Factores Sociodemográficos Influyentes en Uso de Anticonceptivos en Zonas Rurales de Haití (2017)
Get PDFThis study explores the sociodemographic factors associated with the use of contraceptives among married or cohabiting reproductive age women in a rural sector of Haiti in 2017, using the information extracted from demographic and health surveys. Minded variables were age, religion of division, education, fertility preference, and wealth index. It carried out a bivariate analysis performing a chi-square test to explore the relationship between selected sociodemographic factors and contraceptive use, and a binary logistic regression model to know the adjusted effects of the covariates. The results recommend efforts for increasing the level of education among the poorest community in rural areas of Haiti: education and information services are especially necessary for adolescents and young people.Este estudio explora los factores sociodemográficos asociados con el uso de anticonceptivos entre mujeres en edad reproductiva casadas o convivientes en sectores rurales de Haití en 2017, utilizando datos de encuestas demográficas y sanitarias. Las variables consideradas fueron edad, religión, educación, preferencia de fertilidad e índice de riqueza. Se realizó un análisis bivariado chi-cuadrado para explorar la relación entre factores sociodemográficos y uso de anticonceptivos, y un modelo de regresión logística binaria para conocer los efectos ajustados de las covariables. Los resultados recomiendan esfuerzos para aumentar el nivel de educación entre la comunidad de menores recursos en las zonas rurales de Haití: educación y servicios de información son especialmente necesarias para adolescentes y adulto-jóvenes
Sobre la Destrucción de Monumentos en el Eje Santiago/Providencia: Plaza Baquedano
Get PDFDuring the spring of 2019, it was often to see the destruction of monuments in demonstrations in relation to “social discontent”. Since the end of the conquest, there are no records of this type of act. Since the Social Outburst, more than two thousand monuments have had some type of impact. It is important to understand the conceptualization that current legislation gives to monuments and to answer what are the challenges for the municipality in relation to the monuments, as well as some guidelines in relation to the consideration of Plaza Italia as a social border. For a theoretical support to the problem, some principles of “deconstructionism” will be used, because the structures, institutions, and social models they constantly reinvent themselves (Hueman, 2003).Durante la primavera del 2019, fue común la destrucción de monumentos en manifestaciones ligadas al «descontento social» en Chile. Desde el fin de la conquista no hay registros de ese tipo de actos. Desde el «Estallido Social», más de dos mil monumentos resultaron con algún tipo de impacto. Es importante entender la conceptualización que la legislación vigente da a los monumentos y también responder cuáles son los desafíos para el municipio en relación con la temática de los monumentos, asimismo, algunos lineamientos en relación con la consideración de Plaza Baquedano como frontera social. Para dar un sustento teórico a la problemática se utilizarán algunos principios del «deconstruccionismo», debido a que las estructuras, instituciones y modelos sociales permanentemente se reinventan (Hueman, 2003).

Under these circumstances, I wonder the 60 years for preventing the repetition of this 50 years full of extremism and bigotry.En el trigésimo aniversario del Golpe de Estado, el ambiente hacía pensar que, pesen las tensiones, buscábamos el acuerdo. En el cuadragésimo aniversario, con la derecha en La Moneda, se defendió la libertad y se condenó la dictadura de Pinochet y las violaciones a los Derechos Humanos. Un año antes del quincuagésimo aniversario, todo indicaba estar encaminados a la moderación y el acuerdo de ambas partes. Y, sin embargo, algo se quebró: a 50 años del golpe, las reacciones del mundo político nos muestran un retroceso el cual debe ser preocupación para todos. Get PDFThis study is part of the social reintegration of homeless people. The implementation process of the first stage of the "housing with support for homeless people" program was analyzed, a model of North American origin, replicated in Chile in 2019. The objective is to analyze, classify and define the strategies carried out by the implementers. A qualitative methodology with a narrative approach was used, developing the history of how the events arose at a given time. Among the main findings, it was established that when public programs are replicated, they tend to favor rigid designs, with the use of formal or deliberate strategies prevailing over sporadic or emergent strategies.El presente estudio se enmarca en la reintegración social de las personas en situación de calle. Se analizó el proceso de implementación de la primera etapa del programa Vivienda con apoyo para personas en situación de calle, modelo de origen norteamericano, replicado en Chile el 2019. El objetivo es analizar, clasificar y definir las estrategias llevadas a cabo por los implementadores. Se utilizó una metodología cualitativa con enfoque narrativo, desarrollándose la historia de cómo surgieron los hechos en un momento determinado. Entre los hallazgos principales, se estableció que cuando los programas públicos son replicados, tienden a favorecer los diseños rígidos, prevaleciendo la utilización de estrategias formales o deliberadas por sobre las estrategias esporádicas o emergentes

Get PDFThis article applies the advocacy coalition framework to the Colombian political context, to analyze how different actors organized a collaborative work during the formulation of Decision 391/1996, Common Regime on Access to Genetic Resources of Andean Community (CAN in Spanish). It was found, because of policy decisions and impacts of intellectual property subsystem, a subsystem was created concerning the access to genetic resources and benefit sharing (ABS) which is imbedded into the intellectual property subsystem. This is consisting of public, private and transnational actors agglutinated in two advocacy coalitions: sustainable development and protection of cultural rights. The last one was led by Diana Pombo, who mobilized transnational actors and coordinated the Ad-Hoc Group of Biodiversity. This case shows the necessity of ask about the scopes of subsystem and the composition of advocacy coalitions facing the complex governance.Este artículo aplica el marco de las coaliciones de causa al contexto político colombiano para analizar cómo diferentes actores se organizaron en la formulación de la Decisión 391/1996 Régimen Común de Acceso a los Recursos Genéticos de la Comunidad Andina (CAN). Se halló que, como consecuencia de las decisiones e impactos del subsistema de propiedad intelectual, nació un Subsistema de Acceso a los Recursos Genéticos y Distribución de Beneficios (ADB), anidado en el subsistema de propiedad intelectual. Este está conformado por actores, públicos, privados y trasnacionales, aglutinados en dos coaliciones de causa: desarrollo sostenible y protección cultural. Esta última contaba con el recurso de liderazgo de Diana Pombo quien movilizó actores trasnacionales y coordinó al Grupo Ad Hoc de Biodiversidad. A 50 Años ¿Era Evitable el Golpe Militar de 1973?
Get PDFAbout the commemoration of 50 years military coup in september 11th, the reflection must focus on understanding the process that resulted in a coup of State in Chile and identifying the reasons could avoid it. In this essay, relying on various specialised perspectives in a review about the occured events between 1970 and 1973, I try to show a set of conditions whereby is necessary to diminishing the risk of impacting against the democratic stability. Among others, I observe these conditions go from the consolidation of political centre, passing through the generation of negotiation permanent instances, until the absolute negation of Armed Forces use in the involvement of actions like a coup of State.En torno a la conmemoración de los 50 años del golpe militar del 11 de septiembre, la reflexión debe centrarse en entender el proceso que derivó en un golpe de Estado en Chile e identificar las razones que pudieron evitarlo. En este ensayo, con base en distintas perspectivas especializadas en una revisión de los hechos acaecidos entre 1970 y 1973, intento mostrar un conjunto de condiciones por las cuales es necesario disminuir el riesgo de impactar contra la estabilidad democrática. Entre otras, observo que las condiciones van desde la consolidación del centro político, pasando por la generación de instancias permanentes de negociación, hasta la negación absoluta del uso de las Fuerzas Armadas en el involucramiento de acciones como un golpe de Estado

Get PDFThis article aims to analyze the performance assessment systems in the public sector from a reflective and purposeful perspective, developing a sociological and philosophical basis for a contingent and relevant issue for the entire public administration. It begins by mentioning some initial axioms and hypotheses of the matter. Then, it carries out a brief analysis from the theoretical perspective of Plato through his famous allegory of the cave and some concepts mentioned by the social biologist Humberto Maturana, using a modernization approach of the State. It concludes with recommendations about the main implications in the organizational behavior of public officials and how to address it.El presente artículo tiene por objetivo analizar los sistemas de evaluación de desempeño en el sector público, desde una mirada reflexiva y propositiva, desarrollando una base sociológica y filosófica para un tema contingente y relevante para toda la administración pública. Se parte mencionando algunos axiomas e hipótesis iniciales de la materia. Posteriormente, se realiza un breve análisis desde la perspectiva teórica de Platón a través de su famosa alegoría de la caverna y algunos conceptos mencionados por el biólogo social Humberto Maturana, utilizando un enfoque de modernización del Estado. Se concluye con recomendaciones acerca de las principales implicancias en el comportamiento organizacional de los funcionarios públicos y cómo abordar
