    DEVELOPMENT OF METHODOLOGY FOR SYSTEMIC MANAGEMENT OF HUMAN CAPITAL IN THE CONTEXT OF THE ESTABLISHMENT OF AN INNOVATIVE ECONOMY

    The growing globalization, increased competition in international and domestic markets, and intensified integration of economic relations actualize the need for a transition to building an innovative economy based on the formation and use of human potential. This is natural, because only human capital has a system of creative competencies and the ability to create a unique toolkit for the creation of competitive advantages of the national economy. For more than twenty years, the need for the transition to an innovative economy has been declared at all hierarchical levels of state authorities and administration. But, nevertheless, we have to admit that the state policy of innovative development carried out all these years did not allow ensuring a certain tangible qualitative growth of innovative activity in most regions and bringing high-tech innovative products with a high level of added value to the relevant markets. Among the main reasons that prevent the definition and initiation of the human capital positions in the creation of an innovative economy, experts call the extremely low level of susceptibility of the bulk of employees to innovations and the underdevelopment of the innovative potential of human capital. we must also add to this the insufficient publication activity of domestic researchers: so, the share of publications by Russian scientists in the leading world databases Web of Science, Scopus, etc. is less than 2%, when in the USA, for comparison, their number is more than 27%, in China - 14%, etc. (Indicators of Science-2015) The result of this situation is that the methods and tools used for diagnosing human capital do not contain mechanisms and approaches to disclose the professional intellectual and creative abilities of employees regarding the development of priority areas for their construction and development. It is clear that in such conditions there can be no question of ensuring the accuracy of forecasting and strategic planning for the development of human capital, which is a necessary condition for creating an innovative economy. Of course, all of the above actualizes the need to develop a methodology for human capital management in order to ensure innovative economic development.&nbsp

    Os Warao em Mossoró: Notas etnográficas dos primeiros contatos e estranhamentos

    Este artigo pretende reunir de forma esquemática notas etnográficas e esboços analíticos produzidos no momento de primeiros contatos e estranhamentos com os indígenas venezuelanos Warao chegados à cidade de Mossoró/RN no ano de 2019. O contexto nacional brasileiro de pandemia da Covid19, bem com a condição de minoria étnica refugiada dos Warao, implicou em enormes esforços institucionais articulados por universidades, grupos privados de apoio a populações em situações de vulnerabilidade social e órgãos públicos de assistência e de prestação de serviços jurídicos para a acomodação dos Warao no urbano mossoroense. Nesse enquadramento moral e emocional, ainda atual, da situação de confronto interétnico com os Warao, perspectivas para uma pesquisa acadêmica sobre especificidades socioculturais e contrastividades étnicas foram organizadas, assim como foi produzido um breve esboço analítico sobre a dinâmica migratória, econômica e de aldeamento urbano dos Warao

    THE YAKUT PEOPLE SHIFTING FROM TRADITION TO MODERNITY: STAGES OF CULTURAL INNOVATIONS

    This paper deals with transformations having occurred in Yakut culture from the second half of the 18th century to the 1920s-1930s and concerning both material and spiritual culture. According to the authors, Yakut culture came a long way from traditions to modernity over this extensive period. In the first place, these transformations are associated with reforms carried out in the political order and economy, namely, the provincial reform of 1775 (constitution of the Yakutia Region), the First Yasak (fur tribute) Reform of 1766-1769, agrarian reforms of the 1770s and M. M. Speransky’s Siberian Reform of 1822, among others. This research study used the retrospective and comparative methods. Special attention was given to the modernization of culture, the transformation and disappearance of traditional forms of culture. What is meant by modernization is a shift away from tradition to the formation of mass culture and the establishment of civil society institutions. The authors made for the first time in research history an attempt to identify the critical periods, which were of multi-stage nature, of this process. The first stage relates to the second half of the 18th century when innovations in material and spiritual culture started to penetrate Yakut culture not yet influenced by the Russian expansion. The second stage connected with the reforms implemented in the 1820s introduced into Yakut culture certain elements borrowed from Russian culture and assimilated by the Yakuts. At the turn of the 20th century, the third stage is marked by the widespread modernization of many facets of Yakut culture. Finally, the fourth stage dating back to the first decades of Soviet rule is characterized by intensive modernization which led to the disappearance of a great number of traditions and the emergence of various forms of mass culture. The abovementioned stages highlight the historic milestones in the development of Yakut culture influenced by modernization. The present paper examines for the first-time transformations having taken place in specific areas of Yakut culture such as mundanity and art. The authors conclude that these transformations were evolutionary and unmarked by any regrettable incidents

    Formulation and standardization of quality assessment qualification and validating he undergraduate student’s curriculum planning

    The purpose of this study was to develop and standardize the indicators of quality assessment and validating of the undergraduate curriculum of North Khorasan University of Education. Method: The present study was a descriptive-survey method with respect to its fundamental purpose and a qualitative and quantitative method. The statistical population consisted of faculty members, visiting professors, and staff who were in the second semester of the 1996-1997 academic year in an undergraduate degree in the field of education. The sample consisted of 77 individuals by census method. In the qualitative part of the research, recruitment has been done through the study of internal, external research and literature review, and the background to quality and validating evaluation, especially curriculum validating factors, criteria and indicators. Then, eight faculty members and visiting professors were purposefully selected and conducted 18 sessions of guided and semistructured interviews. In the quantitative part of the research, a researcher-made questionnaire was completed by statistical sample after determining validity and reliability in order to standardize and weight the factors, criteria and indicators of curriculum quality evaluation and validation. Results: The findings were analyzed in qualitative section in three stages: 1- Drafting factors, criteria and markers according to semantic units derived from semistructured interview, 2- Drafting critique and evaluation by university professors. Farhangian, 3. Ranking, standardization, and weight determination using Friedman tests, one-sample t-test, and mean weight. For this purpose, a researcher-made questionnaire was given to 40 faculty members of Educational Sciences Department of Farhangian University. After calculating the reliability of the questionnaire through Cronbach's alpha test (0.986), 77 professors were selected by census method. A poll was conducted. The findings of this study showed that there were 12 factors, 33 criteria, and 211 indicators for the undergraduate curriculum in the field of education. The analysis of the findings showed that the factors, criteria and markers were multivariate, including assigning the highest rank and weight to the content factor and the lowest rank and weight to the time factor.     Contrasts are a fundamental concept that has been addressed to humans since the beginning of creation, and later found in both literary and semantic levels in literature. The Contrasts allow the creator of the work to create the context necessary to increase the level of audience understanding by creating a comparative space. In the poem “Nasimi Az Diar-e-Ashti” (The Breeze of Reconciliation), Fereydoon Moshiri has created a meaningful contrast with his deliberate juxtaposition of words and meaning and has reflected some of his humanistic views. In this article, based on the foundations of the dual interaction theory and the application of the descriptive-analytical method, this collection is examined from the point of view of structuralism in order to answer the main question “what kind of messages did the poet convey to his audience?” Studies show that Fereydoon Moshiri mentioned the contrast of "laughter / crying, waking / sleeping, kindness / evil, peace / violence" on the lexical level. This conflict at the semantic level includes: "Patience / Scream, Wood / Fire, Enemy / Reconciliation and Light (Lights, Speech) / Darkness (Ignorance, Sword)". The poet stated various ethical, cultural and social issues under each conflict, and has endorsed a poem full of signs of poetic populism and literary affection

The research implements data mining processes to understanding customer behavior in relation to mean products purchased on the basket. Knowledge of this relationship will appropriate layout for the sale of goods in the vicinity of them. By using the technique of association rules as a data mining tools, discovering the relationships between groups of goods purchased by customers has been done in one of the best-selling hypermarket in Mashhad that achieving the proper layout within determining the importance of commodities of groups together

    THE NATIONS OF AFGHANISTAN AND CENTRAL ASIA: COMMONWEALTH OF HISTORICAL DESTINY

    This paper is devoted to the analysis of the main stages of the emergence and development of contacts, as well as of the active interaction of the nations of Afghanistan and Central Asia (CA), from antiquity to the present. Due to its geographical position, complicated internal political situation and ethno-confessional mosaic, Afghanistan and the Central Asian states for a long time have been in the area of close attention of both global and regional powers. The relevance of the selected topic is due to the call to strengthen the CIS southern borders and create a culture of mutual neighborly co-operation, which is one of the priority tasks not only of the states of Central Asia, but also of Russia and China. As the most important factor that can largely determine the future, the commonwealth of the historical destinies of Afghanistan and Central Asia is pointed out, with respect to the fact that representatives of ethnoses residing on both sides of the Panj and Amu Darya rivers has been interconnected for many centuries—and most of them are related. It is emphasized, that in the ancient period and the Middle Ages Afghanistan ties with Central Asia (including Kazakhstan and East Turkestan) had comprehensive and systematic character; thus, material culture, beliefs and customs—all formed, albeit peculiar, but in many respects similar or even identical complexes. A comparison of the archaeological, anthropological and historical-ethnographic materials of these regions suggests that already in the early antiquity they were pooled by the same model of the economy and general ethno-linguistic, cultural and historical traditions. Economic and cultural recovery, both of Afghanistan and Central Asia, from antiquity and the Middle Ages, until the XV century (the era of the Great Geographical Discoveries) were promoted by the routes of the Great Silk Road. It is concluded that through research and analysis of contacts and experience of interaction of various nations inhabiting the center of the Eurasian continent one can look at the deep roots of historical processes and find solutions to various contemporary problems taking into account the historical past

    Rumi in two stories, "The King of Jew Who Killed the Nazarene," "The Other King of Jew Who Tried to Destroy Jesus' Religion" used two models to root out sectarian and religious warfare from the perspective of the principles and techniques of political world. By fascinate and comprehensive story, he presented scientific and fundamental causes of the emergence and how are these warfare and the ways of infiltration deal with them, Rumi's aim in these two allegories is to establish peace and eliminate one of the major causes of warfare and bloodshed, in this study has been used the ontology of dual opposites of Levi-Strauss to analyze the elements and tools of the two models of hard and soft warfare based on the structure of Rumi's narrative of Saussure and Succession semiotics. As a result, Rumi, as an expert and experienced politician, has been rooting and discovering why and how this warfare and their continuation throughout the ages have brought about global unity and peace
