As empirical base, the author uses research data of expert survey “Grand corruption and national security in Mongolia 2014”. From the point of view of system theory, he compares grand corruption and system and their main characteristics. According to the author, grand corruption in Mongolia has all the main structural characteristics as structure and order, main actors and AGIL functions

No full textAbstract: Lung diseases and other mining-sector health risks pose major challenges for Mongolia.Coal mines, both formal and informal, contribute significantly to economic growth, but the prevalence of occupational lung diseases is high and access to health care is limited. The strategy for preventing occupational disease and injury in the coal mining industry employs several elements. Standards are set and enforced; technical assistance, research, and development are provided; and surveillance is conducted. The Mine Safety and Health Act provided for a wide array of basic public health measures to prevent occupational disease and injury in the mining industry. In recent years, however, productivity has increased, while risk of fatal injury have increased. The article considered problems with the issues related to labour safety and health of coal sector in mining industry

No full textAbstract: One of main criteria for higher education quality assessment is grade point average (GPA) of students and graduates. Thus, the grade point average is recognized to be the major indicators showing academic performances of university and college students. Therefore this indicator is considered to be one of main measures that expresses education quality of a university as well as indicates capacity of students and graduates. Generally, GPA is an average grade resulted from phased evaluation of all learning processes. Thence, calculation of GPA with high accuracy shall be one of the foundations to objectively assess students. This study was aimed to compare the ways of calculating GPA in higher education system on international and domestic level. Hereby it is proposed a sample methodology of GPA calculation

No full textAbstract; The core element of Luhmann's theory, pivots around the problem of the contingency of the meaning and thereby it becomes a theory of communication. Social systems are systems of communication, and society is the most encompassing social system. Being the social system that comprises all (and only) communication, today's society is a world society. A system is defined by a boundary between itself and its environment, dividing it from an infinitely complex, or (colloquially) chaotic, exterior. The interior of the system is thus a zone of reduced complexity: Communication within a system operates by selecting only a limited amount of all information available outside. This process is also called "reduction of complexity". The criterion according to which information is selected and processed is meaning (in German, Sinn).
