Get PDFMarch genocide – is a genocide committed by the Baku Soviet and Armenian armed Dashnak forces between March 30 and April 3 of 1918 in Baku and in different regions of Baku province, as well as in Shamakhy, Guba, Shaki, Lankaran, Hajigabul, Salyan, Zangezur, Garabagh, Nakhchivan and other areas against the Azerbaijanis. In March-April of 1918, in Baku, Shamakhy, Guba, Lankaran and other areas, the Armenian fascists were executed 50 thousand Azerbaijanis and withdrawn ten thousands of people from their lands. By Decree of Azerbaijani President Heydar Aliyev, dated March 26, 1998, March 31 is commemorated as the Day of Genocide of Azerbaijanis
The Role of The State in Preserving Cultural Heritage in The Context of Globalization
Get PDFThe article deals with the problem concerning the utilization of the potential of globalization in solving the state task of preserving cultural heritage. The main essence of the article is to reveal the state and prospects of uncovering the possibilities of state assistance in solving this problem. In this regard, different styles of management activity are distinguished, which determine the corresponding models of state cultural policy. According to the authors of the article, each of the considered models can be implemented, provided that these models interact with the globalization processes that contribute to the preservation of the national cultural heritage. The authors consider also possible negative consequences of the impact of globalization on the cultural space of Russian society and the necessary alternatives in the state cultural policy, which neutralize these consequences and form a reasonable balance between national and global interests concerning heritage preservation. Special attention is devoted to the possibilities of the project strategy in the state cultural policy, which is aimed at implementing a systematic approach to solving this problem, taking into account the specifics of regions in the interrelation of local cultural traditions and innovative solutions offered by globalization in preserving the national cultural heritage. The article may be of interest to a broad spectrum of specialists who are somehow associated with the preservation of cultural heritage, as well as for researchers and administrative bodies that deal with the problems of cultural policy at the federal and regional levels

The authors identify the features of the tourism sector that should be considered when studying the essence of the financial support of companies in the tourism industry. The strategic goal of financially supporting the investment of companies in the tourism sector is defined. The authors explore the key elements of the financial support: methods, sources, forms of funding and the corresponding tools of influence

One of these approaches is creating a geomarketing system with a fundamentally new toolkit based on data clustering. Examples of the capabilities of such a system are assessing the cost of housing, locating a new shopping center, a bank branch, and railway workers examination points. The article describes the technology used for assessing the cost of housing. This technology implements a fuzzy logic assessment based on expert rules. A site for a bank has been searched for with the use of geospatial analysis of rectangular clusters. A site for an outpatient clinic has been searched for by going through the clusters located along railways
MEDICAL TOURISM – A RAPIDLY DEVELOPING, PROMISING INDUSTRY

To keep the pace, it is necessary to improve its service, infrastructure, introduce modern achievements of science and technology in medicine, and improve the pricing policy. To help the development of medical tourism in Russia, the Russian Medical Tourism Association was established. The aim of this association is to provide patients with medical tourism programs with high-quality treatment at the level of world standards, using the capabilities of both public health care and the potential of private Russian and foreign clinics. In Russia, there is a tendency in the organization and development of the creation of regional tourist recreational clusters with a specialization in medical tourism. At present, the living standard of the population of the Russian Federation has decreased, therefore, only wealthy segments of the population can use these services. To attract more tourists, it is necessary to constantly improve and advance the entire system of the health resort complex. It is necessary to pursue a competent pricing policy so that prices for medical tourism services do not grow faster than the income of potential consumers of these services
SATISFACTION AND LABOR MOBILITY: ASSESSMENTS OF STAFF OF STATE AND PRIVATE MEDICAL INSTITUTIONS
Get PDFThe issues of the quality of the working life of employees are gaining currency nowadays. This balances the professional and personal interests of staff while increasing the efficiency of the organization itself. The hypothesis put forward in this study is that a high level of job satisfaction results in a high professional self-esteem of workers and a demand in the labor market. We have tried to test a set of methodological solutions for building classification groups of workers according to the following criteria: the level of job satisfaction and a subjective assessment of the demand in the labor market. Based on the combination of their values, an analysis of typological groups was carried out according to the following parameters: the level of wages, professional self-esteem, the level of trust in management and colleagues, the level of anxiety about possible job loss, confidence in being in demand in the labor market, etc. The results obtained confirm the author's hypothesis that that staff in private health care facilities have a generally higher level of job satisfaction. At the same time, they trust less their colleagues and management, have a higher salary than in a state medical institution, highly value themselves, from a professional point of view, and their own demand in the labor market
TYPOLOGY OF RISKS AND THREATS CAUSED BY DIGITALIZATION
Get PDFThe paper shows that the intensification of digitalization processes in public relations generates a whole variety of new risks and threats. The purpose of this work is to systematize the risks and threats of the digital transformation of society for the subsequent development of advanced law-making decisions. To effectively counter digital threats and create effective legal regulation in the use of digital technologies, it is necessary to divide all digitalization threats into 3 groups: hypothetical, justifiable, and epistemological. The justifiable threats include those that appear at the present stage of technical development and urgently require legal solutions. According to the authors, it is on the study of this group of threats that scientists need to focus their attention in order to provide a practice-oriented approach to research. The authors identified three main subgroups of justifiable threats to digitalization: threats to economic security, information leaks, and cybercrime.
