Get PDFThe article presents activities aimed at developing society’s digital competences. These competences are developed in the form of trainings carried out in well-equipped locations that are adapted for spending free time. Trainings are run by qualified staff. This task can be successfully undertaken by Municipal Local Government Cultural Institutions, where residents can develop their interests, acquire new skills and competences needed nowadays. All generations are able to meet there. People providing educational activities are required to possess substantive and methodological qualifications enabling to share knowledge and skills in the digital environment in order to implement this important social mission. Thanks to this initiative, it is possible to provide children, adolescents and adults with appropriate conditions to develop their competencies that are expected in modern life.W artykule przedstawiono działania ukierunkowane na rozwój kompetencji cyfrowych społeczeństwa realizowane w postaci szkoleń odbywających się pod opieką wykwalifikowanych pracowników w miejscach przystosowanych do spędzania wolnego czasu, adekwatnie wyposażonych. Tego zadania z powodzeniem mogą się podjąć gminne samorządowe instytucje kultury (GSIK). Pełnią one rolę punktów, w których każdy mieszkaniec może rozwijać swoje zainteresowania, nabywać nowe umiejętności i kształtować potrzebne współcześnie kompetencje. W miejscach tych spotykają się wszystkie pokolenia. Realizacja tej ważnej misji społecznej wymaga, by osoby prowadzące zajęcia edukacyjne posiadały kwalifikacje merytoryczne i metodyczne umożliwiające dzielenie się wiedzą i umiejętnościami działania w środowisku cyfrowym. Get PDFThe article discusses the use of the videodidactics method in teaching material diagnostics in the energy and aviation industries. This metod involves students creating videos in order to actively engage them in the learning process. The project was carried out in the field of Metal Engineering, as an innovative form of Project classes. Each student created a video presenting the applicaions of materials and welding techniques in these fields. Students assessed their involvement and achievements in the project, expressing a positive attitude towards videodidactics and its effectiveness in learning.W artykule omówiono zastosowanie metody wideodydaktyki w nauczaniu diagnostyki materiałowej w energetyce i lotnictwie. Metoda ta polega na tworzeniu filmów przez studentów, co ma na celu aktywne zaangażowanie ich w proces uczenia się. Projekt realizowany był na kierunku inżynieria metali jako innowacyjna forma zajęć projektowych. Każdy student tworzył film prezentujący zastosowania materiałów i technik spajania w tych dziedzinach. AR Application Design Requirements for Technical Education
Get PDFWe cannot question the importance of technical education at the present time. Each education has its own specifics, which must be considered during scientific and research activities. The paper deals with the AR application design in education. Within this contribution, we are based on the characteristics of augmented reality and the possibilities of developing applications for education, which relate to the Cognitive Theory of Multimedia Learning and our experience with the possibilities of creating applications in augmented reality. Based on this, in the contribution we defined five key areas (appearance, functionality, content, cognitive effectivity and sharing, compatibility and connectivity) of requirements for the design of AR applications with the specification of cognitive effectivity for technical education
Ważność aktów prawnych wydanych przez Parlament w przypadku stwierdzenia nieważności wyborów
Get PDFThe purpose of this study was to show how the legality of elections to the Sejm and Senate is scrutinised in Poland and to present the existence of legal acts issued by a defectively filled Parliament.
The main method of research adopted in this thesis was the analysis of Polish court judgments due to the scarcity of doctrinal texts on the subject.
After analysing the sources, the author of the paper identified the theses concerning the validity of legal acts and concluded that the acts issued by the Parliament in the period between its constitution and the issuance of the Supreme Court's decision are valid, and the second thesis concerns the equalisation of the deadlines for the first sitting of the new Parliament and the deadline for the Supreme Court's decision.
The timeliness of the topic is highlighted by the fact that the current year is an election year and the lack of statutory and doctrinal regulation of this issue.Celem niniejszej pracy było ukazanie w jaki sposób dokonywana jest w Polsce kontrola legalności wyborów do Sejmu i Senatu oraz przedstawienie bytu aktów prawnych wydanych przez wadliwie obsadzony Parlament.
Główną metodą badań przyjętą w tej pracy była analiza wyroków polskich sądów ze względu na niewielki zasób tekstów doktryny w tym temacie.
Po przeanalizowaniu źródeł autor artykułu wskazał tezy, dotyczące ważności aktów prawnych i stwierdził, że akty wydane przez Parlament w okresie od ukonstytuowania do wydania postanowienia Sądu Najwyższego są ważne, oraz drugą tezę dotyczą zrównania terminów na pierwsze posiedzenie nowego parlamentu oraz terminu na wydanie postanowienia przez Sąd Najwyższy.
Aktualność tematu podkreśla fakt, iż obecny rok jest rokiem wyborczym oraz brak ustawowych i doktrynalnych uregulowań tej kwestii

Get PDFThe analysis of subsidy resolutions on the protection of monuments issued by local government bodies leads to the conclusion that the problem of their defective nature often arises during the verification of resolutions, resulting in a violation of the standards of correct legislation. In order to prevent errors appearing in subsidy resolutions, local government bodies should meet the requirements specified in the principles of legislative techniques, in particular by drafting the provisions of the resolution in a precise, legible and internally consistent manner, without duplicating or modifying the provisions of the Act and refraining from applying loose interpretations.Analiza wydawanych przez organy jednostek samorządu terytorialnego uchwał dotacyjnych z zakresu ochrony zabytków, prowadzi do konstatacji, że niejednokrotnie podczas weryfikacji uchwał pojawia się problem ich wadliwości, powodujących naruszenie standardów poprawnej legislacji. Aby zapobiec błędom pojawiającym się w uchwałach dotacyjnych, organy samorządy terytorialnego powinny spełniać wymagania określone w zasadach technik prawodawczych, w szczególności poprzez redagowanie przepisów uchwały w sposób precyzyjny, czytelny, wewnętrznie spójny, nie powielając i nie modyfikując przepisów ustawy oraz powstrzymując się od stosowania luzu interpretacyjnego

Get PDFThe concept of merging services, inspections and guards under the authority of the mayor has been operating in the Polish legal system for many years. It was established to implement in a uniform manner the state policy in the field and to ensure the safety of citizens – members of local communities. This is a concept that in its original form assumed greater influence of the mayor on the functioning of services, inspections and guards; in the current legal state its sovereignty is limited. The aim of the article is therefore to evaluate the current regulations in terms of the validity of the continued functioning of this structure in its current form, the competence of the mayor and the effectiveness of the authorities in the performance of their tasks.Koncepcja zespolenia służb, inspekcji i straży pod zwierzchnictwem starosty funkcjonuje w polskim porządku prawnym od wielu lat. Została ustanowiona, aby wykonywać w sposób jednolity politykę państwa w terenie i zapewniać bezpieczeństwo obywateli – członków wspólnot samorządowych. Jest to koncepcja, która w pierwotnym kształcie zakładała większy wpływ starosty na funkcjonowanie służb, inspekcji i straży, w obecnym stanie prawnym jego zwierzchnictwo ma ograniczony charakter. Get PDFThe article is devoted to the Special Court in Rzeszów (Sondergericht Reichshof). It was one of the German criminal courts operating in the General Government during World War II. The text discusses the legal basis for the functioning of the special courts of the GG, the circumstances of the establishment of the Special Court in Rzeszów, its structure and staff, as well as court decisions (judgments). The problem of reporting on the activities of the special court in the occupation press is also raised. Based on preserved sources, the number of people sentenced to death was calculated. The article was developed mainly on the basis of primary sources (court archives).Artykuł poświęcono Sądowi Specjalnemu w Rzeszowie (Sondergericht Reichshof). Był to jeden z niemieckich sądów karnych działających w Generalnym Gubernatorstwie podczas II wojny światowej. W tekście omówiono podstawy prawne funkcjonowania sądów specjalnych GG, okoliczności utworzenia Sądu Specjalnego w Rzeszowie, jego ustrój i kadry, a także orzecznictwo sądowe. Poruszono także problem informowania o działalności sądu specjalnego na łamach okupacyjnej prasy. Na podstawie zachowanych źródeł obliczono liczbę osób skazanych na karę śmierci. Artykuł opracowano w głównej mierze na podstawie źródeł pierwotnych (archiwaliów sądowych)
Pominięcie uchwałodawcze w działalności prawotwórczej organów samorządowych
Get PDFThe article concerns issues related to the legislative activity of local government. The study points out that this scope of activity of local government bodies is subject to the principles of decent legislation, including in particular the requirements resulting from the principle of the specificity of legal provisions. Local government bodies, in accordance with the principle of legality, are obliged to properly implement the statutory authorization to issue a legal act. In this area, in practice, there are irregularities consisting in the incomplete (insufficient) implementation of such authorization, which is referred to as legislative omission. The issue of legislative omission is present in the activity of administrative courts, which indicates its relevance. The article discusses selected judgments regarding legislative omission, on the basis of which it can be seen that administrative courts treat legislative omission as a violation of the law, but not always as a significant violation.Artykuł dotyczy zagadnień związanych z działalnością prawotwórczą samorządu terytorialnego. W opracowaniu zwrócono uwagę, że ten zakres aktywności organów samorządowych podlega zasadom przyzwoitej legislacji, w tym zwłaszcza wymogom wynikającym z zasady określoności przepisów prawa. Organy samorządowe, zgodnie z zasadą legalności, są zobowiązane do prawidłowej realizacji upoważnienia ustawowego do wydania aktu prawnego. W tym obszarze występują w praktyce nieprawidłowości polegające na niepełnym (niewystarczającym) wykonaniu takiego upoważnienia, które określa się jako pominięcie uchwałodawcze. Problematyka pominięcia uchwałodawczego jest obecna w działalności sądów administracyjnych, co wskazuje na jej aktualność. Artykuł omawia wybrane orzeczenia dotyczące pominięcia uchwałodawczego, na podstawie których można zauważyć, że sądy administracyjne traktują pominięcie uchwałodawcze jako naruszenie prawa, jednak nie zawsze jako naruszenie istotne
English/French code-switching in later medieval charters
Get PDFThe spoken use of French in later medieval England cannot be recovered, except insofar as it may be inferred from surviving documents. The use in medieval Latin charters of the French definite article (FA) determining an English Noun (EN) is here taken to be a textually preserved remnant of spoken usage. Following earlier work by Ingham (2009), the FA + EN phenomenon is studied quantitatively, showing that the FA + EN construction occurs where it would accord with code-switching constraints observed in contemporary bilingual communities. Attention is paid in particular to the appearance or otherwise of the phenomenon in contexts featuring a possessive and an adjectival modifier of the Noun, where a clear structural contrast is obtained, as predicted on the assumption that spoken code-switching lay behind the establishment of the charter text. It is further shown that FA+EN is more frequent with a monosyllabic than a polysyllabic Noun, for which a prosodic explanation is proposed, in keeping with the hypothesis that the phenomenon was originally oral. This support for the existence of spoken bilingualism from the 13th century onwards in a professional environment fits the timeframe, furthermore, for the well-known expansion in the penetration of French loan words into English. Alternative explanations that have been proposed for the FA + EN phenomenon are considered but found to be inadequate.
