    SYSTEM OF PREVENTION OF LABOR RIGHTS VIOLATION IN THE SPHERE OF LABOR PROTECTION: ESSENCE AND PROSPECTS OF LEGAL REGULATION

    The objective of the paper is to research the system of measures preventing the labor rights violation in the sphere of labor protection. For this purpose, the normative-legal acts were analyzed, including those in the sphere of labor protection, as well as special literature. To achieve the set goal, the measures stipulated by the Russian legislation to prevent the labor rights violation in the sphere of labor protection were analyzed. As a result, the authors revealed the essence of preventing the labor rights violation in the sphere of labor protection, and propose their classification, which serves as the basis for forming a system of preventive measures. The preventive measures are differentiated on various grounds: content (economic, juridical and moral) and organization (external and internal). Some of these measures are already stipulated by the legislation, including in pursuance of international norms (Conventions of International Labor Organization), others need to be adopted for development of economic relations (for example, labor compliance in the sphere of labor protection). The classification of measures preventing the rights violation in the sphere of labor protection based on their content is the most informative. For instance, the economic preventive measures include organizational, medical, and financial measures. Organizational measures include such measures as organization of the labor protection management system, implementation of special evaluation of labor conditions, training in the sphere of rules of labor protection, distribution of individual protection means, milk, therapeutic prophylactic nourishment, etc. the medical prophylactic measures are medical examination of workers, providing sanitary-amenity services by the employer, mandatory medical insurance of the employees. The financial preventive measures are the necessary payments of an employer to provide the measures for labor protection. The juridical measures preventing the rights violation in the sphere of labor protection are represented by measures of control and supervision. Supervision is implemented by the Federal Labor Inspection, while control is organized and implemented by a special department of the employer company, which controls how the employees follow the rules of labor protection (labor compliance). Finally, the moral preventive measures often have the most expressed positive effect on the employees’ following the rules of labor protection, thus stimulating an employer for creating the safe working conditions

    The research topicality is due to the one-sidedness of the existing interpretations of one of the key heroes of Nart epos – Sosruko, emphasizing his “solar”, “fire” nature. In this connection the paper is aimed at revealing the most ancient mythological conceptions in Sosruko character, related to his chthonian essence, as well as at revealing the sacral, divine nature of the character within the sphere of perception of the preceding epic tradition and cosmogonic conceptions, corresponding by stage to the period of chthonian gods’ omnipotence. The paper applies systemic approach combining the structural-semiotic, historical-cultural and comparative-historic methods, which enables to comprehensively research the epic personage in the structuralsemiotic aspect, in the context of his stage development and comparative-typological characteristics. The paper reveals the complex, ambivalent character of Sosruko, in which, alongside with the traces of solar cult, one may see the signs of the most ancient chthonian god, “the binder”, possessing magic power, connection with the power of “underground fire”, ability to control elements and the cult of “the dying and resurrecting deity”

    Efficient Model for Certificate of Agricultural Commodity Deposit in Iranian Capital Market

    A commodity deposit certificate is a way to facilitate trading, financing, and risk management through the commodity exchange market system. Since this instrument is developed based on agricultural products in the capital market, the following studies indicate that for its development and effectiveness in Iran, the various aspects of its policy, legal, economic and financial implications require consideration. In this research, using survey studies and expert opinions, the effective factors of success of the model used in the field of commodity deposit certificates in agriculture have been identified and then the related relationships with structural-interpretive model (ISM) have been analyzed. The results imply that "policies and regulations" as well as "infrastructure" at the highest level and "economic" and "culturalization" dimensions at the next level have the greatest impact on the development of commodity deposit certificates in agriculture. Therefore, suggestions for improvement and development of this tool in order to maximize its efficiency have been provided in the form of components corresponding to these dimension

    Psychological and pedagogical knowledge as a determinant of linguodidactic technologies of teaching russian as a foreign language: Stage of speech adaptation

    The authors’ attention is focused on the identification and scientific description of the psychological and pedagogical grounds of changes in the linguodidactic trajectory in Russian universities as the basis of a multidimensional model of teaching Russian as a foreign language at the initial stage. The research position is based on the system analysis of the structure and content of the modern communicative field, which determines the functioning of the standard form of Russian as a subject of study and at the same time determines the formation of new mechanisms of “assignment” of knowledge. The methodological concept of the study was based on both empirical methods and methods of general and private psychology, with special attention paid to the continuous/inclusive monitoring of the formation of linguistic and socio-cultural competence of inophones at the stage of speech adaptation with the identification of critical aspects due to psychocognitive and ethnomental characteristics of the audience. The combination of methods of complex theoretical description and sociopedagogical, observational, basic diagnostic research, extrapolated to the real educational process of the preparatory faculty, made it possible to taxonomy actual features of the initial stage of teaching Russian as a foreign language; to characterize the modern principles and basic conditions of an effective approach to teaching Russian as a foreign language at the initial stage; to qualify and categorize the basic factors determining the linguistic and methodological vector of pedagogical activity at the stage of speech adaptation; to identify the content formants and orientation of linguodidactic technologies, involving orientation to cognitive/communicative/axiological expectations of students. The results of the study and testing of new methodological guidelines indicate that the proposed linguistic and methodological strategy will ensure the active development of inophones’ cognitive and creative ability to self-education, which will create equal communication conditions between students and teachers, will open the possibility to successfully build speech interaction with other communicants and will be a foundation for the formation of a multilingual and multicultural personality

    Criteria for determining the ecologo-economic and economic efficiency of agricultural land use and for ensuring its sustainable development

    Against the background of present-day market relations, agriculture is gradually evolving into agricultural land use, whose sustainable development must be effective in terms of both economy and ecology while providing opportunities to integrate environmental policies into Russia’s strategy for socio-economic reforms. One issue has gained considerable relevance in this regard, i.e. the need to substantiate and improve the criteria for determining the ecologo-economic and economic efficiency of agricultural land use and for ensuring its sustainable development in the Republic of Crimea. The article examines the theoretical and methodological framework of agricultural land use, its essence, criteria and system of indicators. Scientific views of economists are given regarding the definition of the term “efficiency” that are part of the notion of criteria for assessing agrarian land use. These include the financial result owing to the use of natural resources in agricultural production activities; changes in ecology due to soil fertility and environmental health; and the ability to deal with seasonal variations of agricultural output related to agricultural specificities. An analysis was made of Russian researchers’ approaches to assessment of criteria for determining the ecologo-economic and economic efficiency of agricultural production. A relevance tree was drawn to represent the strategic objectives for ensuring the sustainable development of agricultural land use and a study was made of the different components of this relevance tree. The authors suggested a formula for calculating the ecologo-economic and economic efficiency (EEE) of the sustainable development of agricultural land use, which updates and enriches the methodological framework for its definition, exposed by the authors in economics literature. This formula takes into account the aggregate capital (AC), value-based human capital, increased gross value added as well as the impact of agricultural land use on the state of natural resources (land and water) and the environment. The suggested methodological approach was used as a basic set of criteria for determining the ecologo-economic and economic efficiency of the sustainable development of agricultural land use, which could enhance its sustainable development and contribute to environment conservation in agricultural entities of various types of ownership in the Republic of Crimea (see Annex for details)

    Assessing the accessibility of additional education of children by the results of researching the social order from state and municipal authorities, public organizations and business community

    The contemporary period of development of the Russian system of additional education is characterized by numerous changes, the most important of which is the transition to educational programs management, personified accounting and financing. Ultimately, this determines the need to increase the accessibility of additional education programs by researching the social order from the state and municipal authorities, public organizations and business community. Applying this tool is due to the fact that it determines the content of additional education and serves as the main criterion of assessing the quality of its results. The present research is aimed at revealing the features of social order for additional education for children in Russia from three main groups of principals: the state, the society and an individual. The research was carried out in Yaroslavl and comprised 1684 representatives of state and municipal authorities, public organizations and business community, who are able to estimate the accessibility of additional education programs and create conditions for increasing it. The research results revealed the portrait of a modern young person and the spheres through which a modern society member can be formed. It is highlighted that an essential role is played by organizations for additional education for children, while working with talented children is an important sphere of their activity. We studied the awareness of respondents about the organizations for additional education for children in the proximity to their place of residence, about their spheres of activity and source of information about them. This enabled to define the measures for improving and developing the system of additional education for children in the regions, providing their accessibility and quality. The article shows these aspects by the example of increasing the informational accessibility of additional education. The authors show the capabilities of personalization and personification for provision of the above process. The research results are of interest for municipal and regional authorities in the sphere of education, heads of organizations for additional education for children, and teachers of additional education

    THE HISTORY OF THE CHUVASH PEOPLE IN ETHNOGRAPHIC FACTS

    The paper is devoted to the spirited discussion on the vexed question of the historical ancestors of the Chuvash people. Some researchers consider the ancestors of modern Chuvash as Bulgars, others as Savirs (Suvars). The aim of the presented study is to demonstrate the substrate parallels of modern Chuvash with the Savirs (Suvars) in lieu of the ethnographic facts. The author uses a comparative-historical methodology to prove that the main historical and ethnographic references of the Chuvash are traced back to the traditions of the Caucasian peoples. The Savirs worshiped the deity of lightning Quar. In 922 those who disagreed with the religious reforms of the first ruler (emir) of Volga Bulgaria Almush Elteber moved to the right bank of the Volga River. From this time, the rise of the ethnic self-identity of the Suvars intensifies

    This article is devoted to the analysis of the concepts of ‘suffering’ and ‘war’ on the textual material of works by Nikolay Nekrasov, as well as to the determination of their significance in the conceptual worldview of the Russian language personality. The presented study examines the expression of the discursive content of these concepts in Russian and describes in detail the historical background of emergence and development, as well as the analysis of the concepts’ linguistic and factual content that characterizes the disposition of the language personality of mid-19th century native speaker in Russia (diachronic aspect). The article also contains a number of observations on literary techniques used by the poet in creating the image of war in his literary works

    Explaining Factors Influencing Sport Tourism Development Case Study: Minudasht County, Iran Mansour

    Sports tourism is one of the growing types of tourism in which competitions and sporting events attract large numbers of tourists. In this regard, the present study has explored the factors affecting the development of sport tourism in Minudasht County through a descriptive-analytical method based on library and field studies. The groups involved in this study are: local community, local managers, and tourists. The first group size was estimated 380 using Cochran formula and its correction. 20 managers were used as the sample for the second group and 100 tourists were selected as the sample for the third group. Research findings suggest that among the potential of sports tourism, aerial sports such as paragliding are ranked first. The research findings also show that various factors affect tourism development process that in current study, 40 components and 9 main factors including geographical factors, risk level factors, quality of service factors, factors related to planning sport event, economic factors, capacounty factors, competition factors, host community participation factors, and macro-policy of government factors that influence of all of these statistical factors on the development of sport tourism in Minudasht county was approved using multivariate regression test
