საქართველო, როგორც ევროპის საინტეგრაციო ზონის შემადგენელი ნაწილი
Nothing is amazing in Georgia’s strong desire to
be allowed to enter the EU and NATO. Indeed, Georgia
has always been a part of integrated Europe, while
European alliance itself has been shaped differently
throughout history, e.g. Greek and Roman Europe,
Byzantine “Commonwealth”, etc. The above issues are
narrated below
საქართველოს ალექსანდრე ჯავახიშვილის სახელობის გეოგრაფიული საზოგადოების შრომები
აბსტრაქტი. ფიტონიმთა ლათინურ სამეცნიერო სახელებში მცენარეთა სახეობების აღმნიშვნელი
ეპითეტის საწარმოებლად ხშირად გამოიყენება იმ გეოგრაფიული ობიექტის სახელი,სადაც
ხარობს ან საიდანაც წარმოიშვა მცენარე. ლათინური სამეცნიერო ტერმინების სხვა ენებზე
თარგმანისას ერთი და იგივე ეპითეტი შეიძლება ითარგმნოს სხვადასხვაგვარად, რაც
ბუნდოვანებას იწვევს. აუცილებელია ეპითეტად გამოყენებული გეოგრაფიული სახელის
მქონე ლათინურ ფიტონიმთა ქართულად გადმოტანის გარკვეული წესების შემუშავება
და დაცვა. ესენია 1. ეპითეტებად გამოყენებულ გეოგრაფიულ სახელთა თავდაპირველი ენობრივი
კუთვნილება და ქართულში ამ ენიდან სესხების წესები; 2. ქართული სახელებისათვის ძირითადი
უნდა იყოს ნათესაობითი ბრუნვის ფორმა (-ის /-ს ბრუნვის ნიშნით), შესაბამისად, კუთვნილების
სემანტიკა; 3. ზოგიერთი სახელი ფორმდება წარმომავლობის -ურ/-ულ სუფიქსით
საქართველოს ალექსანდრე ჯავახიშვილის სახელობის გეოგრაფიული საზოგადოების შრომები
აბსტრაქტი. ყაზბეგის მუნიციპალიტეტი მიეკუთვნება მაღალმთიან, მზარდი ტურისტული პოტენციალის
მქონე საზღვრისპირა რეგიონს. ამდენად, სასიცოცხლოდ მნიშვლელოვანია სამეურნეო
საქმიანობის თვალსაზრისით მისი განვითარება, რაც ბიომეურნეობებისა და ბიოპროდუქციის
შექმნას გულისხმობს. განსხვავებული სახის კულტურების გამოყვანა კი პირდაპირ
კავშირშია ნიადაგების კვლევასთან და მათი რესურსული პოტენციალის შესწავლასთან.
კვლევის პროცესში არჩეული იქნა ყაზბეგის მუნიციპალიტეტის სხვადასხვა სოფლები, მათისასოფლო-სამეურნეო
სავარგულები და სათიბ-საძოვრები. შეფასდა სოფლების გარშემო მდებარე სათიბ-საძოვრების
ნიადაგების რესურსული პონტენციალი და მოსავლიანობა. მაღალმთი-ანი ნიადაგების კვლევა საკმაოდ
აქტუალურია დღევანდელ დღეს. ხევის რეგიონში საძოვრებსმოსახლეობა ზაფხულობით იყენებს. საკვლევი
ობიექტი დავყავით შემდეგი სქემით: ექსპოზიციები (ჩრდილოეთი და სამხრეთი), დახრილობები
(0-100, 10-300, >300) და სიმაღლე ზღვის დონიდან(1700-2000მ−სუბალპური ტყეები,2000-2200მ −სუბალპური

segment of the economy – crypto business. Complex blockchain technology was developed by Satoshi
Nakamoto, on the basis of which he created the first cryptographic currency – Bitcoin (Bitcoin BTC) in 2008.
The idea that led the crypto-architect Satoshi Nakamoto to create the cryptocurrency – Bitcoin, was to
transform the functioning of monetary systems, namely, to implement monetary transactions in a
decentralized form, i.e. without intermediaries.
The acquisition of cryptographic currency – "mining", implementation of cryptocurrency transactions and
their processing in decentralized systems introduced a new class of assets into circulation, the so-called crypto
assets, the first of which is the cryptocurrency – Bitcoin.
At the present stage, the issues of legal regulation of crypto assets are sufficiently weak and vague, which
leads to the occurrence of risks. Avoiding expected threats and risks requires the implementation of important
measures, because anonymous and unregulated exchange of crypto-assets, as well as the absence of control mechanisms, can create threats of obtaining hidden and illegal income and committing other financial crimes
in the future.
The purpose of the study is the study and analysis of the international practice of legal regulation of
cryptographic assets (cryptocurrency), as well as legal regulation and taxation issues related to cryptocurrency
in Georgia.
In Georgia, there is also a favorable environment for the development of crypto-business, which is due to
the following circumstances, in particular, in accordance with the law "On free industrial zones", companies
operating in specified zones are exempt from profit, property and value added tax. Liberal tax policy allows
large cryptocurrency producers to work in free industrial zones. Crypto business is profitable even in highmountain
regions of the country. Digital currency transactions are generally quite energy-intensive, in
particular, one transaction consumes 215 kWh of electricity (Sichinava D. & Maghradze M. 2018). The
population of the high-mountain region is exempt from electricity tax or enjoys significant benefits.
Accordingly, the situation in the regions led to a violent and somewhat uncontrolled development of
cryptocurrency mining. It is also important to consider that the extraction of minerals has a negative impact on
the environment, as in the process a large amount of CO² is released into nature. In particular, in the process of
mining one Bitcoin, the mining farm emits from 8,000 to 13,000 kg of CO² into the environment and during one
hour of operation – from 24,000 to 40,000 kg of CO², which should be subject to proper regulation and control.
In the article, the issues of legal regulation of cryptographic assets (kryptovalyuta) at the international level
and in Georgia are considered. Due to the lack of practical data, we could not conduct an in-depth analysis of
real events and circumstances, and the conclusions presented in the study are mainly based on the analysis of
literary sources. The article also considers the state of taxation of cryptocurrency operations (cryptoactives) in
Georgia
ON THE STRUCTURE AND STATUS OF SUBORDINATE CLAUSES CONTAINING THE AUTHOR’S WORDS IN GEORGIAN PROVERBS
The proverbs containing author’s words or sentences expressed by
hypotactic constructions can be structurally analyzed in two ways. For
instance, the proverb: ბელტი ტიროდა: წვიმა რო მოვიდეს, აი, იმ
ქვას რა ეშველებაო belt’i t’iroda: ts’vima ro movides, ai, im kvas ra
eshvelebao “a clod was weeping, if it rains, what will become of that
stone?” can be analyzed as follows:
1. It can be viewed as one sentence, in which ბელტი ტიროდა
belt’i t’iroda “a clod was weeping” is the main clause, whereas წვიმა
რო მოვიდეს, აი, იმ ქვას რა ეშველებაო ts’vima ro movides, ai, im
kvas ra eshvelebao “if it rains, what will become of that stone” is the
subordinate clause. The subordinate clause itself can be divided into
the main clause: აი, იმ ქვას რა ეშველებაო ai, im kvas ra eshvelebao
“what will become of that stone”, which has its own clause of condition
answering the questions: on what condition? In which case? – წვიმა,
რომ მოვიდეს ts’vima ro movides “if it rains”. Such analysis does not
seem reasonable: firstly, according to such analysis, there are two
main clauses in one hypotactic construction; secondly, according to
this approach, all proverbs containing the author’s words or sentences
should be considered hypotactic constructions.
2. The proverb can be viewed as two separate sentences, out of
which ბელტი ტიროდა belt’i t’iroda “a clod was weeping” is a sentence
of simple structure which contains the author’s words, whereas the
following part – წვიმა რო მოვიდეს, აი, იმ ქვას რა ეშველებაო ts’vima
ro movides, ai, im kvas ra eshvelebao “If it rains, what will become of
that stone” is a hypotactic construction. This kind of analysis has its
shortcomings, because a proverb as a paremic unit is a whole entity,
and therefore, it should not be divided into separate parts.
The above-mentioned issue represents a problem for other
languages as well. As for Georgian, due to its rich morphology, this
language can off er additional arguments in favour of either of the
above-mentioned approaches. Based on the material of Georgian proverbs, the paper reveals an
additional syntactic function of the Georgian reported speech particle
-ო /-o/. This element enables a clear distinction in the proverbs of
hypotactic construction with author’s words or sentences containing
direct speech, namely, the distinction is made between the author’s
sentence and the direct speech. Based on the above-mentioned, we can
conclude that, from the syntactic viewpoint, such sentences cannot be
considered as one whole structural unit. This fact supports the second
approach. However, from the paremic viewpoint, the clauses comprise

BELARUSIAN TRANSLATION OF “THE MAN IN THE PANTHER’S SKIN” BY MYKOLA KHVEDOROVICH AND ALEŠ ZVONAK: VERSIFICATION ISSUES
The poem by Rustaveli is one of the most difficult works to translate.
Many factors, for example, specific inherent features of the Georgian
language, contribute to this difficulty.
It is known that “it is impossible to find out the nature of poetry of
a nation without finding out the peculiarities of the language. The poem
and the language are inextricably linked” [Barbakadze, 2014: 13] along
with many features, for instance, the author’s unique artistic style, the
sound and metrical-rhythmic organization of Rustaveli’s poetic speech
which acquire the significance of an amazing aesthetic phenomenon in
his poem, the internal organization of a verse (lexical measure, meter),
an amazingly original trope system, a complex metaphorical system,
etc.
A complete poetic translation of “The Man in the Panther’s Skin”
by Mykola Khvedorovich and Aleš Zvonak was published in 1966.
Translators faced many problems. First of all, their translation had to
compete with other Belarusian translations of the poem. Therefore, the
translators had a somewhat creative competition with the predecessor
Belarusian translators of the poem. This means that each new translator
tries to better understand the artistic-aesthetic world of the original
text and the author’s words to give us a more accurate and adequate
interpretation of them. This is a never-ending process as getting closer
to the original text of the artistic translation is an eternal process.
Although there is no ideal translation all translators strive for the ideal”
[Gaprindashvili, 2012:97].
Mykola Khvedorovich and Aleš Zvonak did not speak Georgian
and translated the poem employing an interlinear translation. The
translators, first of all, needed to solve the issue of the meter, and they chose the choree, one of its main characteristics of which is the foot – a
repeating element of the verse. In the translation of the poem, we have
an alternation of sixteen- and fifteen-syllable syllabic-tone verses: the
first and third verses are sixteen-syllable, and the second and fourth –
are fifteen-syllable.
It should be noted that the tradition of the choree with multiple
feet was usual for Belarusian philosophical and epic poetry and was
successfully used by Belarusian poets (e.g. A. Kulishov) [Рагойша, 1979:
112].
The poem is translated by quatrains. With a few exceptions, only
the cross-rhyme авав occurs throughout the translation. The linguistic
peculiarities of the text did not allow the translators to refer to the
homonymic rhyme structure of the Georgian text.
The “high” and “low” quatrain presented in the Belarusian language
in “The Man in the Panther’s Skin”, as well as in any other language,
pose a great challenge to translators because they create difficulties
for them. It turned out to be impossible to translate them into the
Belarusian language. That is why, from the point of view of rhythm, lines
with a high and low quatrain sound identical in Belarusian
Georgian Military-Technical Dictionary is 100 Years Old
In the wake of the ongoing political and social-cultural events at the beginning of the 20th century, the issue to develop technical and military terminology appeared on the agenda. “Almost all fields of science, especially military sciences, had uncollected and unprocessed terminology” (Tsagareli 1920: I). Difficulties arose in the translation process of military regulations and manuals stipulating the development of Georgian military-technical terms. Therefore, the Georgian military-technical dictionary developed by Colonel L. Tsagareli was published in 1920. The first Georgian military-technical dictionary is one hundred years old today.
To identify the proper Georgian terms and equivalences was necessary to make Georgian officers (and not only officers), as well as the scientific community “speak in Georgian”. However, the Georgian language was not ″ready″ for it. Colonel L.Tsagareli used old Georgian books and materials – a collection of military terms and words recorded by I.Javakhishvili as a “rescuer”. “L.Tsagareli was tirelessly collecting ... names used within Georgian people over the years, he was getting familiar with.... old sources” (Akhvlediani 1925: VI). Colonel L.Tsagareli also used the ″glossary″ of the technicians. The development of military terminology is tied to the development of technical terms. The ″Glossary,″ published by the Georgian technical community in 1920, filled the gap in the field of technology. This glossary is a Russian-Georgian technical dictionary (Ghambashidze 1972:18) that will be published first time this year and that is one hundred years old today. Absence of Georgian terms was not the only difficulty the Georgian scientists or subject matter specialists faced one hundred years ago. Finding ways of developing and creating Georgian terms was also another difficulty. Colonel Tsagareli was trying to develop new forms, as well as to field new origins. One fact is obvious, the effort of Georganizing terms is reflected in the military-technical dictionary of 1920, but in the military-technical dictionary published in 1925, preference was given to the Latin roots. Nowadays specialists of the military field or other subject matter experts (translators, language experts) working in this field still face difficulties during the process of introducing and fielding the military terms. That is because the major part of the military terms (for example in the Georgian encyclopedic dictionary) is based on the international roots (Dictionary 2017). “It is clear that Latin words dominate in the Georgian scientific language of the 21st century. Latin terms replaced Georgian roots similar to the vocabulary derived from the east languages”. The so-called international words are not for general use (Karosanidze 2020: 29).
It is important to realize that the technical and military terms create and build a unified system that is called ″ the temple of the military science″ (Tsagareli 1920:IV). It is undeniable that terms should be for general use and acceptable for people but we should consider that terms can be changed and refined simultaneously with the events, that is a guarantee that the issue of terminology will always remain active and the ″milestone of the terminological work″- basic fund - will be the vocabulary of old Georgian language and Georgian dialectical vocabulary with the modern literary language (Ghambashidze 1972:20). The only way to maintain uniqueness of the nation and accordingly of the language is the way back to the Georgian roots and origins. This does not exclude and stand against the current needs, but it is relevant to modern approaches and demands

ათითუდის სამწევრიან მოდელის (https://dictionary.apa.org/tripartite-model-of-attitudes) „ქცევით“ (კონატურ) კომპონენტში იგულისხმება სამომავლო ქცევის პოტენციალი და მისი რეალიზაციის ტენდენცია. ათითუდის იერარქიული მოდელის პოზიციიდან (Ajzen, 1993, გვ. 41) და კონატური კომპონენტის განმარტებიდან (https://dictionary.apa.org/conation) გამომდინარე, ათითუდის ერთ-ერთი, კონატური კომპონენტი მის დანარჩენ კომპონენტებსაც მოიცავს. მორიგი განმარტებით (Ajzen, 1993), კონატური კომპონენტი გულისხმობს ქცევისთვის მზაობას, ანუ მხოლოდ ის არის მზაობითი მომენტის მატარებელი.
გასათვალისწინებელია, რომ ათითუდი აქტივობისთვის მზაობაა და მის ერთ-ერთ კომპონენტს მთლიანობითი წარმონაქნის ფუნქცია ვერ ექნება. მეტიც, ათითუდი მთლიანობაშიც კი, არა ქცევა, არამედ მზაობითი დისპოზიციაა (Allport, Pattern and growth in personality, 1961), რომელიც ქცევის მიმართვას და აღძვრას ემსახურება (Allport, Handbook of Social Psychology, 1935). ნაწილობრივ მართებულია, რომ კონატური კომპონენტი ათითუდის ქცევითი საფუძველია და არა ქცევა (https://dictionary.apa.org/conation). საფიქრებელია, რომ ის მოქმედებითი რესურსია (მაგალითად,„ოპერაციული შესაძლებლობები“ (ნადირაშვილი შ. , 1983, გვ. 218-233), რომელიც, მხოლოდ დანარჩენ კომპონენტებთან ერთობლიობაში, იძლევა ქცევისთვის მზაობას და საკუთრივ ქცევას.
განმარტებების გათვალისწინებით, კონატური კომპონენტი შეიძლება განვიხილოთ:
1) ფიქსირებულ წარმონაქმნის სტრუქტურის თვალსაზრისით, როგორც აქტუალიზებული „ოპერაციული“ მდგენელი;

3) არა როგორც მთლიანობის საფუძველი (განწყობის ფაქტორი), არამედ უკვე წარმოქმნილი მთლიანობის მდგენელი, მისი ერთ-ერთი განზომილება - ანალოგიურად იმისა, რომ „განწყობის გაშლა ცნობიერების შინაარსის სახით ემოციურსა და კოგნიტურ ასპექტს ერთდროულად მოიცავს“ (უზნაძე, შენიშვნების რვეული, 1988),

time managers have been considering M. Porter's ideas on competitiveness, who found that for competitive
advantage, a differentiation strategy is most acceptable. A cost leadership strategy can be easily duplicated by
competitors. Scholars agree that M. Porter believes that a spending leadership strategy is also acceptable in times of
crisis.
The intensity of global competition has also given rise to new approaches, including the "lean
manufacturing" approach, the key aspects of which are the ability to continuously improve and reduce losses. The
use of all the above approaches is important, however, it is noteworthy that the new reality requires the restoration
of the supply chain in the context of reorientation of production capacities. Increasing the speed and importance of
access to communications, it is necessary to activate to switch to new technologies. It is important to expand
network companies, set up virtual stores, maximize automation to take advantage of remote operations.
Georgia has a developing economy, so the problems caused by the pandemic are especially acute.
However, new opportunities have arisen that require adequate, timely response, advantage and application. The
paper presents the general economic aspects of production development and discusses new development
opportunities
