ASEAN\u27s Role in Countering Global Terrorism Towards Strengthening the Implementation of Regional Security Policy: Peran ASEAN dalam Menangani Terorisme Global Menuju Penguatan Pelaksanaan Kebijakan Keamanan Regional

    No full text
The threat of global terrorism has grown beyond national borders and become a strategic issue in international security, including in Southeast Asia. ASEAN as a regional forum and organization plays an important role in building collective cooperation among member states to tackle transnational acts of terrorism. This article discusses ASEAN cooperation in countering terrorism through instruments such as ACCT, ASEANAPOL, AMMTC, ASC, ARF to defense forums such as ADMM and ADMM-Plus. Using a normative legal approach and descriptive qualitative method, this research evaluates the effectiveness of regional security policy implementation, and identifies the main obstacles such as differences in national legal systems, the lack of integration of digital legal instruments, and attachment to the principles of non-intervention and consensus (ASEAN Way). The results of the study show that although ASEAN has various security cooperation institutions, actual coordination in cross-border law enforcement is still not optimal. Differences in views on criminal penalties, the absence of digital evidentiary standards, and the absence of regional-scale operational agencies are the main obstacles. However, the decline in terror attacks in Southeast Asia since 2019 reflects that cooperation in prevention and intelligence is starting to show results. To strengthen ASEAN\u27s role in dealing with global terrorism, it is necessary to establish a regional counter-terrorism agency with technical authority, develop the ASEAN Model Criminal Code as a measure of criminal law harmonization, and strengthen institutions to be able to react to threats in a fast, integrated, and binding manner. With these steps, ASEAN can move from being just a dialog forum to becoming a key actor in creating a resilient and sustainable regional security system

Cyber Victimology and Legal Gaps in Southeast Asia

    No full text
Cybercrime is escalating in Southeast Asia alongside rapid digital growth, yet the region still lacks a unified legal and victim-centered approach. While most studies focus on perpetrators and cybersecurity, this research addresses a critical gap by exploring Cyber Victimology as a framework to understand and strengthen victim protection in ASEAN countries. Using a normative legal method with comparative and conceptual approaches, this study examines legal disparities, weak law enforcement, limited victim support, and low digital literacy, particularly among children and the elderly. Findings show that ASEAN lacks harmonized regulations, adequate cyber policing, and psychological-legal support infrastructure. For instance, Singapore’s robust Personal Data Protection Act contrasts with minimal protection in Cambodia and Laos. The study proposes concrete policy responses, including regional legal harmonization modeled on the Budapest Convention and the GDPR, enhanced law enforcement capacity, national crisis centers, and targeted digital literacy programs. Integrating Cyber Victimology into policy will help ASEAN establish a more inclusive, victim-responsive digital governance system

    No full text
Abstract. Stroke is a condition where there is impaired brain function due to lack of oxygen caused by blockage, breakdown, or blood clots inside brain. Diagnosis of stroke is usually based on symptoms, but symptoms are not always the correct measure. In examining a stroke, the most common way to examine a patient is to perform a CT scan of the brain. Purpose: This study was conducted with the aim of predicting brain scan images consisting of normal brain, ischemic stroke brain, and hemorrhagic stroke brain. It is also to understand how an algorithm works to recognize and predict an image. Methods/Study design/approach: The image data is trained using machine learning algorithm of neural network, specifically spiking neural network (SNN) using leaky Integrate-and-Fire (LIF) method, which practices the biological performance of human nerves. SNN offers an alternative way of a computational algorithm that mimics the workings of the human brain, especially the nerves in the brain at a low computational cost. In addition, this research optimizes SNN parameters using genetic algorithm (GA). GA is proven to be a successful optimization algorithm from many sources. GA is performed after going through the process in the SNN LIF algorithm, then the parameters in SNN are entered into the algorithm operations in GA until it reaches the most optimal parameter value. Although it requires a large amount of computational time and cost, combining it with SNN will be precise and less labor-intensive. Result/Findings: Calculation of accuracy results in this study using confusion matrix, conducted on SNN test with LIF method resulted in 90.27%. While with parameter optimization with GA, the final result of the SNN LIF algorithm produces 96.3% accuracy. Novelty/Originality/Value: This study was conducted to predict stroke disease with human brain images as training data, using the SNN LIF model to train the model and identify patterns that help in predicting stroke risk. For comparison, this research also uses optimization of the model using GA which is useful for determining the core parameters in the training process of the SNN LIF model

    No full text
Lead (Pb) is an inorganic chemical element (95%) commonly found in soil, rocks, and plants. The use of fuel and oil containing lead is relatively high in Indonesia. Motorcycle or machine repair shop workers are at high risk of lead exposure, especially when removing used oil. Workers are exposed to oil containing lead while removing used oil from the engine, cleaning the engine cover with gasoline, opening the oil bottle cap, and pouring oil. Even, these processes can lead to lead poisoning. This study aims to evaluate workers’ risk of lead exposure during the oil-removing process at Repair Shop X. This descriptive study used a semi-quantitative approach with a Dermal Risk Exposure Method (DREAM). This study involved a total of 5 workers at Repair Shop X in the process of removing motorcycle oil. The actual dermal exposure value reached 340.36 based on the sum of the four activities. This was considered in the very high exposure category. Meanwhile, based on the activity obtained by calculating worker hygiene and work environment. The total exposure value was 306.33, which is a very high category. Therefore, using Personal Protective Equipment (PPE) such as gloves and maintaining worker and work environment hygiene by cleaning with water regularly can help minimize lead exposure
