Suwerenność państw w procesie integracji europejskiej
The paper concerns an attempt to determine the status of European Union member states. It takes as its starting point the statement that the EU’s organizational structure provides for more than a confederation of states but less than a federation. At the present stage of the EU’s development a unique organization has been established that has not predecessor in the standards of international organizations. This is accompanied with a new approach to the interpretation of the nature of sovereignty of integrating European states, which is connected with intensifying processes of decomposition and the loosening of sovereign control by states over their territories and populations. States achieve their sovereign interests within the framework of international structures. They can also voluntarily restrict their sovereign rights on the basis of the commonly accepted rules and principles of international organizations. In this way they assign a comparative degree of state authorities’ competencies to these organizations. As a consequence, numerous issues that were formerly regulated by states are increasingly more often solved by means of corporate operations. This naturally leads to the states’ opening to the international environment without any threat to their sovereignty. Dyskursywne (re)konstruowanie charyzmy. Przypadek Lecha Wałęsy
The paper analyzes the discursive reconstruction of L. Wałęsa’s charisma by the Gazeta Wyborcza newspaper in response to S. Cenckiewicz and P. Gontarczyk’s book entitled SB a Lech Wałęsa. Przyczynek do biografii [The secret police and Lech Wałęsa. Addendum to a biography]. The paper uses the methodology of interpretative research which emphasizes the role of meaning for the social and political construction of reality. Inspired by the theoretical and methodological proposals of discourse analysis it examines the mechanisms used to reconstruct Lech Wałęsa’s charismatic identity in response to a book that undermines his social image. These attempts also involve the construction of individual identity, in the case under analysis, the identity of historians and authors of the book who are responsible for undermining this image. Therefore, the paper also attempts to analyze media representations of S. Cenckiewicz and P. Gontarczyk. Attention is primarily focused on the key actors, on the features attributed to them and related argumentative strategies understood as a more or less intentional plan of discursive practices adopted in order to achieve defined social, political, linguistic or psychological purposes
Nowe zjawiska w stosunkach handlowo-ekonomicznych Unii Europejskiej z Chińską Republiką Ludową
The topic of these considerations concerns the development of trade and economic relations between the European Union and the People’s Republic of China. Their purpose is to indicate new phenomena in these relations. Analysis has shown that mutual economic relations in the first decade of the 21st century expanded considerably on account of common interests. The economic crisis at the turn of the first decade of the 21st century inspired plans to stimulate the economies of both parties, and tighten mutual relations. On both sides there are the conditions and prerequisites to further develop and intensify broad economic cooperation. Mit totalitaryzmu i Platońska filozofia demokracji
A certain trend in political philosophy has associated Plato with a totalitarian tradition, which is disputed in this paper. The author argues that Plato could be included in the political philosophy of a democratic type, referring to the interpretation of the theory of ideas, presented in the text. This interpretation involves a certain understanding of the idea of the Good and the two principal methods of defining it, as well as ‘Plato’s dilemma’ (the Good above the Demiurge versus the Demiurge above the Good), and a peculiar Platonic way to resolve this dilemma. Additionally, the author confronts Plato’s dilemma with the axiological duality of the cultural message conveyed by the Old Testament. The author develops a hypothesis that especially (albeit not exclusively) as the author of The Republic, Plato laid the foundations for the political philosophy in general, but also, despite the disapproval of the Athenian democracy he manifested, for the philosophy of democracy, perceived as a kind of order, based on defining the Good by means of dialogue and the prevalence of so-defined Good over any kind of ‘Demiurge’, including a political Demiurge

The issue of access to information and documents concerning the functioning of European Union institutions is extensive and complex. It encompasses all activities to promote or pro- vide citizens with information on the operation of European Union institutions, and in particu- lar the access to European Union materials, which is regulated by numerous separate provisions. The most important ones involve the principles behind the publishing of EU mate- rials and legal regulations on access to documents that have not been published and those sent to the archives. Consequently, there are separate regulations on information policy and the right to access documents. The author counterpoints the legal foundations for access to EU documents with the practical execution of this right and fulfillment of the provisions of EU in- formation policy.The issue of access to information and documents concerning the functioning of European Union institutions is extensive and complex. Seksualność w socjotechnice dyscyplinowania
The paper ponders the subject of utilizing human sexuality in the process of social discipline. The author perceives this process as a modern form to subjugate an individual primarily on the basis of symbolic coercion. Making reference to the classical works of Michel Foucault the author emphasizes the factors that allow sexuality to be used for social programming. Foucault was critical of the idea that we experience the repression of a natural sexual drive, at least in its traditional meaning. In his opinion, multiplied knowledge of sex should be noted in Western societies, which leads to the hyper-development of sexual discourse, theory and the science of sexuality. He questioned the stereotypical understanding of sexual repressiveness, which determines a way of thinking in terms of a simple retaliation taken for inappropriate sexual behavior. He suggested that less observable programming control be introduced instead, based on disciplining. The limits of discourse are established by the admissible sexual relations. Whatever goes beyond this discourse, whatever is not contained within it, becomes abnormal and, potentially, repressed. The objectives of programming control and the limits of discipline are decided not only by the church and state, but also by business and media concerns, which fill the discourse with certain subjects thus deciding what dimensions of sexuality are permissible. Confessions that used to be confined to confessionals and psychoanalysts’ surgeries have become media commodities used not only marginally by pornography, but formatted to excite, fill voyeuristic needs and experience vicarious sensations. Discourse is becoming an area of apparent freedom, whereas in fact it is a means to discipline society. This seeming expansion of discourse limits to a lesser degree concerns the realm of problems and to a greater degree – accessibility. What used to be an object of communicative interest reserved for the elite has been included in mass discourse because this is the requirement of modern democracy and a liberal economy

The next parliamentary elections in Poland will be held on the basis of the amended elec- toral law. The changes introduced involve a quota system: the ballots are required to provide for at least 35% of women and at least 35% of men. Nearly a hundred years passed from 1918, when Polish women first won voting rights, till the President of Poland signed the so-called parity law. It would not be true, however, to say that this was a century of struggle for the equality of rights of men and women in our country. It was only after 1989 that efficient steps could be taken in this area in Poland. Therefore, the quota system that has been introduced, to be tested in practice soon, is actually the consequence of twenty years of endeavors. The advocates of such a solution consider this to be the first step towards electoral parity. Following the solutions that numerous European countries have introduced, public debate in Poland increasingly more often refers to proposals to ‘spread’ the quota system, and then parity, also to other domains, such as management or education. The opening of a serious debate on these issues will to a large extent depend on the results of the recent quota changes of the electoral law.The next parliamentary elections in Poland will be held on the basis of the amended elec- toral law. The Mayor of a Municipality – Competences, Qualifications, Current Status in the Slovak Republic
The mandatory authorities – the municipal office and the mayor of the municipality – play an irreplaceable role at the municipal level. Both bodies are elected. These authorities influence the direction of municipal development in the upcoming term of office, the municipal representatives’ protection of citizens’ needs and interests as well as fulfilment of the tasks and obligations imposed by the law. The main aim of the article is to clarify the importance and seriousness of the mayor as the highest representative of the municipal government in the Slovak Republic. Another aim is to present new realities connected with the mayor’s office as well as new requirements associated with it
Prawo i Sprawiedliwość w polskim systemie partyjnym (przyczynek do dyskusji o systemotwórczej roli partii)
Among the numerous functions of political parties, the role of creating the governance system is highly significant. It manifests itself in the ability of political parties to establish permanent relations with the other parties and in this way provides the essence of a party system. The purpose of the present paper is to demonstrate the role the Law and Justice party (PiS) plays in the creation of the governance system. Since 2005, PiS has been one of the two dominant political parties struggling to win the parliamentary and presidential elections. In order to determine the scope of this party’s influence on the shape of the party system, their achievements in elections, parliament and Cabinet activity need to be analyzed. Such a quantitative analysis allows us to grasp PiS’s development trends in political competition. The paper discusses the reasons for their electoral success in 2005 as well as their defeat in 2007 and the aftermath of both these elections for the party’s competition to the government. The achievements of PiS confirm that this party has won the status of a party that structures the political competition, a status that has not been lost irrespective of the five elections at different levels that the party has lost. PiS has successfully adopted the postulates of the Left in terms of the economy and social issues, whereas it has maintained the image of a right-wing party in terms of the shape of the state and its moral foundations. PiS has managed to form an electorate that differs from other parties’ electorates in terms of its social and demographic properties as well as its political attitudes, which reinforces the position of PiS in the electoral struggle. Yet PiS has failed to establish a permanent coalition government. The elimination of Self-Defence (Samoobrona) and the League of Polish Families (LPR) from the Sejm has practically deprived PiS of any coalition potential, or has at least significantly reduced this potential. This, coupled with a continuously growing negative electorate, may turn out to constitute the main obstacle to PiS regaining power
