Revitalizing Nigeria: Imperative Restructuring for Inclusive Federalism
This paper delves into the urgent need for restructuring Nigeria's political framework, emphasizing inclusivity
across its diverse geopolitical zones. Examining the historical backdrop and inherent imbalances stemming from
the colonial legacy, it scrutinizes the calls for fiscal federalism to rectify disparities. It assesses the challenges
within the Nigerian federal arrangement, emphasizing the interconnectedness of corruption, elite exploitation,
and the shortcomings of a rent-collecting state. While advocating for restructuring as a solution, the paper
underscores the indispensability of transformative leadership to ensure meaningful progress beyond the benefits

SOLUTION OF A LARGE EVD COMPARTMENTAL MODEL SYSTEM USING HOMOTOPY PERTURBATION METHOD
Ebola Virus Disease is a disease (EVD) that is endemic for a long time now as we keep getting information
continually of its recent activities in some parts of the world. The 2014 Ebola outbreak brought about the interest of
researchers in the area of the disease. This present research presents a large eighteen compartments dynamic equation of Ebola Virus Disease with control measures. We applied the Homotopy Perturbation Method (HPM) technique to
determine an approximate (analytic) solution of the model. HPM produced a solution that is close (converges) to the exact value. This work has been able to show that a large eighteen compartmental EVD model equation can be solved using HPM which has not been shown before in literature
ETHNOMATHEMATICS AND CONCEPT OF ZERO IN IGBO TRADITIONAL NUMERACY
As the trend of natural phenomena appears unscriptible the chart of ways of humankind becomes incomprehensible. But with the encompass of this dimensionless chart, only one thing remained comprehensible and that is the fact that the paths of man is to pursue good, face it and avoid evil (Natural principle: Bonum facendum et procequendum et malum vitandum). The pursuance of this good goal is not always smooth and safe. Hence the ingress is through naked and bare, the progress is through trouble and care, while the egress yet to come will be and nobody knows when (known, unknown theory). But we are sure of its mathematical conclusions that if we do well here we will do well there. We are also sure that whatever a person ardently conceives and believes, that will the person achieve. We are also sure that there is no true progress without problems, no palm has been enjoyed without pains, no glory has been praised without the pressure of gall, no throne has ever been attained without a thorn and no crown has ever been achieved without a rosy cross. As a matter of fact, this old adage, nihi mutaribus dato sine laboure (nothing without labour) suffices.
When somebody gives a little bit of something to others, and others give a little bit of it, then a compromise is struck. This compromise is the hallmark of a progressive society which every professor wishes to observe, engineer and encourage. When this compromise settles a score of social conflict be it in education, politics or economics, then the professor can then raise his or her hands up and shout like Archimedes Eureka! Eureka!! Eureka!!! (I found it). Today, as a professor I thank God, I have found it. Inquirers may ask, found what? But active observers would reply that PROF. NDIDI OZOFOR has found happiness in some aspects of the teaching, learning and reducing mathematics abstractions into concrete evidence for a proper growth of man. From 2009 I have been working in the University, I served, and am still serving as a mathematics and statistics clinic to different people at different levels
The Eagle Soars: Speech of the Founding Vice Chancellor
would like to welcome each of you, on behalf of the senate, staff and students
of our university to this 11th Convocation. In a country with pulsating
insecurity and a monstrous debt burden with the consequent economic
pauperization of the masses, resulting in an unprecedented Japa Syndrome, I
cannot take your presence on this occasion for granted. In spite of the socio-
economic hiccups in our country a good number of us still believe that God is
completely in control of our life and so believe in the future & quot; even though we
cannot discern its shape & quot;.
Distinguished ladies and gentlemen, in the first convocation speech in 2013,I
concluded my speech with the imagery of an eagle. I love the flying capabilities
of the eagle, its height and the gracefulness of its mind-blowing flight inspiring
a new audacity of imagination. This explains why in my ceaseless reflection and
philosophizing on our university, this imagery never disappears from the
landscape of my mind. The eagle (our beloved university) has indeed taken off,
soaring gracefully higher in a most fascinating fashion. I would like to take you
on board now to watch the enthralling flight of this eagle since our last
convocation

FUNCTIONAL EDUCATIONAL MANAGEMENT AND CHALLENGES OF DEMOCRACY
Education is the process of training man to fulfill the purpose of his creation by exercising all
the faculties to the fullest extent as a member of the society (Aristotle). Education is not just
about training, but an investment that requires good management. This reinforces the concept
of educational management as a tool that inspires better democracy and equitable democratic
values. Man as a social being, structured on interactive reactions require for its existence the
realities of democratic management. The need for care, for protection and growth upholds the
acceptable statement that I „am‟ because the other „is‟. The instrumental and circumstantial
evidence of this truth for the growth of each other impels democratic educational
management. In management, education is democratized
