Przywództwo w Unii Europejskiej
The current financial crisis has significantly highlighted the issue of leadership in the European Union. The topic is both timely and worthy of analysis. The author tries to outline the theoretical approach to political leadership with regard to the current political scene in the European Union. A politician has to meet four criteria to be deemed a leader: his decisions are strategic, they exert permanent influence, he has a sufficient political background, and he has the highest position in a given political composition. The author makes the following hypothesis: on the basis of factor analysis (as regards the four factors above) only two current politicians are the true leaders of the EU, namely the Chancellor of Germany, Angela Merkel, and the President of France, Francois Hollande. Both politicians meet the four attributes presented gabove to at least the minimum degree, thus becoming (international) EU leaders. Partycypacja partii politycznych w kreowaniu władz samorządowych
Local authority units constitute significant structures in the creation and execution of regional policy at the regional level, as well as local policy at the district and municipal levels. Political parties play the leading role in selecting candidates for local govemment bodies. Party procedures for composing and approving councilors’ ballot papers, as well as the method of electing single person local authorities are crucial for the quality of regional and local elites of power. The character o f political leadership at regional and local levels is undoubtedly influenced by personal relations between party structures and local authorities, as well as by the type of political culture that dominates in a given community. The subject of the paper is the presentation o f the above determinants, regarding the appointment and functioning of local authorities.Jednostki samorządu terytorialnego stanowią bardzo ważne struktury w tworzeniu i realizacji polityki regionalnej na szczeblu województwa, jak również polityki lokalnej na szczeblu powiatu i gminy. W selekcji kandydatów do samorządowych organów władzy, pierwszoplanową rolę odgrywają partie polityczne. Partyjne procedury tworzenia i zatwierdzania list wyborczych na radnych, a także sposób wyboru jednoosobowych organów samorządowych mają niebagatelne znaczenie dla jakości regionalnych i lokalnych elit władzy. Na charakter przywództwa politycznego występującego na szczeblu regionalnym lub lokalnym niewątpliwy wpływ wywierają powiązania personalne struktur partyjnych z władzami samorządowymi, jak również typ kultury politycznej dominującej w danej społeczności. Due to Ukrainian aspirations of accession to the European Union, a number of international treaties and agreements have been signed with the aim of converging Ukraine’s tax legislation with the norms and standards of the West European countries. In this context, the Agreement on Partnership and Cooperation between Ukraine and the European Communities and their Member States, is of particular importance. Under this treaty Ukraine committed itself to the convergence of its own existing and future legislation with that of the EU. O interesie narodowym i racji stanu – rozważania teoretyczne
The concepts of national interest or raison d’etat continue to be fundamental elements in the foreign policies of states. Making direct reference to these concepts is crucial for making the arguments employed in political discussions efficient. The paper presents theoretical considerations on the issue of raison d’etat or national interest. It attempts to distinguish between the meanings of these two concepts, presents the changes in how they have been understood and tries to approach them theoretically. It also refers to how the raison d’etat and national interest are understood by N. Machiavelli, C. Le Bret and a range of contemporary authors. The theoretical approach to national interest makes use of V. Udalov’s theory, which discusses this concept as understood by researchers from the two opposing blocs at the time of the Cold War – the USA and the USSR. Wolność wypowiedzi a zjawisko manipulacji przekazem prasowym
The legal concept of human liberties and rights, including freedom of speech, is secondary to philosophical assumptions. Certainty of where the border between authority and freedom lies leaves the issue of the actual range of freedom unresolved. There is no, and there can be no absolute freedom, and the borders of every freedom are defined by legal regulations. This raises the question of whether a democratic state, a state of law, can make regulations in the realm of human rights and freedoms. In international relations, human rights are the foundation of all humanitarian law. There can be no violation of human rights in democratic states. The Constitution of Poland prioritizes human freedoms and rights in the constitutional hierarchy. Freedom of speech is placed particularly high in the hierarchy of liberties encompassed by human rights. Freedom of speech is guarded not only by Constitutional regulations but also detailed laws, which simultaneously establish the limits of the freedom of speech. These limits are also set by ethical norms. Journalists attempt to get around the legal limits that establish the framework of freedom and the barriers posed by codes of ethics, by means of manipulation of press releases. The issue of terrorism is the subject of numerous studies and analyses. They are usually devoted to its individual manifestations, forms or mechanisms and relatively rarely concern the reasons for the presence and escalation of terrorism. What is more, they often focus on indicating the main factors that trigger terrorism while lacking a profound analysis or attempts at the systemization of the sources of terrorism. Another drawback lies in the emotional or even ideological approach to the subject, which obviously limits the scientific merit of such considerations. Considering the reasons for terrorism one needs to ask several key questions. What are the main factors that generate terrorism? Is it possible to indicate one or several dominating deter- minants among the sources of terrorism? How can they be arranged? Do the present typologies of reasons for terrorism take into account the comprehensive range and specific na- ture of this phenomenon? Apart from answering the above questions, the main purpose of this study is to indicate the main reasons for terrorism combined with the author’s attempt to systemize them by means of the interferential model of reasons for terrorism. It encompasses both the sources of terrorism and their mutual relations, the factors that affect terrorism and the mechanisms and changes that occur with respect to these phenomena.The issue of terrorism is the subject of numerous studies and analyses. Trójkąt Weimarski po rozszerzeniu UE – niewykorzystany intstrument polskiej polityki zagranicznej
Following the enlargement of the European Union, Poland was expected to become a significant creator of European policy in the Community, and an equal partner to Germany and France. This was supposed to translate into intensified activity by Poland in the Weimar Triangle. New Weimar projects were expected to provide a new core for the EU, thus sparking a European integration process. However, over the five years of Poland’s membership in the EU, the inter-governmental Weimar initiative has diminished in importance, despite diplomats’ assurances of its useful character. On the other hand, trilateral ventures in social, cultural and regional areas have blossomed. The paper analyzes external and internal factors affecting the activity of the Weimar Triangle. The unused mechanisms of the Triangle and potential cooperation fields are discussed. This is done against the background of considerations on the change in priorities of Polish foreign policy after 2004, and Berlin and Paris’s search for strategic partners in an enlarged EU. The conclusion presents the answer to the question of whether the Weimar Triangle can still be included in the arsenal of instruments of Polish diplomacy, and what prerequisites might herald its revival in the near future

The paper presents the election results of the Democratic Party in the midterm elections 2010. The consequences of these elections encompassed the loss of seats in both houses of Congress as well as the much more painful outcome of the Republican Party winning a majority in the House of Representatives. President Obama assumed complete responsibility for this defeat, and the next two years for him will mean cooperation with the GOP, which will be difficult given the financial crisis. Midterm elections traditionally undermine the party of the President in office – power drains from those who wield it. There always are people who are disappointed with the current policy of the administration, however, in 2010 we can talk about a political earthquake. Apart from the ‘midterm elections effect’, the success of the Republican Party partly resulted from the difficult economic situation and the reform of the health care system. A significant feature of this campaign involved the Tea Party movement, which won a considerable support owing to its critical attitude to President Obama’s domestic policy.The paper presents the election results of the Democratic Party in the midterm elections 2010. Kierunki racjonalizacji struktury rolnictwa polskiego w świetle rozwiązań stosowanych w Europie Zachodniej
Agriculture is a peculiar sector of the economy that requires support from the state. Its spontaneous transformation is not effective enough, therefore a number of mechanisms are applied to stimulate advantageous structural transformation both at EU and national levels. The agricultural system of West European states is based on the family farm. Although Community law does not define a family farm, different systems provide various measures applied in order to protect family farms, e.g. by means of controlling agricultural land trade. The paper presents the legal and institutional solutions applied in this respect in France, Germany and Denmark. These states have not been randomly selected, as they are the main competitors for Polish agriculture in the Community market, and they have succeeded in establishing an agrarian structure. Against the background of their experience, Polish legal solutions are presented and assessed. The responsibilities of the Agricultural Property Agency are presented in detail; its principal task apart from the management of State Treasury property is to shape agrarian structure
