    MONITORING AND QUALITY ASSESSMENT OF TEACHERS’ WORK

    Modern universities do not offer effective methods for assessing the quality of teachers’ academic work. The aim of the research is to increase the objectivity of assessing the quality of training students. The article proposes a structural block diagram of a computer network for monitoring the academic work of university teachers, including a central computer designed for processing and storing information, and personal computers of teachers and training support departments for entering information. Criteria and indicators for assessing the quality of the teaching work are offered, as well as analytical expressions for calculating the individual indicator of the quality of teachers’ work, of students’ discipline, and the effectiveness of the department. To increase the objectivity of teaching work evaluation, students’ knowledge should be assessed not only during examinations, but also during in-term certifications. In addition, when assessing the quality of mastering a subject, students are asked to consider the scope of classroom activities and the qualifications of teachers in this subject. The proposed method of quality assessment of teachers and the department will provide an objective evaluation of the quality of the students’ training not only in one subject, but also in their field of discipline. In addition, the proposed ways of quality assessment of students’ knowledge and the of effectiveness of teaching activities will allow making prompt changes in the organization of the educational process and the content of the curriculum, changing the content and technology of teachers’ professional development, which in combination will improve the quality of training and the level of demand for university graduates in the labor market

    S. Rustamkhanli created the best artistic examples of his century and time by using images from our oral literature and folk art in accordance with his ideas and goals.     MODERN APPROACHES TO THE FORMATION OF PROFESSIONAL COMPETENCIES OF PROSPECTIVE EXPERTS OF THE HOSPITALITY INDUSTRY

    The relevancy of the problem under study is due to the fact that at the moment the transition from a raw-material development model to an innovative socio-oriented type of economy is a necessary condition for the competitiveness of the Russian economy. In this regard, one of the priority directions of the social and economic policy of the Russian state is the dynamic development of the hospitality industry. For reason given, there is a demand to improve the quality of professional training of prospective experts in tourism and hospitality as active subjects capable of designing and implementing their own strategies for professional growth, possessing the necessary competencies, competitive personal qualities and professional mobility. The purpose of the paper is to outline the main theoretical provisions of modern approaches as methodological grounds for the professional training of specialists in the hospitality industry; and in analyzing the results of an experimental study of the professional positions of students as prospective experts in the hotel services. The leading methods of research of this problem are the content analysis of the main theoretical provisions of modern approaches to the formation of professional competencies of prospective hospitality experts from the positions of different authors, as well as the system analysis of the survey complex with students of 2-4 years (aged 18 to 21) in the total number of 73 people, studying in Petrozavodsk State University, in the student courses of “Hospitality” and “Tourism”. The results of the research are the identification of students' values that determine the personal position within the chosen occupation, their relationship to socio-cultural and intercultural interaction, the semantic-value relationship to future professional activities in the tourism and hospitality industry. The paper deals with the professional competencies of specialists in the sphere of hotel services, which are formed in various types of practice-oriented activity, proximate to the professional already at the stage of college/university training. We have developed and experimentally tested the method of forming a personal program (trajectory), the method of evaluating the acceleration and effectiveness of professional adaptation of military students to productive activities in the service sector. We have paid our attention to the optimization of the content of educational material: the use of modern interactive technologies; the professional orientation of academic disciplines; the implementation of inter-subject relations in order to implement high-quality professional training of military students to meet the modern requirements of employers. The specifics of the complex of measures for professional adaptation of military students (combatants) is that the adaptation period can occur at different times of study in higher education, depending on the conditions of its passage.     At present, an increase in production and polluting emissions adversely affects the environment of any administrative-territorial formation. A comprehensive interdisciplinary analysis of environmental factors is necessary, since when studying environmental and economic factors, it is necessary to consider the state of the territory in all its complexity. Environmental and economic assessments of territories in urbanized industrial areas show that population congestion in growing urban agglomerations exceeds the permissible technogenic level of impact on natural systems, as well as depletion of local water, fuel and the ability of the environment to store and process the entire set of various wastes, exceeding thresholds of permissible exposure.     PAREMIYA AS A REFLECT OF THE LINGUISTIC CULTURE OF THE EVENS AND EVENKS

    Paremiya is a text of a culture reflecting the traditional style and the mental focus of the popular thinking. The paremiya fund of a language is an important matter of researching, because paremiay as a multifunctional way of implementation of a language and a culture. The contrastive analysis of different types of paremiya as culturesignificant units shows the most meaningful role of proverbs and sayings in the modern language word, as different types of paremiya represent national cultures. All the types of paremiya have identical sets of pragmatic functions. They all have a different dominant function, but the common set for all the functions are identical. Paremiya researchers have always wanted to differentiate between proverb and saying. V.I. Dal notes that saying is an ambage referring to the matter accessible to understanding, while «proverb is a devious expression, a figurative style, usual allegory, ambage, way of expressing, but there is no fable, no judgment, deduction, no matter determinated» [7;14]. The matter of the article is doing a contrastive research of phraseological units as regards the even and evenk languages. The most important objective is the identification of the common features as well the distinctive features, emphasizing their base ways of formation and сharacteristics of the semantics structures. The rich and richest folklore of the Tungus people being studying and developing. There is a great variety of genres, including few genres – proverb and saying. Nobody did not research any types of theses folklores except for a riddle genre in the works of M. G. Voskoboynikov, V.I. Tsintsius proverb and saying genre in the works G.I, Varlamova and A.A. Burykina. The linking between two languages is of interest to the philologist researchers. The phraseological units of genetically related languages give an idea of language ethnos, of language world vision. The urgency of the theme is even and evenk phraseology as badly studied. The article is carried out the attempt of comparing even and evenk phraseology units

    The blatant evidence of the rural nature of the way of life in Russia became the reason for the actualization of the agrarian issue in the political projects of the empire, and also gave rise to a significant number of interpreters and projectors in the educated strata of society who labored in the field of rural life "improvement", which, since the time of the Great Reforms, has become a kind of a national hobby, which constituted the trend of the discursive formation of domestic modernization. Liberals and guards, writers and engineers suddenly felt the need to either take (Marx & Engels): “... a significant part of the population from the idiocy of village life”, or include (Trotsky) “the peasant in the general system of socialist economy”. However, "...a fatal blow to agricultural backwardness, the barbaric isolation of the peasant and the idiocy of village life" was still assumed in the finale (Trotsky)

    IMPROVING THE SKILLS OF FOREIGN LANGUAGE COMPETENCE OF STUDENTS BASED ON THE TECHNO-R TECHNOLOGY

    The article briefly presents Techno-R being developed at the Institute of Philology and Intercultural Communication of Kazan Federal University and outlines the course and results of an experimental study in order to identify the effectiveness of Techno-R in improving the quality of students' language competence. Techno-R is corrective in nature and is designed to improve communication competence. In this study, we are talking about improving language competence, which is part of the communicative one. The experiment was carried out on the example of teaching French in the field of the formation of lexical and grammatical skills. The experimental procedure included several stages: setting an educational task, studying the indicative basis of speech actions, training in improving lexical and grammatical skills, assessing the formed competence (including self-esteem). Two assessments were conducted, before and after the experimental training. The assessment criteria were the number of lexical and grammatical skills. The empirically obtained data on the quality of lexical and grammatical skills, expressed in numerical indicators, were subjected to statistical processing based on the Student's t-test. The obtained value of the t-test > 3.79 indicates the reliability of the conclusions made by the authors of the article that Techno-R is effective in teaching lexical and grammatical skills

    VERTICAL IMBALANCE IN THE RUSSIAN FEDERATION BUDGET SYSTEM

    The problem of vertical imbalance in the budgetary system is typical for many states, including the Russian Federation. Excessive centralization of tax revenues at the federal level along with the decentralization of expenditures at the regional and local levels lead to distortions in the budget system of Russia. Thus, the ratio of revenues, excluding inter-budgetary transfers, of the federal and territorial budgets in Russia in 2006-2018 was approximately 65:35. The use of inter-budgetary transfers allows solving to a certain extent the imbalance problem and ensuring the equalization of federal and subfederal budget revenues to a ratio of 55 to 45. For fairness, it should be noted that most budget expenditures are also financed from the federal budget. The ratio of expenditures of the federal and territorial budgets is approximately at the level of 60 to 40, and in 2016-2018 it was 50 to 50. However, in modern conditions, maintaining the volume of inter-budgetary transfers provided from the federal budget to regional budgets at the same level becomes difficult. In this regard, the issues of ensuring a balance of regional and municipal budgets in Russia do not lose their relevance
