Testimony before the Kansas Legislature, Senate Committee on Utilities, by Jeff McClanahan, Director, Utilities Division, Kansas Corporation Commission.Neutral testimony concerning SB 278. "Staff is concerned the proposed legislation requires extensive data reporting and analysis without a clear statement of what the desired outcome from such data analysis is and requires every Kansas public utility as defined under K.S.A. 66-104, the majority of which are non-jurisdictional, to submit reports to the Commission. Although never explicitly stated, presumably the bills intent is to provide data that may support expansion of customer assistance, extreme weather, and medical protection programs in the future. ... SB 278 as drafted requires a tremendous amount of work on the part of utilities and the Commission. Perhaps the gathering of this data and commencement of extensive proceedings will yield valuable information. However, Staff is concerned the substantial commitment of agency time and resources will be wasteful unless the proposed legislation includes more precise directives regarding the legislature’s policy goals and desired administrative outcomes associated with such proceedings.

Testimony before the Kansas Legislature, Senate Committee on Public Health and Welfare, by Alyson Dalrymple, Deputy Director, Bureau of Family Health, Kansas Department of Health and Environment.Testimony in support of HB 2034. "As proposed, HB 2034 amends K.S.A. 38-2202 and K.S.A. 38-2226 relating to procedures in investigations of child abuse or neglect; requiring a written referral from the Department of Children and Families (DCF) to trained child abuse providers, who would in turn make recommendations on if a forensic examination (CARE exam) would be warranted; the development of a network of providers specifically trained in child abuse forensic exams (CARE network); the development of a program within the Kansas Department of Health and Environment to house the CARE program, which would provide monitoring, data tracking, training and reimbursement to CARE providers for forensic examinations provided. KDHE commends our partners in the establishment of a promising practice to address and investigate child abuse, and our Agency stands at the ready to continue in the implementation of the CARE program, following the 2022 Omnibus Appropriations bill, which allowed KDHE to begin creating the foundation for this program. Our one concern is that adequate funding must be created for the implementation of this new program.
