The Importance of Accurate Data in Mass Appraisal
This session will cover the importance of having accurate data for mass valuation purposes. It will look not only at the importance of the subject property data, but also the necessity of accurate sales data. The accuracy of the sales and market information are critical to all three approaches to value and equally important to the equalization process. This presentation will contain some examples of the errors awaiting those who used inaccurate data in their operations
Valuing Marijuana Cultivation Facilities
While Massachusetts legalized recreational marijuana several years ago, cultivation facilities only began being built and growing marijuana within the past three years. The Town of Holliston has the largest number of marijuana cultivation facilities of any municipality in Massachusetts. Without any clear guidance from the state\u27s Department of Revenue, the Assessing Department faced the challenge of properly determining which categories of property should be classified as Real Property and which as Personal Property, and how to satisfy the state\u27s mandate to assess them at 100% of value. The presenters will provide a case study of how this municipality developed a fair and equitable system of valuation and how those assessed reacted to the first year of being assessed at full value

While it has been determined that the inventory is considered real property, there are currently 36 states who offer property tax exemptions. This session will discuss the property tax treatment and different states property methodologies for valuation.
