Poverty is one of the big problems facing the people of Indonesia. This problem evidenced by the existence of 3.4 million Indonesians living in settlements that are not livable. This problem is also a concern of the government by providing financial assistance for homes that are not livable. But in reality, the available aid is often not on target, not on a budget, and not on time. The purpose of this research is to implement the El Choination El Choix Traduisant La Realite (ELECTRE) algorithm as a decision support system to provide recommendations for potential recipients who deserve assistance from the government. System testing is done by inputting 46 prospective beneficiary data with predetermined criteria. The results showed the ELECTRE algorithm was able to provide recommendations with an accuracy rate of 86.9%. This result indicates that the decision support system using the ELECTRE method can use as an alternative to the efficiency of determining the prospective beneficiaries of uninhabitable housing in Indonesia

    Get PDF
Public Safety Networks (PSN) provide mission critical communications (MCC) to agencies providing emergency services like police, fire and ambulance. Most PSN Network Operators, including PMR A, utilize TETRA PSN systems for their voice communications, and cellular LTE for their broadband needs. To meet these purposes, they operate dual PSN hybrid network (LTE/TETRA), which are cost prohibitive and operationally inefficient. PMR A aspires to have a single PSN network using Cellular system that meets their MCC requirements provided that the technical gaps on the service offerings can be adequately addressed. PMR A characterized ‘easy to use push to talk services with unlimited users for Groupcalls’ as the most critical technical gap. To realize the single PSN MCC network aspiration, the opportunities made available from cutting edge mobile solutions delivered over telecommunication’s new 5G Cellular Network Architecture will need to be fully exploited. Pursuant to this, the research objectives and methodology, were aimed at addressing gaps by providing 5G design recommendations to meet specific communication needs of MCC for multiple agencies over a single PSN network. The objectives and methodology are summarized as follows: Objective 1: Identify MCPTT and MCC Performance Gap. Qualitative study and 5G Lab experiments were conducted to validate the 5G architecture technical gaps. Objective 2: Develop 5G commercial network enhancements to support MCC. Qualitative study was used to develop and validate the 5G PSN architecture. Objective 3: Improve the 5G PSN design using SDN to support multiple agency use. Qualitative study was used to develop and validate the 5G PSN architecture. The Theoretical Framework of this research was adapted from industry framework comprising of 5G Cellular system network elements (NE), inclusive of 5G Core, 5G Access Network, 5G QoS, 5G Applications and 5G Security. ‘The Open Group Architecture Framework’ ii(TOGAF) approach was adopted for this qualitative research with 3GPP used as the standards benchmark. The most crucial research finding was, the 5G PSN network architecture support for ‘simple to use MCPTT with unlimited users for Group Calls’, was reflected as the deciding factor for migration from TETRA to 5G PSN network. To bridge this gap, and all the technical gaps acknowledged by industry experts, the research recommendations included enhancements to 5G NEs via implementation of ‘5G PSN Developmental Framework & Architecture’ that capitalizes on 3GPP’s ‘Group Communication System’, ‘evolved Multimedia Broadcast Multicast System’ and ‘User & Bearer Prioritization Tool’ architectures, incorporated with Network Slicing and Network Function Virtualization, delivered over Software Define Networks With this novelty, the research concluded that, migration towards a single 5G PSN deployment by PMR A, could be accelerated to meet evolving MCC needs

Companies comprising of clients, consultants or contractors, in trying to execute multiple projects concurrently, face the challenge of getting the right people for the job or risk cost over-run due to mismanaging resources. Cost, time and quality of the finished product seems to be governed by the project management techniques, policy changes unstable demand and supply in this industry. The objective of this study is to identify and propose a matrix for organizations to manage projects with limited resources and changing policies, focused on the human capital. The basic design of this study uses extracted experiential information and cross-references it with reviewed literature. Secondary data will assist in further triangulating the hypothesis towards the process gap which leads to resource wastage. This study analyses five key elements in resource management; namely the aging workforce, working tools, knowledge management practices, workforce localisation , and policy shifts effecting the generational gap. Findings indicate that the five elements have an equal correlation in producing optimal results. Research question 1 found a big value to retain the retirees and senior employees for their skills sets, knowledge, patience and experience leading to a sustainable productive project management. Research question 2 found that the digital tools and technology is sufficient but needs continuous training to optimise the use. Research question 3 highlighted that tacit knowledge is best shared via mentorship and internal working groups, intrinsic knowledge is best attained via e-learning. Research question 4 indicates a high importance of assessing the efforts of workforce localization as the robust working environment and requirements of the Oil and Gas industry in not matching the expected productivity outcome and skillsets of the local talents. Researchquestion 5 found that the project governance and organizational policies must be aligned to facilitate generational inclusiveness. Project management systems need to address continuity issues. Digitalization of the organization is the heart of the dynamic resource management. From the Matrix of Dynamic Resource Management, four initiatives are proposed towards better human capital development. Remote working regardless of time is the new norm after the COVID-19 pandemic. Innovation in communication, documentation and learning encourages company growth and benefits to everyone. Technology has helped reduce human error, save time and manpower costs. Strategic actions such as re-tooling the Human Capital, and optimising the knowledge of the aging workforce will ensure better practices for the industry
