Pesymiści i optymiści. Dwa podejścia wobec problemu proliferacji broni jądrowej po zimnej wojnie
Nuclear proliferation is shown from two perspectives: optimists and pessimists. In the optimists\u27 attitude nuclear proliferation is a very reliable and effective nuclear deterrent. Optimists attribute a nuclear deterrence in preventing potential conflicts. For optimists, politicians possessing nuclear arsenal, regardless from the political system tend to behave more rationally, especially to other nuclear states. In pessimists\u27 attitude, nuclear proliferation is a threat and enhances a risk of nuclear war. Pessimists perceive nuclear proliferation as a threat for a human-being and civilization. Representatives of these two schools agree that nuclear proliferation will be proceed further because it is still an attractive option not only for states.Problem proliferacji broni jądrowej został pokazany z dwóch perspektyw: szkoły optymistycznej i pesymistycznej. W stanowisku optymistów proliferacja nie jest ujmowana jako zagrożenie, a bardziej skuteczne nuklearne odstraszanie. Optymiści uważają, że od czasów zimnej wojny niewiele się zmieniło i nuklearne odstraszanie będzie odgrywać ważną rolę w zapobieganiu wielu potencjalnym konfliktom. Przedstawiciele tego nurtu są przekonani, że decydenci posiadający arsenał nuklearny, bez względu na ustrój polityczny bedą zachowywać się racjonalnie w prowadzeniu polityki zagranicznej, w szczególności wobec innych państw atomowych. Szkoła pesymistyczna zajmuje przeciwne stanowisko. Według pesymistów, proliferacja zwiększa prawdopodobieństwo wybuchu wojny nuklearnej. Szkoła pesymistyczna upartuje w broni jądrowej szczególne niebezpieczeństwo dla rodzaju ludzkiego, a jej niekontrolowane rozprzestrzenianie jeszcze bardziej to ryzyko wzmaga. Przedstawicieli obu szkół łączy przekonanie, że proliferacja będzie dalej postępować, ale co do jej skutków są już odmiennego zdania
Ewolucja polityki bezpieczeństwa Japonii po zimnej wojnie. Od „państwa moratorium” do strategicznej „normalności"
The security policy of the Empire of Japan in the post-World War II period is a subject of interest among both policymakers and International Relations scholars. There are two basic reasons for that. The first one comes from the traditionally important position occupied by this state in regional balance of power in Asia. The second reason comes from a fact, that at the beginning of the Cold War, Japanese leaders adapted a peculiar foreign policy and security strategy, based on disavowal of the instrument of force and limitation of the defence potentian to the indispensable minimum. This policy stood in contrast to with the common practices of the Cold War international order. It was also difficult to explain from the perspective of traditional IR theory (based on political realism), which states that the rise of state\u27s economic power should lead to great power aspirations and intensive arms build-up. It is intriguing, that the fundamental transformation of the international order, brought by the end of the Cold War, initiated a process of change in Japanese security policy, which leads in exactly opposite direction.Polityka bezpieczeństwa Cesarstwa Japonii w okresie po II wojnie światowej jest nieprzerwanie obiektem żywego zainteresowania, zarówno praktyków, jak i badaczy stosunków międzynarodowych. Wynika to z dwóch zasadniczych przesłanek. Pierwszą stanowi tradycyjnie istotna pozycja tego państwa w międzynarodowym układzie sił regionu Azji. Druga wynika z faktu, iż u zarania zimnej wojny japońscy przywódcy przyjęli oryginalną strategię polityki zagranicznej i bezpieczeństwa, opartą na wyrzeczeniu się instrumentów siłowych i ograniczeniu potencjału obronnego do niezbędnego minimum. Taka polityka mocno kontrastowała z poczynaniami innych znaczących aktorów ówczesnego ładu międzynarodowego. Była również trudna do wytłumaczenia z punktu widzenia tradycyjnej perspektywy wyjaśniania stosunków międzynarodowych (opartej na realizmie politycznym), w myśl której wzrost potencjału gospodarczego państwa powinien prowadzić do mocarstwowych aspiracji i wzmożonych zbrojeń. Niezwykle intrygującym pozostaje fakt, iż zasadnicza transformacja ładu międzynarodowego, którą przyniósł koniec zimnej wojny, zapoczątkowała proces ewolucji japońskiej polityki bezpieczeństwa w przeciwnym od dotychczasowego kierunku

Strategiczne dylematy Sojuszu Północnoatlantyckiego
In the aftermath of the Iraq crisis, the North Atlantic Alliance faced its most serious predicament since the ColdWar. Its mission in Afghanistan revealed growing discrepancies between the member states. The Georgian crisis of 2008, the missile defence project and the enlargement showed a lack of coherence. NATO has split up into two or more factions. A crucial question arose as to NATO’s ability to resolve the three main strategic dilemmas which have grown more pressing since the end of the ColdWar: (1) the choice between collective defence as the key role of NATO (Art. 5) and its out-of-area role of combating the proliferation of weapons of mass destruction and international terrorism; (2) the choice between the transatlantic nature of NATO and its global partnerships; (3) the choice between the concept of the global military engagement of NATO and the so called comprehensive approach involving the cooperation of NATO with other security organizations such as the UN, the EU and the OSCE in reconstructing post-conflict regions. NATO’s performance in managing these challenges will bear critically on its future. The Strategic Concept from Lisbon 2010 has helped to clarify many controversial issues within the organization. NATO has managed to mitigate the risk of developing into a multi-tier organization. Contemporary Chechnya conflict – nation-liberation fight or terrorism
The events of 11 September 2001, bloody terrorist attacks in Middle East, Bali Island, Dubrovka, Madrid or London, like thousands of other terror acts, depict how difficult, complicated and, at the same time, dangerous and unexpected phenomenon we deal with. Terrorism can undoubtedly be labeled on of the most important global problem of the present world. In this article the author tries to bring the problem of the Chechnya conflict, which is – in the eyes of international public opinion – today regarded as Russia’s internal affair. NewYork terrorist attacks of 11 September helped the West to perceive this war as an element of international fight with Islamic fundamentalism
Współpraca Stanów Zjednoczonych i Unii Europejskiej w dziedzinie zwalczania terroryzmu – razem mimo różnic (lata 2001-2010)
The article takes a critical viewpoint on the shared co-operation in the area of fighting terrorism by the USAand the EU. The most important issues are raised, which constitute real obstacles in the co-operation of both subjects, in the counteracting the terrorism since the beginning of the political project’s realization by administration of the USA, the political project called GWOT. The publication points out issues only occasionally raised in the journalistic and scientific mainstream, which collide with the cold-war paradigm of the transatlantic community of values. The article aims to raise awareness of the challenges, despite political declarations consistently accepted during the USA/EU summits. The Narrations are based on international documents, so that a recipient could confront independently the legitimacy of proposed theses with other existing in the literature articles, articles concerningGWOTand co-operation in the scope of the USA and EU. The publication points out the modus operandi of the mass media (especially in Poland), which on account of Polish authorities involvement in GWOT, very occasionally raise the politically incorrect subjects. The article aims to generate further detailed reflection on GWOT’s evolution and the further co-operation of the USA and UE in the area of fighting terrorism.Artykuł jest krytycznym spojrzeniem na współpracę w dziedzinie wspólnego zwalczaniaterroryzmu przez USA i UE. Poruszono w nim najważniejsze kwestie, które stanowią rzeczywiste przeszkody we współpracy obu podmiotów, w przeciwdziałaniu terroryzmowi od początku realizacji przez administrację USA projektu politycznego nazwanego GWOT. Publikacja ma zwrócić uwagę na kwestie rzadko poruszane w głównym nurcie publicystycznym oraz naukowym, które kolidują z zimnowojennym paradygmatem transatlantyckiej wspólnoty wartości. Artykuł ukazuje wyzwania do przezwyciężenia, pomimo politycznych deklaracji przyjmowanych na szczytach USA/UE. Rozważania oparto o teksty Źródłowe, aby odbiorca móga samodzielnie skonfrontowaæ zasadność stawianych tez z innymi poglądami funkcjonujacymi w literaturze, dotyczacymi GWOT i współpracy w tym zakresie między USA i UE. Publikacja ma równiez zwrócić uwagę na przekaz medialny występujący w środkach publicznych masowego przekazu (szczególnie w Polsce), które ze względu na zaangazowanie władz polskich w GWOT z rzadka poruszają niepoprawne politycznie tematy. Artykuł ma za zadanie skłonić domdalszej pogłêbionej refleksji nad rozwojem GWOT oraz dalszymi perspektywami współpracymUSA i UE w dziedzinie zwalczania terroryzmu. Artykuł jest wyrazem opinii jego autora, nie stanowiska instytucji, którą reprezentuje
