Peer Review: Government Policy in Strengthening Social Capital for Poverty Reduction of Farmers
The government policies on the agricultural sector have led to a breakthrough on various platforms for
Indonesian farmers, and this strengthens social networks. The policies formulated include training,
counseling, and establishing banking networks for capital access to increase social capital. Therefore,
this study aimed to improve the quality of the Indonesian farming community and increase their rice
yields. The data was collected from Tamiang, Central Aceh, and Pidie Jaya regions using the
qualitative method. The results showed that the government had an integrated poverty reduction model
with various strategies, including a) enhancing the social capital in Aceh by encouraging the
utilization of vacant land, b) opening access to capital and farmer insurance, c) strengthening the
capacity of extension workers, d) leading comparative studies and training for farmers, and e)
providing business capital aid through government grants. This model successfully reduced the
poverty rate in Aceh from 18.58% in 2012 to 15.33% in 2021. However, every implemented
government program needs to be periodically evaluated to ensure its success

This study examines the impact of biodiesel development on the community around the company.
This research was conducted at the National Plantation Limited Company I (PTPN I) Palm Oil Mills
(POM) Tanjong Seumantoh, Karang Baru District, Aceh Tamiang Regency, Indonesia. This study
uses a qualitative method with descriptive analysis. Data collection procedures were carried out
through observation, interviews, Focus Group Discussion, and documentation. The sampling
technique was conducted by purposive sampling. Mukim (village leader) of Karang Baru District,
village heads in three villages within Tanjong Semantoh POM, namely Gampong Tanjong Seumantoh
Gampong, Simpang Empat, and Paya Awe villages, as well as with the community in the three towns
served as respondents. Data analysis was carried out through three stages: data reduction, data
presentation, and conclusion drawing. The results of the study concluded that the development of
Biodiesel had an impact on air quality. Polluted air containing fine sand/kettle ash caused by palm oil
production causes congestion, interferes with vision, damages roofs, contaminates clotheslines and
water reservoirs, and damages car bodies. In addition, the workforce absorbed in the palm oil mills had
a minor impact on reducing unemployment. This can trigger a conflict between the community and the
palm oil mills. The social responsibility programs of the palm oil mills to the surrounding community
have not been maximized. Monoculture culture will lead to reduced crop diversification which
increases commodity prices. The company also holds long-term Cultivation Rights and is extendable,
resulting in lessening land owned by the community

Abstract. The continuity of education during this pandemic depends on various factors, one of which
is the readiness of teachers. With the implementation of learning from home, teachers are focused
on applying online learning to students by available platforms to increase the efficiency and
effectiveness of learning. The problem that arises is whether schools in North Aceh and their
resources are ready to develop and implement online learning, and are the teachers in schools ready
to implement online learning. it is necessary to conduct further research on the analysis of teacher
readiness in implementing online learning in schools throughout North Aceh. The purpose of this
study was to to analyze the readiness of teachers in online learning. The method of this study is
descriptive qualitative with an ex post facto approach and a survey. The data collection technique
used a questionnaire. the readiness of mathematics teachers and physics teachers in North Aceh
Regency in implementing online learning is ready but requires a slight increase in the ability of the
teacher in implementing online learning. Aspects of teacher readiness in implementing online learning
require increased ability on a medium scale, including the ability of teachers to implement online
learning that can improve the teaching and learning process, teacher care in implementing online
learning in schools and the ability to integrate online learning with classroom learnin
