    Strategic Management Model for Legal Entity State Universities Toward a World Class University (WCU) Through a Strategic Intelligence Approach

    Background: In the present era of global industrialization, universities are facing an increasing challenge to nurture human resources that are capable of thriving and excelling in global competition. Universitas Sumatera Utara (USU) serves as one of the largest universities in Indonesia and is counted among the 16 Legal Entity State Universities (LESU). As part of the strategic plan outlined by the relevant ministry, there is a priority program that encourages Indonesian universities to achieve the World Class University (WCU) predicate. This scenario necessitates an enhancement of academic reputation Internationally.   Method: An explanatory with a quantitative approach was used, and the data were analyzed using Structural Equation Models (SEM).   Results: Consequently, the result showed that strategic intelligence significantly and positively played a role in accelerating the influence of strategic management on the performance of the university in achieving WCU predicate. Typically, strategic management consists of strategy formulation, implementation, evaluation, and control.   Conclusion: Strategic intelligence, including the upstream system, input quality, leadership system quality, and sound policy guidance, could be recommended as an appropriate approach to strengthen the capacity and expedite the achievement of USU's targets for the WCU predicate

    Background: The field of education is witnessing an increasing recognition of the pivotal roles played by arts teachers in fostering creativity and shaping students' learning experiences. Within this context, understanding the predictive factors influencing arts teachers' professional development is crucial for educational enhancement.   Objective: This study aims to explore the predictive relationships between arts teachers' professional quality, creative style orientation, and their subsequent professional development. By delving into these aspects, the research seeks to provide valuable insights into the dynamics influencing the growth and progression of arts educators.   Method: A comprehensive research methodology involving surveys and assessments was employed to gather data from a diverse sample of arts teachers. Measures of professional quality and creative style orientation were utilized, and their correlation with subsequent professional development outcomes was analyzed.   Results: The findings reveal significant correlations between arts teachers' professional quality, creative style orientation, and the trajectory of their professional development. A nuanced understanding of how these factors interplay contributes to a more holistic view of the dynamics shaping the career advancement of arts educators.   Conclusion: In conclusion, this study underscores the importance of arts teachers' professional quality and creative style orientation as predictive indicators of their professional development. The insights derived from this research can inform targeted interventions and support systems aimed at enhancing the overall effectiveness and job satisfaction of arts educators

    Background: In response to the challenges posed by the information economy, Chinese education, like many other global educational institutions, has undergone significant changes. The economic expansion and educational progress in China have led to an improvement in the country's overall educational standards. However, the economic disparities between the eastern and western regions have resulted in lower living standards in the western part of the country. Notably, there are substantial differences in economic and educational growth between the eastern and western regions, with the eastern region experiencing rapid expansion, while the western sector lags behind, particularly in the realm of university education.   Objective: This review explores teaching beliefs, efficacy, innovation, and organizational atmosphere in Western China Universities, aiming to understand the dynamics in the context of regional economic and educational disparities.   Method: Recent research in China on teaching beliefs and related aspects is emerging. Scholars emphasize adopting progressive educational values aligned with contemporary society's complexity. The study aligns with the pedagogical shift towards student activation through methods like inquiry-based and collaborative learning.   Results & Conclusion: The review emphasizes disparities between eastern and western China, highlighting the crucial role of positive teaching elements in enhancing outcomes in Western China Universities. Recommendations include addressing economic and educational gaps and adopting progressive educational values for better alignment with societal needs

    Introduction: This study aims to explore the impact of counselor competencies on work performance, specifically focusing on the provision of academic and personal development support to college students. The research process involved a systematic review of academic databases, including ERIC, JSTOR, and ProQuest, using search terms such as competency, job performance, college counselors, and education management.   Theoretical Framework: The study emphasizes the importance of counselor competencies in determining job performance. Counselors excelling in crisis intervention, career counseling, active listening, and interpersonal skills tend to perform better, effectively addressing students' needs and guiding them in academic and personal development.   Methodology: Academic databases and publications were systematically reviewed to ensure the retrieval of relevant and recent material. Strict selection criteria were applied to guarantee the caliber and applicability of chosen sources.   Results: The findings underscore the significance of counselor competencies in enhancing job performance. Counselors proficient in key areas exhibit effective interaction with students, catering to their needs, and fostering academic and personal development.   Conclusion: The study highlights the need to prioritize the evaluation and improvement of counselor competencies. Tailoring counselor training programs to enhance critical abilities can benefit educational institutions, ensuring better support for students' academic and personal growth

    Objective: This research aims to determine the perspective based on the study of the classic book Adabul Islam Fii Nidzomil Usroh regarding the practice of polygamy where polygamy is a form of marriage that has become controversial in society because it is considered a form of oppression against women. Apart from that, some people consider Islam to be the precursor to polygamy which already existed before, even though polygamy does not only occur in Islam.   Methods: The type of research carried out by researchers is library research which is presented qualitatively. The data collection technique used is documentation of relevant library materials.   Result: The results of the research state that because there are more women than men, to maintain balance the practice of polygamy is permitted, but polygamy is limited to a maximum of four women. However, there are things that must be paid attention to to determine whether the phenomenon of polygamy is halal or haram to practice.   Conclusion: This research concludes that: 1) polygamy in Islamic law is permitted, provided that you must pay attention to several predetermined rules and procedures; 2) in Sayyid Muhammad's view, there are two laws for polygamy; 3) In Sayyid Muhammad's view, another law is that polygamy is permissible and the method of polygamy is open to both men for the benefit of women. It is also haram if a polygamist tends to commit crimes against women or hurt them because of hatred

    A Proposal to Address Problem of Non-Compliance With The World Trade Organization Dispute Settlement Body Rulings

    Objective: This study aims to analyze the problems of non-compliance with several of the rulings of the Dispute Settlement Body of the World Trade Organization and how to overcome the problem to increase the effectiveness of the WTO Law.   Methods: This research is normative legal research. The study uses secondary data consisting of primary and secondary legal materials. The data were analyzed by using qualitative method, and conclusions are drawn by deductive method.   Result: Some of the WTO DSB rulings have status the compliance proceedings is completed with findings of non-compliance. It meant that some of the WTO DSB rulings were not implemented. This could result in decreased the compliance with the WTO Law and further to hamper the achievement of the WTO objectives.    Conclusion: The weakness of the enforcement measures led to non-compliance with some of the DSB WTO rulings. This paper proposes to strengthen the enforcement mechanism to overcome the problem of non-compliance with the WTO DSB rulings through the application of monetary compensation sanctions, temporary prohibition to make complaints and the establishment of WTO DSB rulings enforcement body. An effective WTO law enforcement mechanism was needed to increase international trade and World economic growth, so it was important in achieving the development program goals, including the Sustainable Development Goals

    A Representation of Eco-Theology in Toba Batak Society, Indonesia

    Objective: The Toba Batak people in Indonesia have poems that tell about their belief in the natural environment. Sitor Situmorang is a great Indonesian poet from Batak Toba. This study aims to represent the eco-theology of the Toba Batak community as stated in the mystical poems of Sitor Situmorang.   Method: This research is qualitative research using ethnographic approaches and interactive models for data analysis techniques. Qualitative research focuses on an in-depth understanding of human behavior, beliefs, and interactions, often by gathering rich narrative details. The ethnographic approach involves researchers who dive directly into the community or context under study to observe and interpret cultural phenomena. Interactive models in data analysis techniques refer to the continuous cycle of data collection, analysis, and interpretation to refine theory and understanding iteratively.   Results: The results showed that the natural environment is believed to be controlled by Debata Mulajadi Nabolon and Si Boru Deakparujar (God of Earth, Land, Forest) who taught their descendants to care for the earth and its contents. The Toba Batak people consider land, water, and forests inseparable from human life. Sitor Situmorang's mystical poems became transformative literature used to explore awareness of the natural environment through an ecological vision of human existence in harmony with nature.   Conclusions: The belief of the Toba Batak people in Debata Mulajadi Nabolon and Si Boru Deakparujar influenced their views on the importance of maintaining harmony with nature. The mystical poems of Sitor Situmorang are recognized as literary works that play a role in making people aware of the importance of ecological vision and human survival side by side with nature

    Policy Evaluation of the Land Registration System in Malang City

    Purpose: This research aims to discover, explain, and analyze the phenomenon under investigation in-depth, which is related to the land publication system in Malang City. This research employs a qualitative approach and is conducted at the Malang City Land Office, involving various parties directly engaged in the land registration process.   Theoretical Framework: Land registration plays an essential role in the social structure, with various countries adopting different registration systems, such as positive and negative publication systems. The positive system establishes land registry data as incontrovertible evidence, providing legal protection even if the data may not be accurate, while the negative system, practiced in Indonesia, does not guarantee absolute legal protection by the government to landowners (Chekole et al., 2020; El-Hallaq & Eid, 2020; Rubasinghe, 2010; Van der Molen & Tuladhar, 2006).   Method: Primary data is obtained through interviews with various informants, including Land Office employees, legal practitioners, community leaders, and the general public. Secondary data is derived from documents, ministerial regulations, government regulations, as well as archives of the Malang City Land Office, accessible both offline and online. Data collection involves the researcher, interview guidelines, and other supporting tools.   Result: The research findings indicate that the policy evaluation of the land publication system aims to achieve legal certainty, which has not been fully realized.   Conclusion: The main issues include disputes over land ownership between land buyers and original landowners. Furthermore, the implementation of programs and activities within the land publication system has not reached its full potential. The current land publication system requires evaluation, focusing on effectiveness, efficiency, sufficiency, equity, responsiveness, and accuracy. There is insufficient legal protection for land certificate holders, leading to recurring agrarian conflicts every year. Additionally, in this positive-leaning negative publication system, certificates possess only relative strength, rather than absolute authority

    Abstract Purpose: This research seeks to discover the role played by innovative media leadership in driving sustainable development. This paper analyzes and identifies innovative strategies used by media leaders to promote sustainable development and assesses their impact on sustainable development outcomes.   Design/methodology/data analysis: This research will utilize a qualitative research design, specifically a literature review, to explore the role of innovative media leadership in driving sustainable development. The literature review will involve a systematic search and analysis of relevant academic articles, reports, and case studies on the topic. The study will employ a critical appraisal of the literature to evaluate the quality and relevance of the selected sources. This will involve an assessment of the methodology, sample size, and data collection methods used in the studies, among other criteria.   Findings: According to the study's findings, innovative media leadership plays a crucial role in promoting awareness and engagement around sustainable development issues through the use of social media platforms, blogs, and other online channels. Also, innovative media leadership can enhance the visibility and credibility of sustainable development initiatives and organizations by leveraging their online presence and engagement with stakeholders.   Originality/value: The findings of this study have significant implications for the field of sustainable development and media leadership. The study suggests that innovative media leadership is essential for promoting sustainable development practices, particularly in the context of rapidly evolving digital communication technologies.   Practical implications: The findings of this study will be of interest to media organizations, policymakers, and other stakeholders interested in promoting sustainable development and advancing the role of media in achieving sustainable development goals

    The Effect of Workload on Work Productivity Through Job Stress in Air Traffic Controller (ATC) Employees at Makassar International Airport Sultan Hasanuddin Makassar

    Objective: Air Traffic Controller (ATC) is one of the professions that has a high level of stress due to the very heavy burden of PLLU job responsibilities that risk the lives of airplane passengers and all flight crews. Work stress for ATC officers must be avoided because it can affect personal health and productivity at work. ATC officers require a lot of focus and energy that should be balanced with a lot of human resources as well.   Method: This research design is cross-sectional, namely observational research design with a sample size of 65 Air Traffic Controller (ATC) employees selected by proportional random sampling. The SPSS program was used to process data univariately and the Smart PLS program was used to process data bivariately and multivariately using path analysis.   Results: Then, the results showed that there was an effect of tenure on work stress (p=0.025), workload on work stress (p=0.00), age on work productivity (p=0.01), the effect of workload on work productivity (p=0.016), while there was no effect of age on work stress (p=0.22), tenure on work productivity (p=0.692), work stress on work productivity (p=0.46). Based on the intervening test, the indirect effect of age on work productivity through work stress (p=0.6530), the indirect effect of tenure on work productivity through work stress (p=0.542) and the indirect effect of workload on work productivity through stress is (p=0.461).   Conclusion: Age, tenure and workload have a direct and indirect effect on work productivity, while the variables of age on productivity through work stress, tenure on productivity through work stress, and workload on productivity through work stress have no direct effect. Implication of the research: This research can help Air Traffic Controller employees by educating them about the causes of heavy workload and work stress resulting in decreased work productivity.   Originality: This journal presents a study of age, tenure and workload, on work productivity through work stress in Air Traffic Controller employees at Sultan Hasanuddin International Airport Makassar. Previous work stress studies only used questionnaire measuring instruments, so in this study the use of questionnaires was replaced by measuring instruments Cocorometer. This study discusses the effect of age, tenure and workload, on work productivity through work stress. The findings explain the effect of age on work productivity, tenure on stress, workload on stress, and workload on work productivity
