Digital Neighborhood Frameworks in Community-centric Urban Infrastructure Planning
No full textThe rise of the digital neighborhood paradigm presents complex challenges for urban planners and policymakersentering data-informed infrastructure ecosystems and deciding resource allocation priorities – a crucial topic in urbandevelopment research. This study investigates the structure and behavioral dynamics of digitally-mediated communitiesand aims to contribute to the literature on the “smart urbanization” problem. This paper addresses this knowledge gapwith empirical evidence on how community-centric digital frameworks are used for planning infrastructure investmentsby different types of municipal entities at different stages of neighborhood development, in medium-sized urban areas. Itexplains how digital engagement platforms and institutional structures, rules, decision-making protocols, and participatorymechanisms interconnect to influence infrastructure planning outcomes using the conceptual lens and method ofcorrelational urban analytics, the digital infrastructure mapping concept, and a regression-based diagnostic method. Ourfindings show that due to the particular governance dynamics of digitally-networked communities, local actors do notwelcome the uncertainties related to automated planning algorithms, and the benefit of predictive insights from digitalinfrastructure modeling is lower than the social cost of abandoning traditional consultative planning. They reveal thatthe “stability bias” (maintaining a familiar governance routine) plays a role in resistance to digital planning models anddelayed policy adaptation. Енергетична Галузь Економіки України В Системі Післявоєнного Відновлення: Пріоритети Та Механізми Реалізації На Засадах Build Back Better
No full textУ статті досліджується стан енергетичної галузі України після трьох років повномасштабної війни. Масштаби пошкоджень інфраструктури сягнули 68 млрд доларів станом на кінець 2024 року (оцінка RDNA4). Російська агресія призвела до втрати понад 60% генеруючих потужностей – близько 18 ГВт. Автор аргументує, що концепція Build Back Better має стати основою відбудови енергосектору. У роботі виокремлено чотири напрями трансформації: децентралізація енергосистеми, зелений перехід до відновлюваних джерел, підвищення енергоефективності та поглиблена інтеграція з європейським енергетичним ринком. Нормативну базу відбудови складають два документи: Національний енергетичний та кліматичний план до 2030 року (інвестиційні потреби 41,5-50 млрд доларів) і Національний план дій з відновлювальної енергетики. Основні джерела фінансування відбудови: Ukraine Facility (50 млрд євро на 2024-2027 роки), Ukraine Energy Support Fund та Energy Rescue Plan. Основні виклики включають триваючу війну, брак фахівців, фінансові обмеження та регуляторну нестабільність. Abu al-Qasim Al-Darkazini: From Commoner to Vizier in the Era of the Early Seljuk Sultans (518–527 AH / 1124–1142 CE)
Get PDFAl-Darkazini was not only a local official but also a powerful vizier during the reign of the early Seljuk sultans (518-527 AH / 1124-1142 CE). The research deals with a very turbulent time in history when changes in politics were highly unstable and the advancement of a vizier largely depended on financial and commercial activities. Ministerial positions at that time were rewards that could be obtained by those who were willing to make the most substantial financial offers thus revealing the prevailing economic and political situations. The study traces the path of Abu al-Qasim Al-Darkazini's career and how he utilized the political upheavals to ascend his way. It takes an analytical stance which includes the use of historical sources like literary texts and other contemporary historical documents to understand his political intrigues and his rise to the position of the vizier. The findings demonstrate that Al-Darkazini was very skillful in political intrigue and he schemed in great detail to achieve his goals. He figured out a way to secure the money for his post from the sultanate's own treasury, thus, depending on the intricate nature of his relationship with Sultan Sanjar. This work reveals how important his courage and eagerness were for his power consolidation and how those occurrences regulated the politics of power of that time. Last but not least, this investigation is a vehicle for advancing the proposition of turning to such historical figures as social and political change agents and opening the doors into their methods of exploiting the openings in complex situations. The story of Abu al-Qasim Al-Darkazini which is very difficult in nature, can be taken as one of the factors that influenced the Seljuk politics to be dominated by monetary power and personal relationships to have a deep impact. He exemplifies political survival and the ability to succeed in a harsh environment
Strategy to Improve Human Resource Performance in Construction Services Companies
Get PDFPurpose: This study aims to identify factors that influence human resource performance, analyze factors that should be considered most in improving human resource performance, and analyze strategies that can be implemented to improve human resource performance in construction service companies.
Methodology/approach: This study uses a descriptive approach. In general, the methodology used is to combine qualitative research with quantitative research using a case study and a survey approach. The fixed respondent design chosen in this study was the cluster sampling method. The analysis method used in this study is the Analytical Hierarchy Process (AHP)
Results/findings: This study produced three conclusions: 1. The results of the identification process based on the literature review obtained several factors that were grouped into four criteria: competence, motivation, loyalty aspects, and work discipline, 2. The competency factor must be considered most in improving the performance of human resources in the construction project of high-rise buildings in Bojonegoro is the competency factor, 3. Strategies that can be carried out to improve performance based on competency include adding staff/workers, providing compensation, providing facilities, providing training, and carrying out control.
Limitations: This research was conducted at a construction services company that handles the construction of high-rise buildings in Bojonegoro District, East Java, Indonesia; therefore, the research results need to be developed for larger projects.
Contribution: Academically, the benefit of this research is that it can serve as a reference for managing human resources effectively.
Novelty: This research can provide new insights into strategies to improve human resource performance so that activities can run more smoothly and provide maximum results
