    Digital Diplomacy in Sub-Saharan Africa: A Review

    Digital diplomacy is becoming the dominant form globally. Africa, being part of the era of globalization, needs to embrace new technologies. However, African digital diplomacy faces various challenges like inadequate infrastructure, lack of expertise in new technologies, restrictive regulations, anonymity concerns, and more. Consequently, with the increasing use of digital tools, Africa is encountering a rise in cybersecurity risks such as hacking, online scams, and misinformation campaigns. Insufficient cybersecurity measures and limited capabilities to tackle these issues expose African nations to cyber threats. While the objectives of the research paper are to explore the opportunities digital diplomacy presents in Sub-Saharan African State and investigate the challenges of digital diplomacy in Sub-Saharan African State, the study utilised a qualitative research method drawing from secondary sources and document analysis. Subsequently, the gathered information undergoes thematic analysis. The study finds that, digital diplomacy presents a myriad of prospects and potentials as a result of the surge in internet and social media utilization in Sub Sahara Africa, coupled with enhanced mobile connectivity and accessibility to smartphones. Similarly, as emerging technology offers numerous advantages to digital diplomacy in Sub Sahara Africa, yet it also presents numerous drawbacks. The study recommends investment in digital infrastructure, prioritizing high-speed internet access and reliable communication networks, promoting digital literary, and leveraging social media platforms to enhance digital diplomacy in Sub-Sharan African

    Digital technology plays an essential role in driving change, especially in developing nations like Nigeria. Its recent surge globally, including in Nigeria, has profoundly impacted various facets of society, such as economies, governments, and civil societies. This transformation, characterized by its speed and profound consequences, necessitates a comprehensive understanding and intentional, inclusive design to ensure equitable participation. This transformation is crucial for achieving the United Nations Sustainable Development Goals (UNSDGs). In Nigeria, digital transformation can reduce emissions through energy efficiency, the adoption low-emission technologies, and the creation of new market opportunities. However, it raises sustainability concerns such as the use of rare material, inequalities in technology access, and employment opportunities. It intersects with global environmental challenges like climate change, waste management and environmental pollution. The aim of this study is to review issues and challenges hindering digital transformation in achieving multiple SDGs, focusing on Nigeria. This study made use of secondary data and adopted content analysis by reviewing existing literature to ascertain the interaction between digital transformation and sustainable development. Findings highlight digital technology\u27s transformative potential in economies, governance, and the environment, aiding emission reduction and creating market opportunities. The study recommends strategic digital frameworks prioritizing inclusivity and sustainability to reshape Nigeria\u27s approach to achieving the UNSDGs

    Artificial Intelligence Arbitration: A Comparison of the United States of America and Nigeria

    The intricate relationship between law and technology highlights the profound impact technology has on legal systems and practices. As advancements in technology continue to reshape societies, the legal field faces new challenges and opportunities. Specifically, this relationship is exemplified in the proposed integration of Artificial Intelligence (AI) and arbitration, giving rise to Artificial Intelligence Arbitration (AIA). AI which is a disruptive technology has emerged as a transformative force in various industries, including the field of dispute resolution, with impact on the conduct of arbitral proceedings in the United States of America. This study was carried out using the doctrinal research methodology. The doctrinal research methodology is a library-based research with focus into legal doctrine and how it was created and used. This method differs from other techniques. It studies the law as a documented set of principles that can be determined and analyzed using only legal sources. This study revealed that the Federal Arbitration Act (FAA), which is the principal legislation on arbitration in America, does not make explicit and direct provisions on the use of AI in arbitration. Furthermore, the study showed that AI has certain technological tools which could be of great advantage to the conduct of arbitral proceedings. This study recommends that the FAA of the United State of America should be amended to reflect clear and express provisions on AIA in America. More so, AI assistive roles should be accommodated as a viable tool in guaranteeing the efficiency of arbitral proceedings.     Comparative Analysis of Nigerian and California Sexual Offender Registration System

    The high rate of sexual violence in Nigeria sparked uneasiness and crossness in the country prompting the enactment of Violence against Persons (Prohibition) Act (VAPP Act), 2015. The VAP Act 2015 stipulates stiff penalties and requires the registration of sexual offenders ostensibly to name and shame offenders of these filthy crimes which often leave their victims traumatised. This article, impelled by the yearnings to interrogate the very essence of sexual offender registration, employed doctrinal research methodology in comparatively analysing sexual offender registration system in Nigeria and California. The finding of this article reveals the shortcomings and fluidity of the Nigerian sexual offender registration system and proffered suggestions for law review including elevating Nigeria sexual offender registration system to be a protective measure and entrench public safety in the treatment of sex offenders

    Emotional Intelligence and Service Quality by Library Personnel in Colleges of Agriculture in Oyo State, Nigeria

    The need to increase library use through effective service quality may be achieved throughexamining the interplay of emotional intelligence and service quality in libraries. It is againstthis backdrop that this study investigates the influence of emotional intelligence on servicequality, especially in colleges of agriculture in Oyo State, Nigeria. The survey design of thecorrelational type was adopted. The population of this study was library personnel (27) andHigher National Diploma students (1,846) in colleges of agriculture in Oyo State. Totalenumeration was used for the library personnel while 10% proportional sample size was usedfor the student (185). Questionnaire was the instrument used. The data were analyzed usingdescriptive statistics, Pearson product moment correlation and Multiple regression at 0.05 levelof significance. The study found highly positive perspectives of levels of service quality =2.4)among the indicators. There is high level of emotional intelligence of library personnel incolleges of agriculture in Oyo State, Nigeria and the prominent was Self-awareness ( =3.4).The study however found that emotional intelligence (r=.028) demonstrated no significantimpact on library service quality. It was concluded that library services in education requiressome level of emotional intelligence even when this is not obvious to those concerned. Thus,the institution and library management should develop interventions to empower librarypersonnel toward mastering self-awareness to enhance library service quality

    The Audited Financial Reports place value and credibility on financial statements before theinterested users. This paper, therefore, investigates the effect of audit characteristics on thefinancial reporting quality of listed pharmaceutical firms in Nigeria. Samples were obtained for aperiod of 10 years (2012-2021) from listed pharmaceutical firms in Nigeria. The study employed,auditor’s independence, audit fees, audit firm size, and auditor’s tenure to measure the auditcharacteristics as an independent variable while financial reporting quality was measured in linewith IFRS disclosure checklist. The purposive sampling technique was used to select 7 listedpharmaceutical companies on the Nigerian Exchange Group (NEG) market. Data for the study wasextracted from the annual reports and accounts of the sampled companies from 2012 to 2021 andanalyzed using descriptive and regression analysis. Specifically, to examine the cause-effectrelationships between the dependent variables and independent variables as well as to test theformulated hypotheses, the study used a panel hierarchical regression analysis. The studyconcludes that an increase in the engagement of an auditor on only audit services by the listedpharmaceutical firms will insignificantly decrease financial reporting quality during the periodunder study. It also concludes that an increase in the amount paid to the auditor for auditengagement will significantly decrease financial reporting quality during the period under study.At the same time, engaging the services of big4 auditors will significantly decrease financialreporting quality during the period under study. Finally, it was concluded that engaging theservices of auditors for over 5 years will significantly decrease financial reporting quality duringthe period under study. Based on the findings of this study, it was carefully recommended thatconsidering the competition among Nigerian audit firms, managers and partners of audit firms canform specialized teams to increase the quality of financial reporting.     Self Concept and Job Satisfaction of Office Information Managers in Private Universities in Ibadan, Oyo State, Nigeria

    The interplay between self-concept and job satisfaction among office information managerswarrants significant attention due to its potential implications for individual well-being andorganizational effectiveness. This study, examined the influence of self-concept on jobsatisfaction of office information managers in Private Universities, Ibadan, Oyo State. Thestudy is a survey. The populations consist of 130 office information managers from sixprivate universities in Ibadan. Total enumeration was used to sample all the 130respondents. Data was collected using questionnaire. The data collected was analyzed usingboth descriptive and inferential statistics. The study found a very high job satisfaction level(Mean=3.9) and amoderate self-concept (Mean=2.7) among respondents. The test ofhypothesis showed that self-concept has no significant influence on job satisfaction (Adj.R2=0.026, F(1,103)=2.699, p=.103b). The study concluded that by shedding light on thesedynamics, this article provides valuable insights for organizational leaders, human resourcepractitioners, and office information managers themselves, enabling them to leverage self-concept principles to cultivate a fulfilling and rewarding work experience. It thereforerecommends Universities should encourage self-awareness and self-development amongoffice information managers. Providing opportunities for personal and professional growth,mentorship programs, and self-confidence-building initiatives can help strengthen their self-concep

    This paper examines the influence of social media on the growth and success of small businessowners in Nigeria. The paper anchored the opportunity based theory and evaluation theory, andalso reviewed several literature on the subject matter, and it found out that social media enablescompanies to achieve a better understanding of customer needs in order to build and fostereffective relationships. The foundation of any business is the customer, therefore social networkingprovides small businesses with multiple opportunities to build closer and more profitablerelationships with customers. The findings reveal that social media plays a pivotal role inenhancing the visibility, reach, and competitiveness of small businesses in Nigeria. Findings alsoreveal that social media has pushed business towards E-commerce use, enabled business tocommunicate open and clear messages hence led to more creativity in advertising and personalselling when meeting customer’s needs.     Individual Characteristics as Predictors of Motivation to Use Digital Library among Polytechnic Student in Ondo State, Nigeria

    Digital libraries offer a lot of advantages for students and this explains why many tertiaryinstitutions including polytechnics in Nigeria have invested in creating various digital libraries.However, many of the libraries often experienced low patronage as students are more inclined touse other source of digital information. In line with this, the study examines the influence ofindividual characteristics on the motivation to use digital library among polytechnic student inOndo State, Nigeria. The study adopted the descriptive survey research with the populationincluding 13,407students from two government owned polytechnic in Ondo State. Multistagesampling procedure was followed to select 375 students as sample. A structured questionnaire wasused for data collection. The data was analyzed using both inferential and descriptive statistics.The results show that individual characteristics (Adj. R2 = 0. 244, p<0.05) has significant but weakinfluence on the motivation to use digital library among polytechnic student in Ondo State. Thestudy concluded that the adoption and use of digital libraries underscores the importance of usersatisfaction and engagement. It was therefore recommended that polytechnic libraries shouldprovide comprehensive training on how to effectively use digital libraries

    Safety Culture as a Predictor of Job Satisfaction among Secretaries in ICT Polytechnics, Ogun State, Nigeria

    Employee’s job satisfaction is pivotal for job performance and overall achievement of theorganizational goals, aims and essence of existence failure of which may result in eventualextinction from the competitive front. Several studies have been carried out to find out the possiblefactors that influences job satisfaction. This study aimed at finding out the influence of officesafety culture on job satisfaction. A descriptive survey design was adopted. The populationcomprises of 186 secretaries in ICT Polytechnics, Ogun State. The study adopted a descriptivesurvey design. The instrument for data collection was questionnaire. The empirical data wasanalyzed using descriptive statistics, the hypothesis were tested using simple linear regression. Thestudy found a moderately high level (Mean=3.5)Job satisfaction among secretaries. A moderatelevel of office safety culture (Mean=3.1) was found, which means there is need for improvementin the safety culture of the study area (employees).The test of hypothesis revealed thatoffice safetyculture(R = 0.510, p<0.05) have significant positive influence on job satisfaction.The studyrecommends that institution of higher learning should consider advancement intosafetyprogrammes that will facilitate a smooth running, healthy and safe workspac
