The substance of SB 433 is simply changing the "and" to "or" which joins three subsections regarding qualifications for an institutional licensed doctor. ... Reading the three subsections with an "and" instead of an "or" has created issues for our state hospitals in hiring doctors. ... That connection prevents us from hiring institutional doctors that practice physical medicine only. Additionally, subsections 1 and 2 cannot be read together for a new psychiatrist with less than three years of experience.

"This bill establishes a state-run farm-to-food bank program which KDA would administer to expand the availability of Kansas agricultural food products for the state of Kansas' emergency food system while at the same time providing additional opportunities for producers to sell their product for the benefit of their neighbors and Kansans across the state. The bill language is modeled after a federal grant program which the agency is currently administering, the Local Food Purchase Assistance Program. ... HB 2564 will establish the program statutorily at the state level to extend it beyond the duration of the federal grant program. The farm-to-food bank program not only provides local food products to Kansas families who need it most, it connects local producers with a unique market outlet that fosters positive working relationships with the Kansas food banks.

These metrics show that CURB has intervened in all rate cases filed by utilities during FY 2023. ... In addition to these rate cases, CURB has intervened and/or analyzed 100% of all other gas and electric utility cases filed by utilities with the KCC during FY 2023. Overall, CURB was active in 107 KCC dockets, both as to new dockets that were filed during FY 2023 and several ongoing dockets. CURB spent 4615 hours advocating for its constituents before the KCC. ... In these regards, CURB can happily report that several energy efficiency programs, which CURB supported, were approved by the KCC in FY 2023, leading to millions of dollars of rate savings for Evergy Kansas Central and Evergy Kansas Metro ratepayers. ... CURB has attached a multi-year comparison of Performance Based Budgeting Metrics for previous fiscal years as filed with the CURB Budget. This comparison shows that CURB has consistently intervened and participated in all rate cases filed before the KCC. This same testimony was presented before the Kansas Legislature, House Committee on Energy, Utilities, and Telecommunications, by Leo Haynos, Chief Engineer, Utilities Division, Kansas Department of Corrections on February 1, 2024.Neutral testimony concerning HB 2588. "The Bill provides needed clarification to the existing statute in terms of the point of demarcation between the customer and the utility, it establishes units of measurement used to define any transactions between the two parties, and it provides clarification on size limitations of customer installations. The Bill also will increase the amount of system-wide solar capacity from which a utility is required to purchase any power that is not consumed by the generator-customer. Taken together, the amendments to this Act should increase the opportunity for customers to install more systems in Kansas, and the systems could be larger than those being installed today. I note that while the Act and the proposed amendments establish requirements for the utility and its customers, the Act does not establish any requirements for the solar equipment installers that are selling and/or financing these equipment installations to homeowners."
