The leading methods of researching the problems of the article include the analysis of theoretical sources, analysis of statistics, and comparison. The analysis of statistical indicators plays a crucial role in the study, since data on the development of the Arctic and on human capital can be directly obtained from statistical databases. The article discusses the concept of human capital, ways of developing the human capital with the goal of developing the territory, analyses the influence of human capital on the development of the Arctic, identifies problems in the development of the Arctic, and develops solutions to them. The development of the Arctic through the efficient use of human capital can be achieved by investing in human capital. The materials of the article are of practical value for the development of the Arctic or other regions of the country through the use of human capital
How internal armed conflicts become internationalized: introducing an integrated three-dimensional analytical framework
Get PDFThis article presents a new integrative analytical framework for studying and understanding the multitude of processes that make intrastate armed conflicts become internationalized in a broad conceptual sense. The authors attempt to shift the debate beyond the dichotomy of international vs. transnational dimensions of civil wars and argue that numerous aspects of this process can essentially be interpreted as part of a complex phenomenon which is to be studied through the lens of a comprehensive analytical system. To this end, the authors conceptually distinguish between the three dimensions of conflict internationalization with the horizontal escalation leading to spatial spread, the vertical escalation expanding the conflict structure and the systemic escalation transforming its relevance within a larger international system. More importantly, the paper elaborates on how various processes that occur along different dimensions – and that have been grasped by a plethora of both theoretical and empirical contributions in the fields of IR and conflict studies – connect to one another creating both reinforcing and counterbalancing systemic loops that determine the international, transnational and cross-border scope of an internal conflict. The resulting three-dimensional analytical framework can be applied at both region-specific and conflict-specific levels. To demonstrate the former, the authors provide a sample application of the framework to the realm of armed conflict internationalization in Southeast Asia illustrating how varied instances of diffusion, intervention, externalization and proxy-structuring have driven one another creating patterns specific for this region
National Increment of the Concept of Sustainable Development: Experience of the EEU States
Get PDFUrgency of the research is determined by global problems afflicting humanity and the need to find a way to solve them. For the second half of the 20th century a large number of different strategies to overcome the current crisis situation has been developed. One of these strategies is called the concept of sustainable development. Currently, there are several variants for this concept. The version of the concept formulated in United Nations documents is the most prevailing. A feature of the documents adopted in the EEU member states on sustainable growth is their programmatic nature. The implementation of the provisions enshrined requires the adoption of separate regulatory legal acts. This also holds true for organs. They perform coordination and deliberative functions. Decisions made by them require approval by the head of state or government (depending on jurisdiction under which this body was formed)
THE PROCESSES OF SWITCHING AND COPYING CODE FROM ENGLISH INTO FRENCH IN POPULAR MAGAZINES AND ON SOCIAL PLATFORMS
Get PDFRecently, code switching has become the key direction in contact linguistics, that is, the transition from one language to another in the course of speech or in literary and journalist texts. The authors’ understanding of the theoretical part of the process is based on the analysis of multiple examples representing every aspect of the language theory mentioned in the present study which combines all the approaches to systematic analysis of the phenomenon and aims to find the most suitable by comparing various linguistic theories. Moreover, the present study looks into code copying, a phenomenon adjacent to code switching. The two phenomena are closely related, yet code-copying of differs from code-switching because the latter involves two languages and replaces elements of one code are by elements of another. Code-copying can be considered a part of code-switching and is often a source for the formation of foreign inclusions. As a rule, only a bilingual person who has mastered languages in an organic connection with the culture of corresponding peoples is able to adequately perceive speech in different languages. Searching for the necessary word, several variants of verbalization are activated at once (including variants from alternative lexicons), and the speaker makes a choice in favor of the most suitable variant, while all possible alternatives are suppressed

Get PDFA antropologia das Emoções se questiona sobre como os atores e agentes sociais constroem as culturas emotivas em que vivem, com modelos de ação (ethos) e de realidade (visão de mundo) próprios exercitados cotidianamente. Uma cultura emotiva se caracteriza como lugar de pertença e de realização de projetos, mas também lugar de medos e de envergonhamento. O conceito de cultura emotiva, destarte, abarca as cadeias de interdependência e as teias de significado construídas nos processos intersubjetivos cotidianos. A proposta da Antropologia das Emoções, neste sentido, é problematizar a construção de universos simbólicos na relação indivíduo, cultura e sociedade. A conformação do self individual se realiza na sua inserção em uma cultura emotiva dada, onde constrói relações e através delas desenvolve um sentido identitário e de pertença a um espaço interacional e societal. As emoções são, enquanto fato social total, resultado das relações entre indivíduos e grupos, abrangendo códigos morais e de conduta e gramáticas de sentidos e estranhamentos tecidos no jogo cotidiano das relações
TRABALHADORES DO TURISMO: DE QUEM ESTAMOS FALANDO?
Get PDFA construção do conhecimento científico do turismo exige que adotemos posturas de cunho teórico-metodológicas não lineares e arrojadas, sobretudo ao se tratar de enfoques temáticos, empíricos e epistemológicos, ainda não aprofundados, como os trabalhadores do turismo. O Seminário Virtual Perspectivas Críticas sobre o Trabalho no Turismo despertou e sedimentou o diálogo entre turismo e trabalho, assunto tão caro para os estudos de Turismo. Nesse sentido, o presente ensaio, fomentado pela exposição e debates que ocorreram neste evento, explana acerca de inquietações, descobertas e conflitos que pesquisadores do Grupo de Pesquisa Turismo, Gestão e Territórios (UFF) se depararam ao longo das pesquisas recentes. De modo geral, percebemos três grandes conflitos/“descobertas”: o atual recorte das áreas de atuação dos trabalhadores do turismo não dão conta da complexidade intrínseca a ele; há contradições acerca da percepção do trabalhador em relação a sua atuação profissionais e seu trabalho; urge o debate acerca das novas e flexíveis relações de trabalho no turismo, incluindo o microempreendedor individual e a caracterização do empresário do setor; por fim, existe a necessidade de lançar luz sobre os deslocamentos pendulares diários dos trabalhadores do turismo e suas interseções com o fenômeno

Get PDFO presente artigo problematiza a construção cotidiana de emoções e de riscos no contexto de trabalho precarizado, de subalternidade moral, de engolfamento emocional, de ofensa moral, de vergonha e humilhação e de ressentimento que caracteriza os rituais de interação em Agências de Viagens em Mossoró – RN. Esta problematização se dá amparada na discussão de dados etnográficos e de entrevistas estruturadas produzidos por Rangel (2020) com trabalhadores de Agências de Viagens em Mossoró – RN, cuja tônica da pesquisa foi a de buscar compreender o processo de inserção laboral de trabalhadores em regime de precarização na área do Turismo do urbano contemporâneo brasileiro de médio porte no atual contexto de Capitalismo de Acumulação Flexível. O processo sob análise apontou para um intenso momento de sequestro da subjetividade do trabalhador desde rituais de interação que invadem sua zona de integridade psíquica, o lugar íntimo e privado da casa e até mesmo seus esforços de organização biográfica em futuros possíveis no mundo do trabalho

Its justification is connected with the need to overcome the contradictions that arose on the basis of the outdated classification of sport in the framework of the activity approach, when the markers that are not working in the new social conditions are used to distinguish its varieties, dividing sport into professional and amateur, professional and Olympic, professional and sport of the highest achievements. Social evolution of sport has led to the formation of its two forms: professional and mass. The author proposes a new concept, which, within the framework of the institutional approach of D. North, allows solving the problems of the typology of sport that sociology faces at the present stage
