The Effectiveness of Development Planning of Civil Servants Apparatus in Improving Competence in 2019
Get PDFThis study examines the effectiveness of the development planning of the state civil apparatus in increasing competence. The research objective is to understand how the planning for the development of the state civil apparatus in increasing competence by the Bener Meriah District Education and Training Personnel Board. The theoretical perspectives used are public administration theory, planning effectiveness theory, state civil servant resource management theory, and competency development. The research method used is qualitative. The results showed that planning for the development of the state civil apparatus in increasing competence by BKPP Bener Meriah Regency is still not effective, this can be seen from the indicators of planning effectiveness according to Cambel JP, including program success, target success, satisfaction with the program, levels of input and output and achievement of goals. All of which are still ineffective. Internal obstacles are due to the lack of budget for the education and training program so that they cannot provide competency development training for ASNs, and external obstacles are due to the lack of interest in ASNs to improve competence due to high training costs and lack of commitment from SKPK leaders in Bener Meriah Regency in motivating ASNs to improve their competence.

Get PDFPersoalan kredit macet selalu saja menjadi berita dalam berbagai harian lokal maupun nasional yang terbit di Indonesia. Keberadaan kredit macet dalam dunia perbankan merupakan suatu penyakit kronis yang sangat mengganggu dan mengancam sistem perbankan Indonesia yang harus diantisipasi oleh semua pihak terlebih lagi keberadaan bank mempunyai peranan strategis dalam kegiatan perekonomian Indonesia. Penelitian ini dilakukan untuk melihat besarnya risiko pemberian kredit ditinjau dari penyelesaian kredit macet pada kasus kredit usaha Bank BRI Unit T. Nyak Arief periode 2009-2011, baik untuk kredit komersial non KUR maupun komersial KUR. Untuk menganalisis risiko pemberian kredit dianalisis dengan menggunakan rumus NPL. Hasil penelitian diperoleh bahwa kredit yang disalurkan Bank BRI pada tahun 2009 untuk kredit komersial non KUR diperoleh NPL antara 5,41 persen sampai 6,68 persen artinya kredit komersial non KUR pada tahun 2009 mengalami masalah di mana nasabah banyak yang menunggak dalam pembayaran kredit. NPL untuk kredit komersial non KUR pada tahun 2010 diperoleh antara 4,66 persen sampai 3,11 persen artinya kredit komersial non KUR pada tahun 2010 tidak mengalami masalah yang berarti atau nasabah sudah lancar kembali dalam pembayaran kredit. NPL untuk kredit komersial non KUR pada tahun 2011 diperoleh antara 2,47 persen sampai 2,01 persen artinya kredit komersial non KUR pada Bank BRI pada tahun 2011 semakin lancar nasabah dalam melakukan pembayaran kredit. NPL untuk kredit komersial KUR pada tahun 2009 diperoleh antara 6,21 persen sampai 7,82 persen artinya tingkat pengembalian kredit mengalami masalah atau kredit KUR yang diberikan memberikan risiko relatif tinggi bagi bank. NPL untuk kredit komersial KUR pada tahun 2010 diperoleh antara 6,06 persen sampai 4,81 persen artinya tingkat pengembalian kredit masih diragukan tingkat kelancarannya. NPL untuk kredit komersial KUR pada tahun 2010 diperoleh antara 4,32 persen sampai 3,21 persen artinya tingkat pengembalian kredit oleh nasabah semakin lancar. Kata Kunci: Risiko Kredit Usah
Peer review: Framework of life cycle assessment on nutmeg syrup processing
Get PDFThis study aimed to design the life cycle assessment (LCA) framework on two
methods of the nutmeg syrup production process. The difference between those two ways based
on how to eliminate tannin in nutmeg flesh, namely: using a salt solvent and albumin. There are
three environmental impacts considered in the framework: gas emissions, noise levels, and
human energy consumptions. Nutmeg syrup processing has a long process that each step consists
of several activities which require resources, including humans, raw materials, water, energy,
machine, and tools. The environmental impact needs to be measured for the sustainability of the
industry. The stages carried out in this study, including field observations, data collections,
establishing LCA framework based on ISO 14044 involving defining goal and scope, identifying
inventory analysis, assessing environmental impacts, recommendations for reducing
environmental impacts. This LCA framework can be used as the basic to carry out LCA on
nutmeg syrup production. A decision-maker can use that LCA result to choose the best
production process to reduce environmental impact so they can produce an environmentally
sustainable industry
Peer review: Assessment of Social Sustainability of Nutmeg Based-Agroindustry Supply Chain in South Aceh Regency
Get PDFCurrently, nutmeg supply chain actors face various problems such as many damaged plants, the price of nutmeg seeds and oil which continues to decline, the processing industry has difficulty in the procurement of raw materials, and social impacts for the local community. Observing the current nutmeg commodity conditions, it need to assessment of sustainability, especially for the social dimension as a basis for improvement. This study aimed to identify social sustainability indicators, to assessment for each social sustainability indicators, and to measure the overall social sustainability index. The identification results were 19 indicators of social sustainability consisting of 7 main indicators, namely: employment, health and safety, nuisance, local community, infrastructure and resources, partnerships with stakeholders, and macro social performance. The measurement of importance weights showed that the most influential social indicator was the improvement of community welfare, then followed by the local employment. The assessment results showed that the nutmeg oil and food and beverage agroindustry, each had very poor and bad social sustainability. That is the basis for the policymakers to improve and enhance social impacts for the communities around the nutmeg supply chain
