional learning needs’. In order to target support at those pupils who need it the most, schools put a great deal of resource into generating attainment and progress data on their pupils. In order to use this to support pupils it needs to be shared with professionals who may work with the pupils, some of whom may work for the school, some of whom may be part time staff or students on placements, some may be visitors and work for the local authority and some may be private contractors or merely visitors to the school. The challenge is to support pupils in the most effective way, targeting support at those who need it most, while not contravening GDPR or DPA rules, and also not transgressing othe legal obligations such as ‘safeguarding’ or specific rules relating to Looked After Children or Equalities legislation
