Kelsen’s Realistic Theory of Modern Democracy
Hans Kelsen and his work are sometimes associated with a sort of idealist way of conceiving politics and with a general indifference toward the issue of values. The objective of this essay is instead to address his democratic theory – as it was developed between the 1920s and 1950s – by identifying the realistic elements of his reflection and thus showing how such elements are functional to developing a procedural view of democracy with a real value content

Die Politik der Spiele und das Spielen von Politik. Aspekte der politischen Imagination in Computerspielen
Der Beitrag befasst sich mit politologisch relevanten Dimensionen zeitgenössischer Computerspiele, insbesondere mit der in ihnen erfolgenden unterhaltungsmedialen Darstellung von Politik bzw. politischer Kultur. Ausgehend von Bausteinen zu einer Politischen Theorie der Spiele wird mittels einer kurzen Fallstudie über das Aufbauspiel Tropico 5 (2014) einigen Formen der populärkulturellen politischen Imagination nachgegangen. Aus den Politik- und Wirtschaftssimulationen dieses Spieles, in dem man in die Rolle des Oberhauptes eines Inselstaates schlüpft, werden einige Grundlinien des Politischen sowie manche Stilmittel ihrer Darstellung herausgearbeitet. Dabei liegt der Hauptfokus auf der Untersuchung der Bilder von Machtausübung, Staatlichkeit und politischem Konflikt, wie sie in den Spielnarrativen vermittelt (oder aber kritisiert) werden. Diese Streiflichter helfen uns dabei, zu verdeutlichen, welches Reservoir politischer Imagination sich in Spielwelten verbergen kann
Kelsen in American Political Theory
Hans Kelsen’s lack of impact on political theory in the United States has been a puzzle. Kelsen arrived at a time in which several influential political ideas competed, none of which were congenial to Kelsen’s approach, and some actively opposed to it. The narrative that relativism led to Nazism; the pragmatist rejection of the fact-value distinction; the return of natural law thinking at the University of Chicago; and a very specific conflict of perspectives at Harvard, are identified as key obstacles to the acceptance of Kelsen’s view of democracy. The most important of these was associated with Carl J. Friedrich, who repeatedly attacked Kelsen, both on Kantian and Schmittian grounds
Kelsen’s Legal Logic of International Pluralism
This paper presents a Kelsenian perspective on international pluralism showing that international pluralism is not necessarily the logical consequence of sovereignty but bestowed upon states by international law through the principle of equality. The paper argues that this leads to an improved concept of international pluralism as more than a by-product of sovereignty logic. Flowing from Kelsenian legal logic, international pluralism and legal cosmopolitanism share the same origin in the Grundnorm. Hence, this perspective on international relations appeases the perceived conflict between international pluralism and cosmopolitanism. Moreover, the paper suggests that the approach provides a different framework for analyzing international norms and practices, their normative relationship and evolution

Open science and open access to research data are important aspects of research policy in Austria. In the last years, the social sciences have seen the building of research infrastructures that generate data and archives that store data. Data standards have been established, several working groups exist and a number of activities aim to further develop various aspects of open science, open data and access to data. However, some barriers and challenges still exist in the practice of sharing research data. One aspect that should be emphasised and incentivised is the re-use of research data
