Testimony before the Kansas Legislature, Senate Commerce Committee, presented by Rachel Willis, Director of Legislative Affairs, Kansas Department of Commerce.Testimony in support of SB 467. "This bill removes the reference to Wildlife and Parks, expands the membership of the Governor's Council on Travel and Tourism and modifies the Attraction Development Grant program. ... This bill removes the references to Wildlife, Parks and Tourism and changes it to Commerce. Additionally, it updates the references to specific legislative committees to reflect the current committee names of the legislature. SB 467 includes two other changes that are a bit more substantial. Three additional members will be added to the Governor's Council on Travel and Tourism bringing the total number of voting members to twenty. ... Lastly, the bill aligns the grant allocation percentages for the Attraction Development Grant (ADG) program with the needs of our state. ... While these changes are minor, they will better support the work of Kansas Tourism.

Testimony before the Kansas Legislature, Senate Committee on Utilities, presented by Justin Grady, Deputy Director of the Utilities Division, Kansas Corporation Commission.Neutral testimony concerning HB 2527. "HB 2527 makes three changes to existing utility regulatory law in Kansas: 1) It establishes a Plant in Service Accounting (PISA) ratemaking mechanism that allows electric public utilities in the State to defer 90% of the costs incurred when a utility invests in electric infrastructure to serve customers between rate cases. This would include both a 'return on' investment and a 'return of' capital through depreciation expense. ... 2) It revises the allowed parameters for Economic Development Discount Rates (EDRs) pursuant to K.S.A 66-101j. EDRs will now be able to be offered for ten years instead of just five years. The bill also removes the requirement that the discount be tracked and recovered from all other customers in a rate case; and 3) It allows an electric utility to recover the carrying costs associated with the construction of a new natural gas-fired electric generating facility through a surcharge on customers' bills, instead of these costs being collected through general rate cases.

Testimony before the Kansas Legislature, Senate Committee on Public Health and Welfare, presented by Dr. Dereck Totten, Chief Medical Officer, Kansas Department of Health and Environment."Supporting testimony regarding Senate Bill 404 (SB 404) allowing the practice of Expedited Partner Therapy (EPT). EPT is the clinical practice of treating the partners of patients diagnosed with sexually transmitted infections (STIs) by providing prescriptions, or medications, to the patient to take to his/her partner without the health care provider first examining the partner. ... Ensuring timely treatment of partners will reduce ongoing transmission of the infection and prevent re-infection of the original patient. Additionally, early treatment and preventing re-infection will help mitigate transmission to newborn babies and prevent many of the long-term consequences of chlamydia infection, including infertility in both men and women. Prevention of lifelong challenges and state burden of untreated or late treatment for chlamydia, gonorrhea, and trichomoniasis is a necessity. Permitting EPT in Kansas will lessen barriers to care, including logistical and financial challenges.
