Testimony before the Kansas Legislature, Senate Committee on Agriculture and Natural Resources, presented by Stuart J. Schrag, Deputy Secretary of Operations, Kansas Department of Wildlife and Parks.Neutral testimony concerning SB 213. "Senate Bill 213 would restrict non-resident waterfowl hunters to hunting on Sundays, Mondays, and Tuesdays on department lands and waters and specified federal lands and waters. It would have no effect on hunting on private lands, walk property enrolled and designated as either a walk-in hunting access area or an interactive walk-in hunting access area, navigable rivers, and KDWP’s Special Hunts Program or other department authorized waterfowl outreach programs. Finally, Senate Bill 213 would establish caps for resident and non-resident waterfowl stamps. Currently, only one category exists with a cap of 20 for residents and 8 for all waterfowl hunters, KDWP’s ability to raise the fee on resident or non-resident hunters will be restricted by H.B. 2648 (2024).

Testimony before the Kansas Legislature, House Committee on Agriculture and Natural Resources, presented by Mike Beam, Secretary of Agriculture, Kansas Department of Agriculture.Testimony in support of HB 2542. "The primary purpose of this bill is to update and clarify the existing statutes of the Kansas Pet Animal Act and provide some changes intended to give us the authority to administer the program more effectively. ... The changes proposed in HB 2542 reflect changes we believe improve and update the Kansas Pet Animal Act. ... In drafting HB 2542, we have sought to limit amendments so that we are addressing specific gaps or needs within the agency and the industry and all are firmly supported by KDA. In addition, these updates will help us build on the success of the Animal Facilities Inspection program. I believe the updates to the Kansas Pet Animal Act with HB 2542 will further support the growing industry and guide KDA to ensure that pets bred, sold, rescued, or adopted within Kansas meet the highest standards of health, welfare, and safety.
