Abstract The study examined information retrieval tools as predictors for information resources utilization, four research questions and four hypotheses were made to guide the study. The descriptive survey was adopted for the study.Random sampling technique was used to select sample 394 from population of 557 academic staff registered in the University of Port Harcourt library.Questionnaire was adopted as data collection instrument titled information retrieval as predictors for information resources utilization (IRPIRQ). Data were analyzed using both simple and multiple regression while analysis of variance (ANOVA) associate with regression was used for testing the hypotheses at 0.05 alpha level.,The study revealed that there is a significant relationship between information retrieval tools and information resources utilization. Further findings revealed that academic staff made use of search engine more often than the OPAC and online database. It was recommended among others that a new library software be installed in place of KOHA for wider connectivity. and adequate distribution of software that will aid usage of the online database and OPAC.URL: http://ijkcdt.net/xml/24904/24904.pd
Information Retrieval: A Communication Process in the 21st Century Library
Communication is a process involving a group of interrelated elements working together for the purpose of information transfer. This paper discusses information retrieval as a communication process in the 21st century library. The difficulties associated with access to recorded knowledge through bibliographic control devices have been exacerbated by the interposition of additional encoding processes in the library and further decoding by the users. In addition, the innovation of internet/web has revolutionized the means and mode of communication process in the library by flooding information seekers with information and creating an illusion of self-sufficiency in many users. This notwithstanding, reference services have remained vital aspects of the library and information profession because it is still the librarian’s job to provide researchers with expert assistance in locating the most useful information. Information and Communication Technology (ICT) has not relegated reference librarians to the background but has only changed their roles, activities, and their nomenclature and made their jobs more effective, user friendly and yet challenging. With these changes in information seeking behaviour and pattern, a cybernetic approach to information retrieval has emerged emphasizing adaptive control mechanisms and feedback processes. Librarians, as forebearers of refined information, should, through virtual reference services, assist information users find the needle in a haystack among a lot of information on the web. Counseling and retrieval process need to go together to assist users in cognitive and concept development because information retrieval in the library cannot be bereft of the counseling services from the librarians. Libraries should strive to continuously remain relevant by keeping abreast with changes in the behaviour of information users because digital reference service, as a supplement for the traditional reference service, has become a general term for contemporary librarians.URL: http://ijkcdt.net/xml/22689/22689.pd
Copyright Issues in Nigeria: Analysis of Nigerian Copyright Commission Cases Between the Years 2008 - 2018
Nigeria Copyright Commission is saddled with the responsibility of ensuring adherence to the copyright law in Nigeria. However, it has been observed in the last decade that copyright right issue is still rampant in Nigeria. Therefore, this study analyzed cases that the Commission in involved in between years 2008 to 2018. The study adopted citation analysis and mixed method research. The study collected data from three selected law reports, which include Intellectual Property Law Reports, Nigerian Weekly Law Reports and Nigeria Law Intellectual Property Watch. It was found that Nigerian Law Intellectual Property Watch has the highest number of reports of cases involving Nigerian Copyright Commission while none was reported by Nigerian Weekly Law Reports. It was also found that most of the cases handled by the Commission were on copyright infringement. The study concludes that Nigerian Copyright Commission has been paying credible attention to issue that surrounds software infringement but there has been little attention paid to book piracy. Moreover, it was established that the poor attention given to book piracy may entrench the publication of pirated copy and would subsequently lead to poor library service provision at the long run.URL: http://ijkcdt.net/xml/22688/22688.pd

Interrogating the Role of Libraries in the Fight against COVID-19 Pandemic: The Nigerian Perspective
The study investigated the role of libraries in curtailing the spread of COVID-19 pandemic in Nigeria. Six research objectives were raised to guide the conduct of the study. The survey type of the descriptive research design was employed. The population of the study comprised of 139 selected librarians in Nigeria. The complete enumerative sampling technique was adopted to study the entire 139 librarians. The instrument for data collection was an online survey questionnaire designed by the researchers using SurveyMonkey and administered to the respondents via the Nigerian Library Association (NLA) WhatsApp group and the NLA Google group. The data collected were analysed using descriptive statistics. The study revealed that among the services delivered by Nigerian libraries amidst the global pandemic are COVID-19 awareness and sensitization creation, provision of digital contents to patron, organizing online streaming programs and connecting patrons/citizens to accurate and reliable data on COVID-19 cases around the world. The study further revealed that these services are delivered frequently despite the low level of Nigerian libraries’ preparedness for global pandemic. The study concluded that, Nigerian libraries, through their services, are potent weapon for promoting positive change, development, orientation and re-orientation in the society. By creating COVID-19 awareness/sensitization (especially in rural areas), libraries are able to contribute significantly in the fight against pandemic.URL: http://ijkcdt.net/xml/26786/26786.pd

Towards a Knowledge Recipe for State Corporations in the Financial Sector in Kenya
Knowledge recipes are packages of knowledge which arise from the process of combining the knowledge assets in the organisation in distinctive ways. This involves converting them into useful outputs which are the ideal core competitive advantage enablers for companies. The major objective of this study was to propose a knowledge recipe for financial-sector state corporations in Kenya. The study adopted a convergent parallel mixed methods research design. Quantitative and qualitative data was collected using questionnaires and key informant interviews. The target population of the study was 1574 respondents drawn from all financial state corporations. Multistage sampling technique was used for the study. The first phase involved purposive sampling of the organisations to be studied whereby the four (4) state corporations namely: Capital Markets Authority, Competition Authority of Kenya, Kenya Investment Authority, and Kenya Revenue Authority were identified. The second phase entailed stratified sampling of the respondents in three strata namely senior management team, knowledge management team and general staff. The authors used a census of all senior management team and knowledge management staff while simple random sampling technique was used for the general staff. By use of the Krejcie and Morgan table, the actual sample size was 358 respondents from all the four organisations. Data was collected using questionnaires and interview schedules. The qualitative data was analysed using content analysis while the quantitative data was analysed by the use of Ms. Excel and VOSviewer and presented using pie charts, bar graphs and tables. The response rate for this study was 257(72%). The study revealed that while most employees in the financial sector organisations understand their knowledge needs, knowledge types, knowledge uses and knowledge gaps, they do not have a universal knowledge recipe to facilitate effective knowledge management in their organisations. Consequently, the authors propose a universal knowledge recipe for the state corporations in the financial sector in Kenya. The sets/ingredients of the recipe are: legal knowledge (18%), financial knowledge (15%), administrative knowledge (11%), best practice (10%), lessons learnt (8%), human resource knowledge (8%), research and statistics knowledge (7%), product knowledge (6%), policy and procedure knowledge (5%), ICT knowledge (4%), investor knowledge (3%), markets knowledge (2%), general knowledge (2%) and regulatory framework knowledge (1%).URL: http://ijkcdt.net/xml/24905/24905.pd
A Study on the Impact of Satisfaction with Public Libraries on Using and Recommending Intention
As the South Korean government has recently announced its intention to implement a three-year policy on building additional libraries and complex community centers as the community-based everyday life SOC project, society has shed new light on libraries as public service institutions. Accordingly, this study was conducted to determine the factors affecting resident satisfaction with public libraries, intention to use, and intention to recommend public libraries, for use as basic data to increase resident satisfaction and use of public libraries in South Korea. To this end, we conducted a survey on residents who have experience with using 13 public libraries designated as regional representative libraries in South Korea. The surveyed data was verified with structural equation using AMOS. The results were as follows. First, all factors, such as material, facility, staff, program, and service, except location and space, had a significant effect on resident satisfaction with public libraries. Second, it was found that satisfaction had a significant effect on intention to use and intention to recommend. The results of this study may contribute to qualitatively improving public library services by reflecting the changing needs of users, as well as social trends at the working level of libraries in the South Korean society.URL: http://ijkcdt.net/xml/24907/24907.pd
