Tożsamość i pamięć zbiorowa w badaniach politologicznych
The social sciences have experienced an unprecedented interest in the issue of collective memory dating back at least to the 1990s. There has been a veritable avalanche of studies into this topic, editorial series and periodicals have appeared devoted exclusively to it. Simulta- neously, an analysis of the literature on this topic shows that collective memory is not a partic- ularly frequent subject of political science research. It is therefore routine in many works of political scientists to acknowledge the limited number of studies on memory. All that does not mean that the trend has not begun slowly to change. The number of texts on the political as- pects of memory is systematically growing, there are editorial series and monographic issues of scientific periodicals concerning the issue of memory or the political instrumentalization of history. Political scientists are also co-authors of collective works and periodicals of an inter- disciplinary character. The objective of this paper is to analyze a single, but highly influential, issue related to political science research into memory, namely the topic of identity perceived from the perspective of collective memory. The purpose is not so much the exhaustive presen- tation of all the surveys into memory and collective identity in the field of political science but rather establishing the set of main concepts, themes and issues explored by political science literature written in English. The social sciences have experienced an unprecedented interest in the issue of collective memory dating back at least to the 1990s. National Income, Strategic Discontinuity, and Converging Trajectories of Macroeconomic Policy Initiatives: An Empirical Study of China
The framework of converging trajectories of macroeconomic policy initiatives is employed in the context of strategic discontinuity to study the national income of an advancing economy. A model of systemic changes based upon an equation of production and consumption is presented. In this study of the Chinese economy of 1980-2014, over time, the dynamics of policy imbalance is found to decrease considerably, which is consistent with the decreasing trend of shrinking the differences among the impact coefficients of government consumption, private investment, and private consumption
Political Activity of Women and Men – the Psychosocial Determinants of Conventional Political Activity
Political activity is a type of social activity displayed by citizens. Observations and research indicate that gender can be a factor which conditions its degree and forms. Apart from biological gender, which shapes the societal roles of women and men, additional factors that are supposedly responsible for their activities include elements of the system of beliefs (i.e. acknowledged political values, conviction that political activity has an importance, level of satisfaction with democracy as well as individualism and collectivism understood as an element of individual’s mentality). The impact of those factors on degree of conventional political activities among women and men is the subject of surveys which were conducted in 2004, 2010, and 2014 on a group of 1048 students from Polish universities. The received results show that differences in political activity between surveyed men and women as well as varying determinants in both groups are slowly fading away. The most important predictors of women’s political activity include: conviction of its significance in democracy and (dis)satisfaction with the way it functions

Przywództwo oligarchiczne i jego społeczne uwarunkowania w świetle „Partii Politycznych” Roberta Michelsa
The paper attempts to present the ideas of Robert Michels, known as the author of the “iron law of oligarchy.” Unfortunately, this disciple and coworker of Max Weber is relatively unpopular in Poland. His fundamental work has not been published in Polish so far, while his thoughts appear to remain both original and topical. According to Michels, the need for organization and leadership comes from the masses, which tend to be passive and require direction. In the opinion of the author of the Political Parties, the mass character of ‘contemporary’ social phenomena makes directly-democratic leadership impossible. Even those institutions that are the most fervent supporters of the idea of such democracy are only an ‘average’ reflection of this ideally-typical system. An average model illustrates to what extent decision-making practices maintain only the appearances of democratic standards whereas the whole system observes an intensifying deficit of direct democracy. Robert Michels discusses the technical and administrative conditions of leadership and its autocratic nature, which is thecore of the paper
Dynamika wzajemnych relacji między Unią Europejską a Chińską Republiką Ludową na początku XXI wieku
On account of their potential, and the growing international influence of the EU and the People’s Republic of China, the mutual relations of both parties conducted at the level of a complex strategic partnership are a priority for both of them. The scope of the said partnership is consistently expanding and includes new dimensions and instruments of cooperation. Modern re- lations between the EU and China go far beyond the economic issues which, nevertheless, remain the main part of bilateral relations. Still, both parties have noted that they have common geopolitical interests and they are in agreement that political dialogue should deepen and expand. The common interests in EU-Chinese relations are accompanied by a number of divergent ones. The main discrepancy concerns political issues (lack of democratic standards, violation of freedom and civil rights, and the EU’s embargo on weapons) as well as economic ones (the free market status of the Chinese economy and the violation of intellectual property laws by China). From the point of view of the European Union, particular significance in relations with China should be given to the coordination and cohesion of national policies conducted by indi- vidual Member States and to the practical application of commonly agreed priorities. Only an EU speaking with a single voice can be a credible and significant partner for China, which after the years of being marginalized is returning to the circle of great powers of the modern world

Implementation of the Quota System in the Regional Assembly Elections: the Analysis of Electoral Results in the Context of Women’s Epresentation on Electoral Lists
The following article concerns selected aspects of the implementation of the quota system in elections to the regional assemblies (Sejmik wojewódzki) in Poland. This comparative analysis concerns two elections: in 2010 (before the quota system was introduced) and in 2014 (after its introduction). The key questions the authors would like to address involve the number of women represented on the electoral lists in 2010 and 2014 respectively, and the number of mandates in regional assemblies awarded to women before and after the quota system was introduced, as well as the relationship between the position on the electoral list and mandates awarded to female candidates. The authors also focus on the personnel policies of political parties. Out of all regional elections, the regional assembly elections were characterized by the highest level of party dependency. Introducing the quota system resulted in an increase in the number of women represented on electoral lists, yet it did not help increase the number of mandates awarded to female candidates. One of the reasons for this situation was the strategy adopted when the positions on the electoral lists were awarded by the parties with the largest political support. The representation of women on the upper positions of the electoral lists is smaller than the quota of female representatives imposed by the electoral law, and the larger number of women on the positions further below on the electoral lists translates into smaller chances of these candidates gaining a mandate. The source data for this research analysis comes from the National Electoral Commission
Journalistic investigations and cabinet crises in the Third Polish Republic (selected examples)
This article focuses on the influence of investigative journalism on the system of government, and, in particular, on the functioning and break-up of cabinet coalitions in Poland after 1989. It focuses on the parliamentary-cabinet form of government. The source of conflicts which led to the loss of the necessary trust or accelerated the fall of the government were often crises caused by the work of investigative journalists, in which they disclosed facts uncomfortable for members of the Council of Ministers, related to them either directly, through their own reprehensible activities, or indirectly, through the activities of their closest associates. The aim of this article is to show that the unmasking of scandals involving members of the government, their associates or politicians and officials from their political base is a catalyst that can generate cabinet crises, including the collapse of the government. Analyses show the impact of scandals revealed during the term of office of four governments, that of Waldemar Pawlak, Leszek Miller, Jarosław Kaczyński and Donald Tusk
Pozycja kobiet na rynku pracy w świetle regulacji Unii Europejskiej
The position of women on the European labor market continues to be unstable. In order to make the opportunities for both genders equal at the EU level, appropriate regulations have been adopted since its beginnings. The first regulations focused on the issue of discrimination, aiming at a policy of anti-discrimination. The range of regulations in this area has gradually expanded to become an important part of EU policy. Any improvement in the situation is as- sessed in terms of increased competitiveness, innovativeness and economic growth. EU regulations and programs to promote gender equality, including those aimed at improving the situation of women on the labor market have now become a significant field of the Community’s activities. Progress there is already noticeable, although it continues to call for further commitment and cooperation on many levels. The position of women on the European labor market continues to be unstable.
