No full textInternational audienceThe Lebanese media landscape is undergoing a significant transformation driven by digital technology and the successive crises of 2019 and 2020.In this context of particularly protest, new online media outlets have emerged, positioning themselves as independent and alternative. This article analyzes the socioeconomic characteristics of online media outlet, Mégaphone. It highlights the development of new editorial approaches contributing to a more diverse, but also more fragmented, media space. It also questions the sustainability of a crowdfunding business model. The challenge is to ensure sustainable funding that guarantees independence and editorial quality to limit the risks of manipulation and polarization.Le paysage médiatique libanais connaît une évolution significative sous l’effet du numérique et des crises successives qui ont secoué le pays en 2019 puis en 2020. De nouveaux médias en ligne, qui se veulent indépendants et alternatifs ont fait leur apparition à la suite des manifestations particulièrement importantes ces dernières années. Cet article s’intéresse au modèle socio-économique d’un média natif du web, Mégaphone. Il met en évidence l’émergence de nouvelles perspectives éditoriales ouvrant la voie à un espace médiatique plus diversifié, mais aussi plus fragmenté. Il soulève la viabilité d’un modèle économique basé sur les dons, soulignant la nécessité de trouver un financement pérenne garantissant l’indépendance et la qualité éditoriale pour limiter les dérives de manipulation et de polarisation
Enhancing NTRUEncrypt Security Using Markov Chain Monte Carlo Methods: Theory and Practice
No full textInternational audienceThis paper presents a novel framework for enhancing the quantum resistance of NTRUEncrypt using Markov Chain Monte Carlo (MCMC) methods. We establish formal bounds on sampling efficiency and provide security reductions to lattice problems, bridging theoretical guarantees with practical implementations. Key contributions include: a new methodology for exploring private key vulnerabilities while maintaining quantum resistance, provable mixing time bounds for high-dimensional lattices, and concrete metrics linking MCMC parameters to lattice hardness assumptions. Numerical experiments validate our approach, demonstrating improved security guarantees and computational efficiency. These findings advance the theoretical understanding and practical adoption of NTRU- Encrypt in the post-quantum era
Petits blancs dans la Révolution
No full textInternational audienceThis article presents a series of portraits of petits blancs during the Revolution. The category of “petits blancs” includes whites who are neither inhabitants, merchants nor rulers. It became widespread from 1790 onwards, and historiographically refers to a group with stereotyped behavior, hostile to free people of color and clearly counter-revolutionary. This article aims at analyzing the role of petits blancs in these troubled colonies, in the light of the concrete subjective experiences of individuals, who may or may not identify themselves as such, but share similar characteristics. This work compares the cases of Guadeloupe and Saint Domingue, in order to propose a more balanced interpretation of the role of these petits blancs, who constituted the majority of whites in the colonies, yet were largely omitted from historiography.Ce texte soumet une série de portraits de petits blancs dans la Révolution. La catégorie « petits blancs » rassemble les blancs qui ne sont ni habitants, ni négociants, ni gouvernants. Elle se diffuse largement à partir de 1790 et désigne dans l’historiographie un groupe au comportement stéréotypé, hostile aux libres de couleur et clairement contre-révolutionnaire. Cet article vise à remettre en perspective le rôle des petits blancs dans ces colonies troublées, à la lumière d’expériences subjectives concrètes d’individus s’identifiant ou non comme tel, mais partageant des caractéristiques similaires. Ce travail s’inscrit dans une démarche comparative entre la Guadeloupe et Saint-Domingue, afin de proposer une lecture plus nuancée du rôle de ces subalternes blancs qui constituent la majorité des blancs des colonies, tout en ayant été largement omis dans l’historiographie
L'innovation financière en Amérique latine et dans les Caraïbes: Pragmatisme et progrès
No full textNational audienceIn financial innovation, Latin America and the Caribbean punch above their weight. Digital innovations have helped to reduce costs and enhance access to financial services. Pragmatic policies, such as public infrastructures and regulation, have helped to address economic distortions that can arise in markets. This article gives insights into both the theory and practice of financial innovation in the region. Drawing on examples like Brazil’s Pix, Costa Rica’s SINPE Móvil, central bank digital currencies in the Caribbean and digital wallets, lending, insurance and big tech services in other countries, it shows that innovation is proceeding rapidly. These experiences are ripe for further research to inform policy.En matière d’innovation financière, l’Amérique latine et les Caraïbes se distinguent. Les innovations numériques ont contribué à réduire les coûts et à améliorer l’accès aux services financiers. Des politiques pragmatiques, comme les infrastructures publiques et la réglementation, ont permis de corriger les distorsions économiques pouvant survenir sur les marchés. Cet article offre un aperçu théorique et pratique de l’innovation financière dans la région. À partir d’exemples, comme Pix au Brésil, SINPE Móvil au Costa Rica, les monnaies numériques des banques centrales dans les Caraïbes et les portefeuilles numériques, les prêts, les assurances et les services de haute technologie dans d’autres pays, il met en évidence le fait que l’innovation se développe rapidement. Ces expériences méritent d’être approfondies pour éclairer les choix politiques
