Public library at Valasaravakkam Chennai
To read is to perceive and to perceive is to be free. The thesis understands ‘reading’ beyond words, as something that provides a choice to interpret for the reader. This choice is decided by his/ her cognitive capabilities and understanding of what they perceive. Reading has become an involuntary means of communication with the evolution of symbols. However, historically the term has gained most acquaintance with books/ text. Thus, libraries were brought into existence. With the industrial revolution and the mass accessibility of books, the existence of libraries gained significance. They became places of power, identity and landmarks - adding value to the image of a city. With the evolution of the book, libraries evolved too with respect to its architecture, what it stands for and how it exists. This is reflected in the constantly evolving culture of reading. In today’s digital era, where accessibility to information has been made domestic and the reign of the internet dominates the information scenario, libraries are being seen as a dead concept. Thus, the thesis aims to enquire the very understanding of what it meant to have had a culture of reading and how can a library revive it. The modern library should exist beyond its primitive functions as a repository to redefine the role it plays in the public realm; Exploring ideologies that invite a co-learning environment which would not only emphasize collaboration across disciplines but also adheres towards social harmony. The library of today has been saturated by our conventional understanding of the space. However, the questions of tomorrow have answers from the past. To understand the greater significance of public libraries, case studies across time have been studied to understand architectural evolutions of the space and its impact on the culture of reading. The thesis attempts to revive libraries from a place of information to a place of wisdom. Embracing a multifunctional approach, the design attempts to blend different aspects of a public space that appreciates the culture of reading with an intent of creating spaces for discussions and forums that contribute towards a collaborative and co-learning environment. Rapid urbanization and migration result in urban sprawl, an increase in housing and infrastructure demand, and cause an increase in the city's overall density. The urban fabric and infrastructure of cities are impacted by variations in population density. Various cities and states have distinct building bye-laws, rules, and organization tools to assure that this process is effective and structured. (Like land use, TOD, RERA, Slum Clearance, Periphery -Control, form-based code, etc.) Together, these rules define the city's urban form, architectural style, and land usage. Municipalities use various tools to control population density and restrict unplanned urban expansion. These tools govern parameters such as ground coverage, building height, building density, land use, amenities, infrastructure, and architectural design and construction features. They define the amount of built-up area that can be created on a piece of land as well as the kinds of uses that are allowed there. Similarly, certain cities limit the supply of built-up areas by restricting tall structures. These tools shape the city's response to urbanization i.e., sprawl or compactness. In developed nations, the concept of the compact city is incorporated into urban planning strategies to make the best use of available space while minimizing sprawl, strengthening reliance on public transportation, improving infrastructure, and fostering a lively urban environment. However, it is uncertain whether an already densely populated city in a developing country like India would benefit from a compact urban fabric. Assessing the urban morphology and compactness of cities has become crucial to understand the spatial urban structure and taking appropriate measures for sustainable urban development. This study examined several criteria and dimensions for measuring compactness and its relationship with development control tools. The research investigated the implementation and effectiveness of various development control tools such as the Local Area Plan, Development Plan, and TOD policy. Specifically focusing on Ahmedabad, this study is critically analyze the specific parameters of development control regulations. To gain insights into the compactness of the city and evaluated its urban morphology, five designated areas measuring 2 km x 2 km each were selected as case study sites. A comprehensive assessment of land use patterns, urban and built forms, as well as public realm, was conducted within these areas.
This analysis aimed to provide a deeper understanding of the city's compactness and its impact on urban development. Also, the study has identified the implementation and violation gap in development control tools from the perspective of various stakeholders. Through analysis, this research examined the correlation between compactness and the utilization of development control tools. The study has identified the development control tools that are intended to facilitate compact urban development through the implementation of policies and regulations, including higher FSI, TOZ, TOD, and others. However, the actual development on the ground does not align with the envisioned outcomes outlined in the development plan. Based on this finding, the study proposed policy-level interventions to foster a transformation in the existing urban morphology. The objective is to create a high-density, high-rise urban environment that is well-connected to public transportation, equipped with adequate infrastructure, and characterized by pedestrian-friendly streets and abundant green spaces. These interventions are crucial to accommodate the high population density of the city while ensuring a sustainable and liveable urban environment. Additionally, it emphasized the importance of considering various parameters in the formulation of the upcoming development plan.

Water infrastructure has always been an integral part of mainstream Architecture in India. These structures are magnificent, ingeniously conceived structures. The ambiguity of these water monuments is fascinating, they are sacred sites and places of worship. But, at the same time secular and catering to the needs of people. They are intrinsically nestled into socio – economic fabric. Traditional stepped tank was designed to serve as an interface for humans to connect with the divine, maintain ecological cycle by rainwater harvesting along with acting as a flood control system and provide essential services to the community. Apart from the sanctity attached to them, these ponds help in recharging ground water and played an important role in socio – religious aspects. Kalyani’s (Temple Tank) and Katte’s (Platform with Peepal tree and Serpent stones) are places for communal gathering they have social, cultural, ecological and recreational attributes. These community spaces are where people discover the value and benefits of public life, places for social activities and maturing of culture itself, they play a vital role in the social life of communities. They are the breathing spaces of the city, a shared resource in which experiences, values and collective memory are created. Culture is reflected in its built form and the activities performed and tradition is continued through the blending of spaces and people. Lakes, Kalyani’s, Open wells and Sluice gates are some of the interesting structures that form a part of Bengaluru’s rich cultural heritage with religious places, festivals, community activities and significant personalities from the city give the Kalyani’s a unique architecture, cultural and social significance. Urban Flooding and water crisis has been a recent phenomenon in all the major metropolitan cities of India. The issues concerning are standalone Kalyani’s have disappeared; Kalyani’s have become sites for dumping debris and garbage, Rapid Urbanization led to demolishing of these tanks and cut off the aquifers that fed the Kalyani’s, Indiscriminate borewell digging and encroachment has rendered these Kalyani’s useless. Reviving these water infrastructures will help in overcoming water crisis and also help in conserving the cultural traditions of Bengaluru and these structures will become an important cultural resource to the city

Water, Sanitation and Hygiene (WASH) and Solid Waste Management (SWM) are basic services essential to create clean cities and crucial determinants of a city’s health, livability, social and economic development. Listed as major components for achievement under the Sustainable Development Goals, access to safe and adequate WASH and SWM facilities is also linked with gender equality, nutrition, and child development along with health, environment, and economic benefits. The thesis aims to understand the municipal budgetary decisions with regard to WASH and SWM infrastructure, comparing budgets and service levels of infrastructure in Kochi Municipal Corporation (KMC), Thripunithura Municipality and Maradu Municipality. One of the first smart cities in the nation, Kochi Municipal Corporation showed poor performance in Solid Waste Management, Sanitation, water, and wastewater components of the Municipal Performance Index 2020. The city has also consistently ranked poorly in the Swachh Survekshan ranking, placing 298th in the country in 2022. The sewerage network covers a meager 5 % of the city area and the Corporation has been fined Rs 100 crore by NGT, for mismanagement of waste at Brahmapuram, the city’s waste dumping yard, following the recent fire outbreak. Increasing pollution of the water bodies positions both the citizens and the environment at risk. Both the Municipalities fare even worse in comparison to KMC with regards to the quality of infrastructure Thripunithura Municipality lacks an effective waste management system and Maradu Municipality suffers a water supply shortage. Neither of the Municipalities has a sanitation network or a treatment plant. With the 74th CAA decentralizing powers and responsibilities including urban planning, provision of infrastructure for drinking water, sanitation, and waste management to local Governments, municipal finances play a significant role in streamlining infrastructure financing. Weak finances result in poor basic services. A budget trend analysis observed increasing investment, poor service levels of existing infrastructure and inadequate financing from own revenue sources. The Capital fund distribution between ULBs does not correspond to the infrastructure requirement. The thesis aims to provide innovative policy recommendations to maximize service delivery by enhancing the financial efficiency of Urban Local Bodies
