The analysis of the content of Wielkopolska periodicals in the period from 1989 to 2011 indicates that female issues comprised two currents. One presented the historical and modern image of women, while the other discussed female issues in the context of political, economic and social events. In the first decade following the transformation the regional and local press confirmed the presence of the stereotype of female roles, but studies carried out in 2011 indicated that male and female roles were unified in numerous aspects of everyday life. This paper aims to deepen the issue previously discussed by the author, but only in the context of the qualitative changes that have occurred in the presentation of sports releases, focusing on sports events involving women in particular. To this end Wielkopolska local and regional newspapers, and local newspapers from the Leszno region (south-western part of Wielkopolska, the northern part of Lower Silesia and the south-eastern part of Lubuskie) in 1989–2012 were analyzed.The analysis of the content of Wielkopolska periodicals in the period from 1989 to 2011 indicates that female issues comprised two currents. O przywództwie polonijnym w rzeczywistości globalizacji świata
This paper indicates that the development or decline in the activity of the Polish diaspora to a large extent depends on how active its leaders are. It shows that the cultural and civilizational reality generates a model of a leader – a participatory individual that solves both his own problems and the problems of his community. In the new civilizational reality, education and professional qualifications are becoming the basic criterion in social stratification and one’s position in the system of socio-political governance. The picture of the Polish diaspora shows that its leaders are usually individuals with strong personalities; psychological features are of primary importance in individuals functioning in public life, including the complexities of life in a diaspora. At present, there are two typical models of leadership in the Polish diaspora. One points to the representatives of the ‘old’ immigration, aiming to cultivate the traditional forms of life among Polish émigrés. The other one represents the latest wave of émigrés, who support the implementation of the values of the global civil society, where national and cultural diversity plays a significant role. In conclusion, it is noted that an important element that generates leadership among Polish émigrés is constituted by traditional political culture, including such mythicized elements as Catholicism, anarchy, democratic ideas and the cult of modernity.This paper indicates that the development or decline in the activity of the Polish diaspora to a large extent depends on how active its leaders are. Digital exclusion as a hindrance to the emergence of the information society: the case of Poland
There is no doubt, that digital transformation (knowledge-based transformation) has emerged as the crucial megatrend in modern civilization. Artificial intelligence (AI), machines and autonomous vehicles, the Internet of Things (IoT), financial technology (Fin/Tech), smart investing and the analysis and processing of big data are the most recent manifestations of this trend, but not the only ones. All of these phenomena have led to the emergence and continuing development of the so-called ‘Information Society’ (IS), which refers to a new type of social organization that is clearly distinct from the earlier forms of society. In this new society, information and knowledge play an essential role in facilitating the Knowledge-Based Economy (KBE), where information is collected, transmitted and processed in a faster and more effective manner, and can subsequently be used to foster accelerated economic growth. Unfortunately, the problem of digital exclusion still occurs, also in Poland. The author in the conclusion comes to opinion that people who are digitally excluded find it much more difficult to overcome psychological rather than technical barriers to having access to the Internet and learning basic computer skills. This situation calls for urgent improvement. In the modern information society, a lack of basic knowledge about computers translates into partial or total digital illiteracy and makes it difficult to perform a range of everyday tasks. It is therefore essential in Poland to prevent digital exclusion. People who do not use the Internet are socially and professionally limited, or virtually handicapped, which results in quantifiable economic losses. This translates to lower creativity and innovativeness and reduced revenue of state budget, and impedes the competitiveness of the economy and the development of a post-modern, post-industrial social model. The main research goal is to show the causes of the phenomenon of digital exclusion in Poland and ways to counteract it. In the course of the research, the most frequently used method was causal and effect analysis as well as institutional and legal analysis. Elements of the decision-making, historical, comparative and statistical methods were also used
Polska prezydencja w Radzie Unii Europejskiej (sukcesy i porażki)
The purpose of this study is to attempt to show the positive and negative, or favorable and unfavorable, preconditions of the Polish presidency and its assessment. The main proposition is that the presidency was an unprecedented event in Polish history and has had a significant social, political, cultural, economic and international impact, while its consequences will continue to be felt for a long time. The Polish presidency, like all EU presidencies, stirred considerable emotions and its outcomes have already produced divergent opinions among experts, researchers and politicians. It is still too early to present an exhaustive and objective assessment of the presidency, but this does not mean that it cannot be analyzed, examined or have conclusions drawn from it. The author tries to present that despite some negative preconditions that did not encourage the Polish presidency, and the absence of any spectacular successes, the assessment of the Polish presidency has been positive, and Poland deserves both credit and distinction for passing such a stern test despite lacking in experience and facing numerous difficulties. The author also tries to show that the Polish presidency was calm and focused on seeking understanding and compromise; and that it was better than the Czech or Hungarian presidencies. It is unfortunate that the global media were relatively uninterested in the Polish leadership of the Council, which was consequently overshadowed by such events as the crisis in the euro zone, the financial and economic tragedy in Greece, the Arab Spring, and the parliamentary elections in Poland and in Russia.The purpose of this study is to attempt to show the positive and negative, or favorable and unfavorable, preconditions of the Polish presidency and its assessment. The issue of intensifying female participation in public life, and particularly in political life, has recently been the subject of lively discussions, in particular in the social sciences. The number of female candidates on the election ballots for representative organs is clearly insufficient in comparison to the size of the female electorate, as well as the abilities, skills and intellectual potential women occupy. This problem has also been widely discussed in Poland. As a result of these quite heated disputes and discussions, accompanied by an interesting exchange of views on the doctrine of electoral law, an instrument to increase female representation on election ballots (a quota system) was introduced into the Polish electoral system. The subject of this paper, however, is not the issue of the grounds or justification for the legal instruments applied, or an assessment of the activities of the state authorities or the institutions of public life in this respect. Rather, the paper analyzes the legal solutions introduced in Poland in order to increase the political participation of women from the point of view of their conformity with the regulations of the Constitution of the Polish Republic. For this purpose, the author refers both to the doctrine of constitutional law and the adjudications of the Constitutional Tribunal. This analysis leads to the conclusion that the ‘compensatory privilege’, introduced in law, is highly questionable in terms of its conformity with the Polish Constitution. In a knowledge-based economy innovativeness is among the most significant factors that are decisive for the competitiveness of modern businesses. EU member states undertake numerous activities to support the innovativeness of their businesses and to reduce the distance between them and the global leaders of innovativeness. In Poland only a small proportion of businesses run innovative activities and the level of innovativeness of the economy significantly differs from that of the majority of EU states. Stimulating an enterprise’s innovative potential is significantly influenced by cooperation and connections with the institutions of the business environment. The institutions supporting the innovative activity of businesses in Poland are not fit to meet their needs. At the same time the civil factor, namely the entrepreneurs, is not taken advantage of. Their role in business life can be strengthened by the chambers of commerce and industry – the institutions of public law that represent all entrepreneurs and which are competent to participate in the shaping and implementation of policies to promote the innovativeness of the state and its regions.In a knowledge-based economy innovativeness is among the most significant factors that are decisive for the competitiveness of modern businesses. Problem ubóstwa w Unii Europejskiej
The issues of poverty, famine and malnutrition mainly concern underdeveloped regions. Yet in recent years the proportion of the population threatened with poverty and social exclusion has been growing not only in these regions but also in developed areas, including the EU. The issue of poverty is additionally related to demography. In this context, the aging population of West European countries is worrisome, as the elderly are one of the groups particularly threatened by poverty, and their number continues to grow. Appreciating the gravity of this issue, the European Commission considers the fight against poverty to be one of the basic five directions established in the Europe 2020 strategic document.The issues of poverty, famine and malnutrition mainly concern underdeveloped regions. The role women play in the media can be analyzed in terms of their activity – women as creators of messages, or passivity – women as the recipients of mass messages. The latter aspect causes most controversy and frequently leads to the creation of sexual stereotypes. The range of male and female images in the mass media is highly diversified and not necessarily objective. While women tend to be increasingly present in the media, and the number of programs they prepare increases, men continue to prevail in the media sector. They hold a definite majority of managerial posts and more frequently act as experts and commentators on social and political events. The Communication of the European Commission for 2006–2010 stresses the role of the media and information campaigns in the elimination of sexual stereo- types. In 2010, the Commission adopted a new five-year strategy to facilitate better use of female potential. It should be the superior objective of a policy of gender equality in the media to broadcast balanced messages free from stereotypes. It is also significant to ensure women a greater participation in decision-making with respect to the mass media, increasing their opportunities to utilize the media to voice their opinions and facilitating women’s professional promotion in media institutions. These objectives were already embraced in the National Program in Aid of Women’s Rights that was implemented in Poland from 2003 through 2005. In 2010, the Helsinki Foundation for Human Rights and the „Feminoteka” Foundation stressed the issue of women’s discrimination in the Polish mass media. Monitoring of programs demonstrated that the principle of gender equality was not observed. The so-called female press is a significant element of the media market. The issues discussed in this sector usually concentrate on stereotypical female roles in society. Recently, however, a clear diversification of topics handled by the press can be noted and the efforts some periodicals are making in order to break gender stereotypes. Such attempts have been made by two new periodicals addressed mainly at women: „Bluszcz” and „Zadra”. An analysis of the content of „Bluszcz” did not evidence the abandonment of the traditional image of women though. A perusal of „Zadra” led to completely different conclusions. This is a feminist periodical that mainly discusses the issues of the social and political activity of women.
