Testimony before the Kansas Legislature, House Financial Institutions and Pensions, presented by Chrisy Khatib, Adult Protective Services Deputy Director, Kansas Department for Children and Families."Testimony in support of House Bill No. 2562, an act protecting vulnerable adults from financial exploitation by requiring investment advisors and investment adviser representatives to report suspected financial exploitation to protective agencies along with providing civil immunity to such individuals so long as the report is made in good faith. HB 2562 would require mandatory reporting of financial exploitation and allow investment advisors and broker-dealers the ability to pause a transaction if it is reasonably suspected that financial exploitation of an elderly or dependent adult is taking place, whereby the transaction would further that exploitation. ... Protecting an older or dependent adult's assets allows for a greater quality of life, dignity, and respect all adults deserve.

Title supplied by cataloger."The Kansas Department for Children and Families is providing this update regarding 2018 House Substitute for SB 179 which created law describing a Juvenile Crisis Intervention Center (JCIC) as a facility that provides short term observation, assessment, treatment, and case planning, and referral for any juvenile who is experiencing a mental health crisis and is likely to cause harm to self or others per the request of the 2023 Joint Committee on Corrections and Juvenile Justice Oversight. The accompanying document provides an update on the agency's efforts to complete the rules and regulations process. In addition, it outlines new efforts to work with Johnson County on their efforts to open a JCIC for their community. We also provide background and the status of recent supports to families to meet the crisis assessment and treatment needs of youth. The purpose of this information is to convey that while no JCIC facility is in operation resources for families and youth serve as alternatives to a facility based JCIC approach.

Committee name taken from Kansas Legislature website.Neutral testimony concerning HB 2189 "which allows a young person, upon request to the court, to remain in DCF custody while receiving Independent Living (IL) services. Offering young adults the opportunity to receive IL services while also receiving in custody supports as they complete their high school education, obtain employment skills, and receive advanced training or higher education increases their chances of lifelong success. Beyond the option to remain in custody, it is important that youth, who have left DCF Custody, also have the opportunity receive these intensive supports and services. DCF would like to propose an amendment, which allows eligible young adults to request, in writing, reentry services from DCF without the need for court interaction. ... HB 2189, as written, creates statutory provisions for continued services for Kansas youth through the court process. Utilizing a court-based process does not account for youth who have previously left care and requires young adults to specifically request extended care from the Court, which they may be uncomfortable or unwilling to do.

"SB 455 incorporates the provisions of SB 456 with certain amendments. ... CURB supports SB 455, as amended, because CURB believes that the bill attempts to protect residential and small commercial ratepayers from a utility's abandonment of a fossil-fuel fired electric generating unit when it would result in less reliability and/or resiliency in the utility's system or result in higher costs. CURB earnestly believes that Kansans need to be good stewards of the earth.

"SB 455 amends K.S.A. 66-1239 to include a provision authorizing the Commission to retain certain coal-fired generation units in a utility's rate base. ... The amendment included in SB 455 will further enforce the reliability aspect of K.S.A. 66-101b by adding language supporting continuing to include coal-fired electric generating facilities in a utility's rate base when such units may have a low capacity factor or are offline during normal operating conditions and providing capacity only. Given the current regional reliability concerns stemming from: 1) recent increases in load growth from electrification and increased economic development; 2) the rapid pace of fossil fuel-fired generation retirements; and 3) the rapid increase in deployment of intermittent renewable energy resources, such an enforcement may help clarify for stakeholders the need for coal-fired generating units that may not always be competitive in the Southwest Power Pool's Integrated Market to remain in rate base.

"KDHE's Office of Vital Statistics has a long partnership with the Child Death Review Board. HB 2629 codifies an existing practice that KDHE provides a copy of the death certificate meeting select criteria to the Child Death Review Board. It is my understanding that this practice has been in place since the inception of the Child Death Review Board in 1992. There is no concern with continuing this practice."
