Get PDFReflections on cultural conditioning of foreign and security policy has a long and rich tradition. Its modern expression can be found in the strategic culture studies, which have, during more than three decades, left their mark on the discipline of international relations. During that time, it has been subject to considerable evolution and undoubtedly enriched the workshop for interstaterelations analysis. The purpose of this paper is to present history of thought on relations between culture and foreign policy, trace the evolution of strategic culture concept in the discipline of IR and outline some issues which promise to open interesting avenues for further studies in this field.Reflections on cultural conditioning of foreign and security policy has a long and rich tradition. Defence Industry in the European Union – Challenges and Opportunities in Times of Economic Crisis
Get PDFCurrent economic crisis in the EU can prove to be a turning point for the European defence-industrial base. The purpose of this article is to analyse the current state of the EU-based defence sector and possible trajectories of its future evolution. In order to achieve this aim, an overview of defence industry’s functions has been provided, followed by SWOT analysis of internal and external factors influencing the current and future position of the European defence-industrial base. Presentation of the sector’s strengths and weaknesses, as well as threat and opportunities coming from the external environment provides basis for assessment of possible future directions of industry’s evolution

Get PDFThe paper has the objective to present public diplomacy as a discipline requiring interdisciplinary approach. At the current stage of development of the discipline, the approach rooted in the theory of international relations is dominating. The author suggests inclusion of the tools used for the analysis of political communication into the body of research on new public diplomacy. Therefore, there is nothing more as an aggregate of paradigms and tools of two disciplines implemented at the moment.Public diplomacy was defined in the paper as a symmetrical form of international, political communication targeted at foreign public opinion in order to facilitate the achievement of the goals of state abroad. Currently, the adjective „new” as added to public diplomacy, means that new public diplomacy is different from informational public diplomacy of United States before the liquidation of USIA. The new public diplomacy acknowledges non state organizations as actors of international relations and adjusts to the logic of globalization. Get PDFInternational relations are a form of human action so they should become the object of praxiology as a science oriented to efficiency. The traditional approach however must be changed. As it suggested in this article, human action is divided into three sections – cooperation, struggling and rivalry, which correspond to three types of theories. It should be added that cooperation is a positive-sum game, struggling – a negative-sum game and rivalry – a zero-sum game. The theory of international relations should be focused on the link between principles of cooperation and principles of struggling. This means that theory of foreign policy should be a theory of control in the zero-sum game system.International relations are a form of human action so they should become the object of praxiology as a science oriented to efficiency. Get PDFEnergy security is one of the targets of the energy policies adopted by modern states and more and more by supranational structures. At the same time, it is a precondition for a country’s economic growth and the society’s well-being. In the 21 century, we depend on both primary (like electricity) and secondary energy carriers. Among the latter, oil and natural gas played and play an important role in the foreign policies of a number of states. But for resistance from political elites and business a substantial part of energy sources, whose depletion and disastrous effects on climate are touched upon by the same people, could already be successfully replaced. The article represents a contribution to the discussion on the future of world energy production. The concepts referred to might seem pointless, unreal, or trivial, but let us hope that thanks to the discoveries and ideas of both individuals and research teams, the energy problems of the world will be overcome
The United States as the Guarantor of the Security for the Republic of Korea
Get PDFThe purpose of this study is introducing the role and importance of the United States in ensuring the safety of South Korea. The USA, in act of signing the ROK-U.S. Mutual Defense Treaty with the Republic of Korea in October, 1953, has committed to safeguard the national security of South Korea, and, in particular, to provide protection against external aggression, mainly from North Korea. The strengthening of the guarantees is assisted by the American military presence in the territory of the Republic of Korea, and as well holding of joint military exercises by the U.S. and Korean Armies several times a year. The attention is also drawn to the currently U.S.-South Korean military alliance that has been evolving for years, and seeks to adapt it to the challenges and problems of the modern world, such as common missions in Iraq or Afghanistan
