The redevelopment and repurposing of retail malls
This session explores the flight of CBD tenants of the former Bank of America building on South LaSalle Street to nearby Class A/newer office buildings and the property tax implications that accompany re-purposing of retail mall space that is based on demand that is not just economically based but based on community demand by exploring the New Park Mall in Newark, California. It also briefly discusses the possible tax implications and explore how (as reported by JLL in April of 2023), the Eastland Mall (near Melbourne, Australia) now offers more than the traditional shop and dine experience that retail malls are known for. It is the assessor\u27s job to stay on top of the market. During redevelopment, the commercial property owner may file for temporary vacancy during the transition period. Implementing an acquisition value property tax system: What is needed? Who are the stakeholders? What are the legal ramifications (if any)?
This session will present findings from the recent report requested by the State of Wyoming to analyze the potential adoption of an acquisition value property tax system. We will discuss other states who have tried to implement and / or who have implemented the system, and other considering the same. An exploratory approach to composite modelling for real estate assessment and accuracy
The role of automated valuation models within real estate assessment has gained in prominence over the last two decades. However, despite these developments, investigations relating to ‘composite’ or ‘ensemble’ modelling remains an under researched area. Using 28,957 properties and 5,515 usable sales transactions between 2016 and 2021 obtained from the municipality of Helmond in the Netherlands made available by the Netherlands Council for Real Estate Assessment, this paper introduces three different approaches to composite modelling: the central tendency composition approach, the weighted composition approach, and the logical coupling composition approach to enhance mass appraisal assessment, accuracy, and performance. The composition approaches developed are applied to three different automated valuation models, a traditional general linear model approach, an artificial intelligence based automated valuation model, and a geo-statistical-based automated valuation model. To identify the performance of the composition modelling approaches, a framework comprising twelve scenarios is applied to the outcomes of the composition to compare their results against the input valuation models
