FORMING AND DEVELOPMENT OF LAW-MAKING PRINCIPLES SYSTEM AND ITS MEANING FOR LEGAL ENFORCEMENT OF SUITABLE LEGAL REGULATION MODEL
There is a law-making principles system worked out in the paper. It plays the great role in creation or choice of legal regulation model. When elaborating the latter, the deep interaction between law-making and law principles takes place. The deeper interaction is put by a legislator into model background the better public regulation is carried out. The analysis of law-making principles and their role in model forming performed using the information from law and academic books is carried out. There is an example of using for system cited in paper. The law-making principles turn off maker of law’s weakness of professional skills to a certain extent, due to the establishment of legal regulation to a point, create barriers against affecting of lobby and corrupt officials, and indicate the general valuables to be confirmed in legal acts. When drafting the regulations, the maker of law cannot directly neglect the law-making principles. Therefore, to upgrade his/her professional skills, the maker develops a level of his\her competence in law while collegial law-making body invites the specialists from among scientists and practioners to prepare a project of сoming act
ISSUES OF SOCIAL AND ECONOMIC DEVELOPMENT OF OMSK REGION
Issues of the regional economic development are considered in the paper through human resources management as the principal source of competitiveness. A constituent of the Russian Federation – Omsk oblast, an actively developing region with diversified economy in terms of both economic activity and spatial location was selected as a target of research. In the course of research there were revealed some problems existing on the regional labour market, such as intensification of skilled labour force outflows, and worsening of demographic and environmental situation in the region. Discrepancy of the occupational training structure of the educational system with the structure of the regional economy results in deficiency of labour resources of required qualification. It is proposed to resolve the issues revealed on the regional labour market using a series of actions, the primary of which are as follows: proper management of migration flows, engagement of the labour force from other regions and countries, further development of the programme for resettlement of compatriots, strengthening cooperation between regional employers and educational institutions of the city, raising investment attractiveness, development of industrial production and of new types of activity on the territory of the region. Industrial enterprises make the basis for social and economic development of the Omsk region. Statistical data characterizing the situation at industrial enterprises of Omsk oblast are provided in the research (wages, labour conditions, staff turnover, material and technical base etc.). Key problems typical of many industrial enterprises of the city of Omsk were revealed. Recommendations are given in terms of the principal directions for the social and economic development of the region
The Improvement of the Quality of Educational and Moral Education Activities at Higher Education Institutions
A system of values, attitudes, beliefs, persuasions, ideals and other personal constructs that determine personal development in future is formed in the educational process at a higher education institution. During the period of training, the institutional impact on a person is completed and further personal changes are formed through the prism of practical experience. That is why this period is very important for the formation and development of a competitive and hardy person. Using the multi-tier structure of higher education, a qualitatively new level of professional training of students can be achieved. The current social, economic and political situation in Russia sets special requirements for the goals and objectives of higher professional education in general and for the future professional in particular. Today, higher professional education should provide high-quality training of highly qualified specialists, as well as a search for and introduction of new forms, methods, technologies in educational work with students. Mentoring of students as activity directed towards the improvement of the educational process quality can be used to achieve these goals, along with traditional methods in the educational space of a higher education institution. The purpose of our work was to study the concept of “mentoring” in the system of moral education and increasing the effectiveness of this activity in the process of morale building activity of a higher education institution. The paper contains the analysis of the theoretical foundations of the concepts of “moral education” and “mentoring”. The program “Mentoring activities in the educational space of students” was designed and tested. It has been proved that mentoring has an effect on the adaptive abilities of students, and it is an effective method of increasing the personal-adaptive potential of students, and also has an effect on the individual typological qualities of students forming a competitive person
The Category of Creativity in the Formation of Professional Motivation of the Teaching Staff in the Academic Milieu of a Higher Education Institution
Creativity plays a special role in the formation of professional self-awareness and professional motivation of a higher education teacher. The paper presents the results of a study of the category of creativity in the formation of professional motivation of the teaching staff in the academic milieu of a higher education institution. The conclusions have been drawn that, not having a decisive influence on students’ activities, being emotionally attractive, creativity becomes super-significant in the first years of work, embracing all the teacher’s relationships: professional, family, friendly, as well as selfdevelopment. Creativity comes first in all respects. With the length of service from 2 to 10 years, taking first place in the system of values, creativity somewhat loses its position in activity and potency. With the length of service of more than 10 years, not being as emotionally attractive as in all previous years, creativity is very dynamic, volatile, and is recognized as having an impact, primarily on the past and present of a specialist, but not on his future. For this group, creativity is included in the system of important needs - situationally determined, which arise under the influence of external circumstances. They are less stable than the basic ones, they can complement them, they are a form of compensation, determining what a person is currently concerned about. Thus, creativity is a prerequisite for achieving success in professional activities, with an increase in the length of service being more and more an urgent need, dynamically changing from the past to the present, from situation to situation
Experience in Building Networks in The Russian Tourist Market
The development of the tourist services market in Russia began in 1991 with the permission to travel outside the state border for tourist purposes given to Soviet citizens. Uncertainty and lack of understanding of the economic processes that took place in the world allowed Russian travel agencies to receive superprofits in the first years of liberalization on the organization of mass outbound tourism of Russians. Ten years later, companies transited to more organized forms of doing business, and alliances, consortia, and network structures began to emerge in the outbound tourism market. In the world, the transition to such forms of business took decades, while in Russia entrepreneurs adopted methods of doing business from abroad, which led to mass bankruptcy of such organizations due to the inability of long-term financial planning in the context of the unpredictable behavior of the ruble and developing tax reform. The next stage of business formalization and the entry of national franchise networks into the Russian tourist market began in the 2010s. By this time, the Russian economy had somewhat stabilized and became attractive to international transnational structures. In Russia, they specialized in organizing outbound tourism for Russian citizens. Then, by purchasing the necessary hotel spaces in Russia, they organized inbound tourism for foreign citizens from home countries of their corporate headquarters. Thus, foreign network companies got advantages over national companies that did not have experience in the premium segment
Legal Regulation of Crowdfunding in Russia and Foreign Countries
The article discusses the legal regulation of crowdfunding in Russia and some foreign countries. Crowdfunding is analyzed as a category that is an integral part of ecommerce law. The analysis of the formation of this institution in foreign countries, such as the USA, Italy, Belgium. Conclusions have been formulated regarding risks that should be considered before investing in crowdfunding. The prospects of the development of crowdfunding in Russia are also considered
Rural Settlements in the Form of Eco-Farms in the Context of the Global Economic Crisis
The article is devoted to the study of the economic phenomenon of eco-farms as one of the most progressive and innovative forms of rural settlements that exist within the framework of the regional, national and world economy. The author's interpretation of the concept of eco-economy was introduced, the organizational and economic features of eco-settlements were thoroughly studied. The importance of eco-farms for the development of the economy, ecology and society of rural settlements is shown. The research was carried out in the framework of research work of the educational and scientific laboratory of regional Economics of cooperation and integration, agriculture, rural development of the Belgorod state agrarian University named after V. Universal and National Cultural Features of the Naming in Sports
The article deals with the issues of nominative processes in sports discourse. The authors describe the features of the sports language picture of the world in the context of the French culture of language, whose key element is the linguistic personality, who acts as the actor of the communicative process related to sports activities (both professional and amateur). The analysis of actual data is based on a linguosemiotic approach to their interpretation, usually within the framework of a discourse statement, as well as at the level of the nominative fund of the national language. The names of sports phenomena are interpreted as vectors of both crosscultural and national cultural characteristics. The identification of the national cultural component of the lexeme in sports theme makes it possible to study sports names from the standpoint of detecting information about national culture, discourse, and languagebased thinking in their semantics. The hypothesis is put forward that the semantics of language units with a sports component reflects the attitude of any linguistic culture to the fundamental concepts of being and thinking, while the methods of sports verbalization can be considered as elements of the language self-identification of the nation. The research prospects are seen in the development of new synergetic cognitive and communicative approaches to the study of language units with a sports component
CONVERGÊNCIAS ENTRE OS CIRCUITOS TURÍSTICOS DE MINAS GERAIS E A TEORIA DE DESENVOLVIMENTO SUSTENTÁVEL DE SACHS
Este artigo tem por objetivo discutir, sob a ótica da teoria de desenvolvimento de Sachs, como os Circuitos Turísticos de Minas Gerais podem atuar como protagonistas regionais, para que o desenvolvimento sustentável do turismo aconteça. O modelo de associação concebido sob a forma de circuitos une o poder público, a iniciativa privada e a sociedade civil. A Secretaria de Estado de Turismo de Minas Gerais (SETUR/MG) foi o órgão governamental responsável pela implantação destes modelos de circuitos turísticos, baseada no programa de regionalização do Ministério do Turismo. Esta atuação fez com que o Estado de Minas Gerais fosse o pioneiro neste tipo de programa, servindo de modelo para outros Estados da Federação. Foi realizada uma pesquisa teórica baseada nos conceitos de desenvolvimento sustentável, turismo sustentável e circuitos turísticos, além das diretrizes do programa de regionalização do Ministério do Turismo. Conclui-se que os princípios dos circuitos turísticos de Minas Gerais harmonizam-se com os pilares da teoria de desenvolvimento de Sachs que são: social, ambiental, territorial, econômico e político e, como tal, pode ser uma ferramenta propícia a impulsionar o desenvolvimento includente, sustentável e sustentado proposto por Sachs
NOTAS ETNOGRÁFICAS DO CORTEJO DE IEMANJÁ NA CIDADE DE AREIA BRANCA – RN
Iemanjá, conhecida no Brasil como a rainha do mar, é um orixá, uma divindade de origem africana, que dentro do panteão cultuado no país é a mais popular. Seu nome deriva do iorubá Yèyé omo ejá, que significa “mãe cujos filhos são peixes”. Os festejos dedicados à Iemanjá ocorrem em todo o Brasil, em diversas datas, em decorrência do sincretismo religioso que marca a origem das religiões africanas no país. Na cidade de Areia Branca, os festejos à Iemanjá acontecem no dia 31 de dezembro, quando testemunha o maior ritual público da religião afrobrasileira: o cortejo de Iemanjá, como ficou popularmente conhecido. Terreiros, adeptos e simpatizantes da religião reúnem-se em procissão pelas ruas centrais da cidade em direção ao cais Tertuliano Fernandes, para em balsas, seguir pelo rio Ivipani até o encontro com o mar para deixarem suas oferendas. O cortejo já faz parte do calendário local de festas de fim de ano da cidade, como um momento único de visibilidade para essas religiões, sobretudo porque as oferendas realizadas durante o festejo não se limitam apenas aos adeptos dessas religiões, atestando a popularidade da crença a essa divindade tão afro quanto brasileira
