The aim of the article is to explain the key definitions connected with water security and to analyse state relations in the context of water issues. In this context therefore water can be seen to be a precious resource because there it has no substitute. Thus the lack of water security is emerging as one of the major barriers for economic and social growth in developing countries and a source of domestic conflicts. On the other hand, water-related events might result in international cooperation, as Kofi Annan noticed during the celebration of World Water Day: “Fierce national competition over water resources has prompted fears that water issues contain the seeds of violent conflict. [...] If all world’s peoples work together, a secure and sustainable water future can be ours”. Poland in the European Union – Reaching Beyond the Liberal Perspective of Analysis

    Get PDF
The article refers to Polish membership in the European Union and the liberal perspective of its analysis. The paper discusses the shortages of the liberal approach. The article accepts the liberal thesis regarding the opportunities that the accession to the EU opens up for Polish development. It notes the significance of the European mechanisms of regional cooperation. Nevertheless, the paper emphasises that the liberal perspective ignores the inequalities of power in the European Union and misses some serious tendencies, both at the level of the community and in the domestic politics, that impede the state’s development. Thus, the article refers to the limited competitiveness of the Polish economy and the state’s difficulties with the identification of its interests in the dynamic and variable international environment. It warns against the marginalization of Poland as “semi-peripheral” member of the European Union. The main conclusion of the paper is that the case of Polish membership in the EU is too complicated to close it in the liberal frameworks. The liberal perspective needs a realist correction. It is extremely important in the context of the challenges that Poland faces together with the crisis of the European integration

American foreign policy towards Egypt during almost three decades of Mubarak’s career as first vice-president, and later president of Egypt. The material underlines the impact of Mubarak’s personality, career and political style on the overall shape of American cooperation with Egypt. Egypt is described as an inherent element of the American foreign policy-making processes. Its most notable role is that of a mediator and facilitator in the Arab-Israeli conflict – in fact, Mubarak at times ventured his country’s position in the Middle East and North Africa (MENA) region to conduct and support peace talks, much to the US approval. In return, Egypt could count on considerable financial aid to maintain its already commendable military might, and develop civic structures. Mubarak’s power was always associated with his status as metaphorical ‘eyes and ears’ of Egyptian army – a position that brought the Egyptian president considerably appreciation on the American part. Mubarak is shown as a leader whose rein relied on cold calculation, pre-planning, unwillingness to improvise and act quickly, and ‘controlled’ risk taking
