    Multinomial Naive Bayes and Rapid Automatic Keywords Extraction for Taharah (Purify) Law Chatbot

    The aim of this study is to utilize the Natural Language Processing (NLP) technology, one of them is in the form of a chatbot. Chatbot has the ability to answer the questions as a conversational search engine. The methods that used on chatbot’s machine are Multinomial Naïve Bayes (MNB) with TF-IDF vectorization to classify the intent, and Rapid Automatic Keywords Extraction (RAKE) to classify the entity. The methods are implemented for thaharah (purify) law as one of Muslim's daily life that cannot be separated from Islamic law. It is important for Muslims to know the thaharah law. The experiments of the methods against chatbot have used a total of 132 data trains and 44 data tests. Results represented by the Confusion Matrix showed the implementation of methods has the overall accuracy 97% with an average precision 90% and recall 97%, which means MNB and RAKE can give the answer well

    Empirical Evaluation of User Experience Using Lean Product and Process Development: A Public Institution Case Study in Indonesia

    The convenience, speed, accuracy, security are the four main indicators of information quality that are concerning for people to be able access information in a public institution dashboard system. To find out whether the data displayed on the system is easily understood by the users, an empirical evaluation study might be indispensable to be performed. Evaluating user experience is one way to know whether a system is in accordance with user needs or not, whether related to data, interfaces, or system performance. This study assessed user experiences based on the product pyramid and its development process in the case of a public dashboard system in a public institution in Indonesia. The empirical experiment was conducted by 15 participants used a scenario that was deliberately designed and then gave answers to the single ease question (SEQ) and the system usability scale (SUS). The results show that SEQ measurement obtained almost 5.7 amount of score which indicates the application measurement results reach an easy level. The SUS results demonstrated that the system was in the acceptable category with a score around 81.3 Although the findings of the study might not contribute theoretically, it may demonstrate a practical consideration for the stakeholders, in terms of the next system development stage

    Social Media Effects On Perceptions of Graduate Students’ Entrepreneurial Intentions

    The main purpose of this research is to study the impact of perceived desirability and perceived feasibility on entrepreneurial intentions and also identify the difference in intentions of gender and the moderating impact of social media. For this quantitative research, a study survey was conducted in March 2021 in the universities of Pakistan. The target sample for the study was 500 including both male and female graduate students. The results of the study reveal the positive impact of perceived desirability and feasibility on entrepreneurial intentions. Both males and females are ambitious to start their own entrepreneurial ventures but there is a difference in intentions and the direct influence of social media is identified. The study is limited by its cross-sectional data and it is difficult to inspect the business intentions because such intentions are developed inside the people’s minds. It holds important implications for policymakers and educators to enhance self-efficacy and outcome expectations. The research took all three approaches of entrepreneurship into account for exploring the positive relation between perceptions and entrepreneurial intentions. By incorporation of social media variables into the study framework, it focuses on issues not presently discussed in the entrepreneurial literature. For future research, the study would suggest exploring the moderating role of other sociological and personal characteristics. The attitude of both genders toward entrepreneurship has remarkably changed and this independency because of social media can give them a better understanding of the practical world

    A Case Study of Public Private Partnership in the Construction Sector in Ho Chi Minh City, Vietnam

    Public Private Partnership PPPs in developed countries exhibit a successful strategy along with the framework that while appealing the private sector, the role for state in ensuring that social responsibilities have been met and successful sector reforms and public investment achieved. PPPs depicts a number of recognized benefits for the public sector to exploit especially in terms of benefiting the public infrastructure. This also caters the aptitude to promote the additional finance in an environment of budgetary restrictions, also ensure the effective use of private sector operational efficiencies for reducing the cost and further to increase the quality of services provided to the public and the ability to speed up infrastructure development. The purposes of this study are to assess the existing conditions that are enabling and disenabling the applying of PPP arrangement infrastructure in Ho Chi Minh city with focusing on legal, regulatory, and policy framework, institutional framework, technical issues, investment and socioeconomic issues, stakeholders consultation, financing requirements, risk management and managing the interface between public and private partners, to identify key factors for influencing successful Public-Private Partnerships in infrastructure projects and the constraints and up to now the features of a good relationship management of PPP projects. The findings show the lack of readiness of infrastructure sector for implementing large-scale PPP projects and the study recommended according to analysis that the state should take actions for enabling a successful PPP in infrastructure and mitigating the gap which is required for PPP project’s development and implementation. The important steps are establishing a sound of legal and institutional framework, develop policies and guidelines, creating a stable environment and conducive to investment with the aim of encouraging private sector investments in the water and wastewater sector, developing a strategic framework for relationship management of PPP projects to enable both public and private sectors to manage these important PPP relationships successfully. There was the total of 150 questionnaires were sent out, and the total of 400 valid answer was obtained for data analysis tool. As major successful ingredients to be indicated to the most crucial factor for evaluating the public and private sectors. Moreover, the effectiveness related to the cost and also the financial attraction have been taken as highly recognised evaluation factors which could ranked by the public sector and private consortium respectively. In addition, the “existence of a long-term demand for the proposed services”, further availability of “strong private consortium”, alignment with state’s “strategic objectives”, as well as reliable “service delivery” need to be rated as highly important to the success of PPP schemes. On the other side, the tripartite expectations need to be ensured as indispensable for making the feasibility and successful delivery of public services and infrastructure projects via PPP scheme in Ho Chi Minh City in infrastructure projects. This study enables international and domestic construction companies to better understand how success and constraints should be assessed and allocated for PPP project in Ho Chi Minh City in infrastructure. It also assists in constraints and success response planning and control for future PPP projects in Ho Chi Minh City in infrastructure projects

    The Coronavirus (Covid-19) pandemic had hit hard and interrupted many dimensions of our lives, particularly education. The Covid-19 pandemic and the new normal have triggered a volatile, uncertain, complex, and ambiguous (VUCA) environment. As a response to interruption of education, especially higher education due to the Covid-19 pandemic, this Webinar is a collaborative reaction that narrates the overall view and reflections of three heads of the ACD Universities, from neighbouring countries namely Thailand, Indonesia and Malaysia. Being in the same storm, but in different boats, we shall be learning from their experiences on how they have navigated through and emerge stronger from the VUCA environment. Every day we are making decisions about the wellbeing of our business and family that are difficult and unfamiliar. Though the timeline is uncertain, we are eagerly anticipating for that vaccine and hoping that we will come back to some sense of normalcy.     Similarity Detection for Hadith of Fiqh of Women using Cosine Similarity and Boyer Moore Method

    Nowadays, people can get information easily including about fiqh and hadith as a source of Islamic law. The problem is, there are so many articles about jurisprudence whose understanding refers to the laws or rules relating to the hadith whose validity cannot be ascertained. The study aims to determine the degree of similarity between the hadith contained in articles with reliable sources such as books and books. One of the outputs of this study is an application that can determine the similarity of hadith using Cosine Similarity and Boyer Moore by matching strings starting from the right position to the leftmost position and using the cosine similarity method to determine the similarity based on the calculation of the distance between vectors A and B that produce angles cosine x between the two vectors. In the testing phase, the proposed model can run as planned. In one test scenario, the number of keywords tested was 9 cases compared to the categories in the database with an accuracy of 80%. And determine the similarity of two or more objects Using the cosine similarity method with weights The percentage of similarity is proportional to the sample of words entered, which is equal to 36%

    Maturity Framework Analysis ISO 27001:2013 on Indonesian Higher Education

The several incidents related to information security have occurred in the implementation of the Academic System application in Indonesian higher education. This research was conducted to determine the maturity level of information security practices in Academic Information Systems at universities in Indonesia. The number of universities used as research samples were 35 institutions. Compliance with the application of ISO 27001:2013 standard is used as a reference to determine the maturity level of information system security practices. Meanwhile, to measure and calculate the level of maturity using the SSE-CMM model. In this research, the Information System Security Index obtained from the analysis results can be used as a tool to measure the maturity of information security that has been applied. There are six key areas examined in this study, namely the role and importance of ICT, information security governance, information security risk management, information security management framework, information asset management, and information security technology. The results showed the level of information security maturity at 35 universities was at level 2 Managed Process and level 3 Established Process. The composition is that 40% of universities are at level 3, and 60% are out of level 3. The value of the gap between the value of the current maturity level and the expected level of maturity is varied for each clause (domain). The smallest gap (1 level) is in clause A5: Information Security Policy, clause A9: Access Control, and clause A11: Physical and environmental security.
