No full text"In accordance with the tobacco regulations, states are required to provide detailed information on progress made in enforcing youth tobacco access laws (FFY 2014 Compliance Progress) and future plans to ensure compliance with the Synar requirements to reduce youth tobacco access rates (FFY 2015 Intended Use Plan). These data are required by 42 U.S.C. 300x-26 and will be used by the Secretary to evaluate state compliance with the statute. Part of the mission of the Center for Substance Abuse Prevention (CSAP) is to assist states1 by supporting Synar activities and providing technical assistance helpful in determining the type of enforcement measures and control strategies that are most effective. This information is helpful to CSAP in improving technical assistance resources and expertise on enforcement efforts and tobacco control program support activities, including state Synar program support services, through an enhanced technical assistance program involving conferences and workshops, development of training materials and guidance documents, and onsite technical assistance consultation. "
"The information gathered for the Synar report can help states describe and analyze substate needs for program enhancements. These data can also be used to report to the state legislature and other state and local organizations on progress made to date in enforcing youth tobacco access laws when aggregated statistical data from state Synar reports can demonstrate to the Secretary the national progress in reducing youth tobacco access problems. This information will also provide Congress with a better understanding of state progress in implementing Synar, including state difficulties and successes in enforcing retailer compliance with youth tobacco access laws. Testimony before the Kansas Legislature, House Energy, Utilities and Telecommunications Committee, by David Nickel, Consumer Counsel, Citizens' Utility Ratepayer Board.Citizens' Utility Ratepayer Board legislative testimony ; 2023Neutral written testimony concerning House Bill 2154. "HB 2154 provides for the election of three Commissioners of the KCC on four-year, staggered terms. ... HB 2154 also provides for the creation of a utilities regulation division in the office of the Kansas Attorney General to represent all utility customers in KCC matters, specifically requiring that division to advocate for regionally competitive utility rates. In order to do so, HB 2154 calls for all staff of the KCC who litigates, argues, or participates in public utility rate proceedings (other than in telecommunication rate proceedings) for the purpose of making non-binding recommendations to the KCC on behalf of ratepayers...to be transferred to the new division, subject to the discretion of the attorney general, commencing January 1, 2024. ... Representations have been made to CURB that HB 2154 is not intended to and will not materially affect CURB and its representation of residential and small commercial ratepayers before the KCC. ... CURB's independent role is important, as it would be impossible to zealously advocate for a position favoring all customers generally and still advocate for a contrary position that favors residential or small commercial ratepayers.

Testimony before the Kansas Legislature, House Taxation Committee, by Rachel Willis, Director of Legislative Affairs, Kansas Department of Commerce.Neutral testimony concerning HB 2254. "This bill amends property tax relating to classification of agritourism. Our primary concern with the bill is the utilization of registered agritourism as a classification for property tax. ... Agritourism is defined as any activity that allows members of the general public to view or enjoy rural activities for recreational, entertainment or educational purposes. The purpose of classifying businesses as agritourism is to promote rural tourism activities and rural economic development. ... Overall, the inclusion of agritourism as a condition or qualification for receiving a different property tax appraisal would drastically change the intent of the agritourism registration program. The registered agritourism process is simply a way to provide a limited liability coverage and promotional benefits to agritourism businesses across the state. ... This would require a new level of scrutiny that Tourism staff are not qualified to perform. ... We request that this designation not be certified by Kansas Tourism.

"The Kansas Office of Apprenticeship supports a tax credit for an employer that employs an apprentice. This benefit will encourage all employers to implement apprenticeship programs as a strategy to develop a qualified workforce. The credit will also be available to those employers who already have an established apprenticeship program or are working with an established apprenticeship program (including joint apprenticeship training committees). The purpose of the tax credit is to support the increase of registered apprenticeships throughout the state. ... In addition to the tax credit, this bill creates two grant programs, the Kansas Nonprofit Apprenticeship Grant Program, and the Kansas Educator Registered Apprenticeship Grant Program. ... Both grant programs will encourage further implementation of apprenticeship and help increase workforce in critical industries across the state.
