Analiza barier ograniczających przedsiębiorczość w sektorze MSP
No full textSector micro-small and medium enterprises is a key sector of the European Unions’ economy. Without these type of companies there can be no economic development in any country either in the EU nor in the world. The advantage of small and medium-sized enterprises is their flexibility to adapt in a constantly and rapidly changing environment. No less, the size of the company may also be its disadvantage. Entrepreneurs are finding this difficulty when assuming their own business. No credit history and collateral are practically huge obstacles to obtaining financial support on acceptable terms and condition. Reducing barriers to the development of the SME sector helps to improve the economic situation in the European Union. The first part of the paper will be dedicated to the most important factors affecting the development of the SME sector in the European Union countries and Poland. The second section presents the possibilities of bank offers regarding to SMEs in Poland. It exposes the modified bank products including products chosen for the project of the Polish Agency for Enterprise Development: "The planning of the debt financing of SMEs".Sektor mikro-, małych i średnich przedsiębiorstw to kluczowy dział gospodarki Unii Europejskiej. Bez istnienia tego typu firm nie może być mowy o rozwoju gospodarczym w żadnym kraju ani w UE, ani na świecie. Zaletą małych i średnich przedsiębiorstw jest ich elastyczność w dostosowywaniu się do szybko zmieniających się warunków. Niemniej, wielkość firmy może być również jego wadą. Przekonują się o tym niejednokrotnie przedsiębiorcy dopiero zakładający własną działalność. Bez historii kredytowej i zabezpieczeń są praktycznie bez szans na pozyskanie finansowania zwrotnego na akceptowalnych warunkach. Ograniczanie barier rozwojowych sektora MSP na pewno przyczynia się do poprawy sytuacji gospodarczej Unii Europejskiej. W pierwszej części artykułu przedstawione zostaną najważniejsze czynniki warunkujące rozwój sektora MSP w Krajach Unii Europejskiej i w Polsce. Drugą część poświęcono przedstawieniu bankowych możliwości finansowania dłużnego, skierowanego do przedsiębiorstw MŚP w Polsce. Zestawione zostaną zmodyfikowane produkty banków włączonych do oferty produktowej projektu systemowego Polskiej Agencji Rozwoju Przedsiębiorczości pt. „Planowanie działań w MŚP a finansowanie zwrotne”
WYBRANE ASPEKTY ZARZĄDZANIA ŚRODOWISKIEM W POLSCE I NA ŚWIECIE
Get PDFThe purpose of the article is to identify and evaluate selected municipal government activities in environmental management for climate protection and to formulate recommendations for municipalities in this regard. The research methods used are: a literature review, and a quantitative analysis of CSO data on 13 specific indicators of municipalities (counties) on: climate change, air and groundwater protection, land use, biodiversity and waste management and qualitative analysis. The research examines the results of environmental management in municipalities in different parts of the world and on the territory of Polish municipalities (districts) of varying wealth. A comparative analysis of the management activity of municipalities (counties) in three groups of Polish local governments: the most wealthy, medium wealthy and least wealthy has been carried out. The study shows a higher intensity of pro-environmental activities among the more prosperous municipalities. The available CSO data are also insufficient to comprehensively assess the multi-faceted activity of municipalities in environmental management. The current priorities of local authorities and the natural conditions of the municipality due to its location are also important. It is recommended to increase the activity of municipal authorities, especially less wealthy ones, in environmental management, and to increase the activity of all municipalities in the legal protection of environmentally valuable areas and in the creation of biodiversity.Celem artykułu jest identyfikacja i ocena wybranych aktywności samorządów gminnych w zakresie zarządzania środowiskiem dla ochrony klimatu oraz sformułowanie rekomendacji dla gmin w tym zakresie. Zastosowane metody badawcze to: przegląd literatury, ilościowa analiza danych GUS w zakresie 13 wskaźników szczegółowych gmin (powiatów) dotyczących: zmian klimatu, ochrony powietrza i wód gruntowych, użytkowania gruntów, bioróżnorodności i gospodarki odpadami i analiza jakościowa. Badania dotyczą rezultatów zarządzania ochroną środowiska w gminach w różnych częściach świata oraz na terytorium polskich gmin (powiatów) o zróżnicowanej zamożności. Dokonana została analiza porównawcza aktywności zarządczej gmin (powiatów) w trzech grupach polskich samorządów: najzamożniejszych, średniozamożnych i najmniej zamożnych. Z badań wynika większa intensywności działań prośrodowiskowych wśród gmin bardziej zamożnych. Dostępne dane GUS są także niewystarczające, aby kompleksowo ocenić wieloaspektową aktywność gmin w zarządzaniu ochroną środowiska. Ważne są także aktualne priorytety władz lokalnych oraz naturalne warunki gminy wynikające z jej położenia. Rekomenduje się zwiększenie aktywności władz gmin, szczególnie mniej zamożnych, w zakresie zarządzania środowiskiem oraz zwiększenie aktywności wszystkich gmin w prawnej ochronie obszarów cennych przyrodniczo oraz w kreowaniu bioróżnorodności

Get PDFCelem niniejszej pracy jest przedstawienie wzrastającej roli sejmików ziemskich w Rzeczypospolitej Obojga Narodów na przykładzie wybranych dziedzin. Przemiany te były ściśle powiązane z kryzysem funkcjonowania całego państwa, a zwłaszcza władzy ustawodawczej – Sejmu. W drugiej połowie XVII i w pierwszej połowie XVIII wieku sejmiki przejmowały uprawnienia władzy centralnej. Złota era ich rządów przypada na drugą połowę XVII wieku, w tym czasie upowszechniło się również zbieranie sejmików z limity, co pozwoliło im na uniezależnienie się zarówno od sejmu, jak i od króla. Poszczególne ziemie/województwa coraz bardziej samodzielnie zaczęły decydować o sprawach takich, jak: wojskowość, finanse (podatki) czy polityka zagraniczna. Naturalnym następstwem tego był więc rozrost organów wykonawczych sejmików. Wszystko to prowadziło do postępującej decentralizacji państwa, która pozostawała w ścisłym związku z przejściem od demokracji szlacheckiej do oligarchii magnackiej

Get PDFThis article considers the issues that arise in translating between different languages and cultures with a focus on wordplay. Finding appropriate equivalences can be a complicated process that goes beyond linguistic limitations to cultural interpretations of meaning. Wordplay can serve as an aspect that exist as additional elements of information and a means to create a specific atmosphere within the narrative. This can often be reliant on cultural cues, especially in the case of children’s fantasy series wherein culturally specific references to folktales may be subtly interwoven into the tale using wordplay. This can then lead to complications when being translated. As such, this is a venture into how the wordplay in Harry Potter has been translated into Japanese with the intent to use this data to create a resource for students studying translation between the two languages by acknowledging the conflicting needs of clarity and amusement

Get PDFDuring the „Solidarity carnival” period, the U.S. embassy in Warsaw tried to get as much information as possible about what was really going on in Poland. In view of the initial lack of developed contacts among NSZZ activists, American diplomats attempted to contact intellectuals, people of culture, students, as well as PZPR members. Among the most important circles with which relationships were established were the Catholic clergy, mainly the hierarchical one (but not exclusively), and the lay Catholic community (primarily the KIK). During the 16 months of Solidarity’s legal existence, the Americans repeatedly met with the priests, trying to persuade them to talk at length and to characterize Polish reality frankly. These were often eager to provide answers, seeing Western diplomats not only as grateful listeners, but also as an instrument for pursuing their own political interests. In the article, the author, based on selected examples, briefly discusses these ambiguous contacts, the background and most important context of which remained „Solidarity”.W okresie „karnawału Solidarności” ambasada USA w Warszawie starała się zdobyć jak najwięcej informacji o tym, co się tak naprawdę dzieje w Polsce. Wobec początkowego braku rozwiniętych kontaktów w środowisku działaczy NSZZ, amerykańscy dyplomaci usiłowali kontaktować się z intelektualistami, ludźmi kultury, studentami, a także członkami PZPR. Do najważniejszych środowisk, z którymi nawiązywano relacje, zaliczało się duchowieństwo katolickie, głównie to hierarchicznie (ale nie tylko) oraz środowisko katolików świeckich (przede wszystkim KIK). W okresie 16 miesięcy legalnego funkcjonowania „Solidarności” Amerykanie wielokrotnie spotykali się z księżmi, próbując ich namówić na dłuższe rozmowy i szczere charakteryzowanie polskiej rzeczywistości. Ci często chętnie udzielali odpowiedzi, widząc w dyplomatach zachodnich nie tylko wdzięcznych słuchaczy, lecz także instrument realizowania własnych interesów politycznych. W artykule autor, na podstawie wybranych przykładów, w skrótowy sposób omawia te niejednoznaczne kontakty, których tłem i najważniejszym kontekstem pozostawała „Solidarność”

Get PDFHashtags constitute an indispensable part of modern social media world. As more and more hashtags are invented, it becomes a necessity to create clusters of these hashtags. Nowadays, however, the clustering alone does not help the users. They are asking for justification or expressed in the modern AI language, the clustering has to be explainable. We discuss a novel approach to hashtag explanation via a measure of similarity between hashtags based on the Graph Spectral Analysis. The application of this similarity measure may go far beyond the classical clustering task. It can be used to provide with explanations for the hashtags. In this paper we propose such a novel view of the proposed hashtag similarity measure
An indoor campus navigation system for users with disabilities
Get PDFWhile supporting navigation outside buildings is currentlywell solved through GPS-based systems, only a few solutions support indoor navigation and user positioning in large buildings. In this paper, we propose a solution to support such navigation by creating a dedicated hierarchical map of the building and associating it with the infrastructure of Bluetooth Low Energy (BLE) transmitters installed in the building. Then a user equipped with a smartphone can easily read the signals of these transmitters and, thanks to the map, can determine their position in space.We use our method in a system that supports navigation and user safety, emphasizing users with special needs, which we are implementing on our academic campus. We describe the idea, architecture, and implementation of this system
