    European Union Democracy Promotion and its impact on Civil Society in Central Asia

    After a period of relatively small activity in this region, in 2007, the European Union offered a strategy for Central Asia. This strategy addressed many issues, including democratic deficit and human rights violations. The main obstacles to the implementation of the strategy are autocratic tendencies and corruption, the influence of neighbors strongly leaning towards autocracy and the post-Soviet legacy. Additionally, the EU’s activity is overshadowed by the US and has minimal capacity for pursuing its own policy toward Central Asia. Another problem is the fact that after implementing this EU strategy toward Central Asia there are no new initiatives which contribute to more visible European activity in that region

    The author reviews and characterizes the most important scales for measuring the democracy of political systems, applied in Western, mainly Anglo-Saxon, comparative political science. He refers to his article published in a back issue of Przegl¹d Polityczny, where the fundamental theoretical and methodological issues of democracy measuring were presented, and tries to indicate how these issues are dealt with by various researchers whose scales and data bases are most common and most frequently referred to in research into political comparative studies. The paper describes S. Huntington’s analyses, the Freedom House scale, the IDEA assessment of the quality of democracy, the EIU democracy index, Bollen’s scale, the Political Regimes Project, the Polity Project, T. Vanhanen’s democracy index and the scale of polyarchy by Coppedge and Reinicke. As the author analyzes one scale and database after another, he tries to identify their strengths and weaknesses, determine the most characteristic properties of each proposal, and assess their applicability in comparative analyses, pointing to their potential benefits and the threats of using them. In conclusion, he recommends caution in the selection of a scale to become a foundation for potential analyses, while he acknowledges that this theoretical and methodological tool is highly useful

    The paper discusses the ethical views of Carol Gilligan that emerged to dispute the theory of six stages of moral development developed by Lawrence Kohlberg. In his opinion, women tend to reach the higher stages of his scale less frequently than men do. According to C. Gilligan this does not evidence the moral supremacy of men over women, but the faulty de- sign of the research tool. In her opinion, the Kohlbergian conception was based on an ethics of justice that took into account an exclusively male point of view. Women, whose voice is not heard in the public sphere, adopt a different type of ethics, namely the ethics of caring. C. Gilligan believes that it is necessary to promote this specific type of female ethics in order to overcome male dominance which is harmful both for women and men. Introducing a fe- male ethics will make it possible to refute the ‘double lie’ underlying patriarchal civilization.     The Regional Development of Democratization and Civil Society: Transition, Consolidation, Hybridization, Globalization - Taiwan and Hungary

    Different starting points, similar processes and different outcomes can be identified when comparing East Central Europe and East and South Asia. The two regions face similar global challenges, follow regional patterns of democratization and face crises. In communist times, East Central Europe was economically marginalized in the world economy, while some parts of Asia integrated well in the global economy under authoritarian rule. Europeanization and a favorable external environment encouraged the former communist countries to opt for the Western-style rule of law and democracy. Different external factors helped the Third Wave democracies in Asia, especially South Korea and Taiwan, which benefited from the support of the United States and other global economic, military and cultural partnerships to develop their human rights culture and democracy while facing their totalitarian counterparts, namely the People’s Republic of China and North Korea. The very different positions Taiwan and Hungary have in their respective regions follow from the different capacities of their transformation management since 1988-1989. Taiwan preserved its leading role and stable democracy despite the threat to its sovereignty from the People’s Republic of China. Hungary never had such an influential and problematic neighbor and was ensured security and welfare partnership by the European Union, which Taiwan lacked. While Taiwan was less secure, economic and social conditions were more favorable for democratization than those in Hungary. Hungary, in turn, held a leading position in democratization processes in the period of post-communist transition which was lost during the crisis and conflicts of the last decade (after 2006 and especially since 2010). Despite the fact that liberalization prepared the way for peaceful transition in both countries and resulted in similar processes of democratic consolidation in the 1990s, Hungary joined the ‘loser’ group in its region, whereas Taiwan is among the top ‘winning’ countries in its region. Taiwan at the moment is starting comprehensive reform processes toward enhanced democracy, civil rights and the rule of law, and Hungarian development is criticized by many external and internal analysts as straying from the path of European-style consolidated democracies towards illiberal trends and hybridization. Western global concepts of democratization may help to identify similarities and differences, and compare stronger and weaker factors in the democratic transitions in Asia and Europe within the Third Wave democracies

    The paper deals with the issue of the professional promotion of women working in the aca- demic sector, in the context of Poland’s membership of the European Union. The authors discuss European legal requirements in this respect in order to assess the state of implementation of the recommendations issued by the European Commission and the European Parliament, and included in the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers in Poland. Next, using statistical data from the 2007 and 2011 re- ports of the Central Statistical Office, the authors describe the proportion of women in the structures of academic workers at different levels of academic career and attempt to explain the conditions of the situation they identify. A considerable part of the paper concerns the results of pilot studies carried out among female academics of the Faculty of Political Science and Journalism of Adam Mickiewicz University for the purpose of this paper.     The world of the 21st century provides an intriguing space for academic reflection, offering new challenges and stimulating new concepts of international relations. In this context there emerges the significant question of the essence and direction of these concepts. They may entail deconstruction followed by a reconstruction of the research space in this field. Astrategy of resetting cannot be excluded here, either. Assuming that reconstruction is the appropriate solution there are significant issues of its scope and direction. If a total reset is considered rational we need to address the issue of what it should involve. This is a difficult question for researchers into international relations because it would mean that the hitherto achievements of this subject are being questioned. The post-positivist approach of numerous researchers, which manifests their response to the positivist methodology in the field of international relations, has not so far produced a unified methodological formula or a relatively coherent theory of international relations. Questions concerning the function of science, the nature of the social world (ontology) and the relationship between knowledge and the world (epistemology) remain open. Therefore, it may be worth going back to M. Wight’s provocative thesis that it is impossible to construct a reasonable theory of international relations, mainly owing to the dichotomy of the two fields of research that – in his opinion – cannot be overcome, namely the dichotomy of the ‘international’ (the realm of external affairs of states) and ‘internal’ (the realm of internal affairs within state), which are mutually exclusive because of their specificity; and once again ask the questions of how sensible the thesis of the dichotomy of both these environments is in a world that is strongly conditioned by the cross-border actors, interdependence and globalization. While the separateness of the ‘internal’ and ‘external’ state environments was, for Wight, an important obstacle, making it impossible to construct an academic theory explaining international relations, at the same time the current theory regarding their exclusivity in the context of the internalization of international affairs and the externalization of conditions inside states seems unsustainable. This phenomenon currently allows us to explain the imperative for combining these two environments, overlapping them …breaking down the old, established orders as a result of the now clearly visible phenomena and processes of the ‘internal state’ merging into the ‘international environment’ and vice versa, the disappearance of the traditional functions of borders, the weakening of old institutions and structures for steering the international environment as well as replacing them with entirely new institutions and structures

    One highly significant phenomenon demonstrating that public life is becoming increasingly democratic is provided by the formal and material guaranty of the citizens’ political participation. Legitimization of power is an important issue. For the sake of simplicity, it may be said that one political option or another has won the elections. Under Polish conditions, an electoral victory means that a given party won more votes than any other. But by no means does it say that this party has won the support of a majority of voters. Poland has been ruled by the parties that have won anything from 20.41% of the votes, as the Democratic Left Alliance (SLD) did in 1993, to the 41.51% Civic Platform (PO) won in 2007. This shows that power has been exercised by political parties that have not won the approval of a majority of voters. The picture looks even worse when the support rulers enjoy is not measured in terms of approval expressed by voters, but in terms of absolute values, i.e. the proportion of all citizens entitled to vote. The legitimization of power is extremely low when analyzed from this perspective. In the best case it amounts to 21.89% obtained by the victorious party, and 26.58% of all entitled to vote won by the coalition formed by the victorious parties to rule after the elections. Thus it is difficult to talk about democratic governance, understood as the rule of the majority. It should rather be concluded that the ruling parties are those that have won the largest support, which only means that they have collected more votes than any other political power taking part in the same elections. Understood in this way, power is not exercised on behalf of a majority, but by the best organized minority
