    ORGANIZATIONAL FEATURES OF SUPPORTING PROCEDURES FOR ASSESSING THE LEARNING QUALITY IN A PEDAGOGICAL UNIVERSITY

    Verification of the quality of vocational training of graduates of pedagogical universities based on existing and developing professional standards is one of the urgent tasks of modernizing Russian education. Most modern pedagogical research focuses on the search for new methods and technologies of assessment, as well as the study of problems that arise in the process of introducing innovative solutions. At the same time, authors often operate with ideal models of subjects of the educational process (which are students, teachers, university administration, higher organizations and founders, employers and even parents), leaving behind a whole range of problems of a financial, economic, psychological and managerial nature. As a result, effective methodological and technological developments of tools for assessing learning outcomes are not only not widely used, but also “emasculated”, formalized, and perceived by participants in the educational process as a source of redundant and meaningless workflow. This article attempts to conduct a comprehensive study of the conditions under which it is proposed to modernize the assessment system; explicit and implicit requirements to this system are identified by various subjects of the educational process, the role of the electronic educational environment of a pedagogical university in the organization and support of assessment procedures is identified. It is proved that the closed EES of a pedagogical university is not able to fully solve the task and its double integration is necessary: with institutions of general and secondary vocational education on the one hand, and with other universities of the industry within Russia and the Eurasian Economic Union. The first direction of integration will guarantee the relevance of pedagogical and methodological training of the future teacher, as well as a source of real cases in the field of professional activity. The second direction will help to form a unified methodological, expert community of teachers, to ensure both the exchange of experience and the creation of a single vast database of assessment materials that have passed the real procedure of expert assessment and approbation. This approach will allow not only to comply with regulatory requirements, but also to ensure the objectivity, accessibility and understandability of assessment procedure

    With the transition to the era of the knowledge economy, the concept of "human capital" began to be introduced into the management of modern organizations. This allowed the ideas of managing and accumulating human capital of the enterprise to undergo significant changes. Organizations are gradually turning human resources management into human capital management. The problem of increasing the efficiency of use of human capital of an enterprise requires the availability of appropriate methodological tools for assessing the level of development of human capital of an organization, as well as its impact on the main results of economic activity. The most common method for assessing human capital is the method of calculating direct personnel costs; in the study, this method was integrated with the index method, which is mainly based on the aggregate human capital index and indices of its components. The authors suggest the frequency of transition of human resources to human capital and the direction of resource provision of the stages of formation and accumulation of human capital

    TASK MANAGER FOR GENERAL-PURPOSE OPERATING SYSTEMS

    This paper suggests a possible task manager implementation for generalpurpose operating systems. The aim of the study is to maximize processor utilization in exclusive mode for general-purpose operating systems. The subject research field of this study is relevant today in the light of global informatization and the urgent issue of improving computing performance. In order to achieve the objectives, set in this study, several particular problems have been solved, which include analysing various scheduling strategies for computational task execution, comparing specifics of various operating systems, choosing a system resource allocating method, developing a software for running calculations in priority mode, and minimizing scheduling and dispatching overheads. During the study, we have analysed four families of general-purpose operating systems and their features. A summary information on the utilized scheduling and dispatching algorithms has been prepared based on the analysis results, which allowed choosing the appropriate approach to solve the problem under consideration. A resource allocation method has been chosen and implemented as software unit, based on mechanisms common to the considered systems that developed software starts computations under a configuration corresponding to the system's topology, sets a realtime scheduling policy for threads, assigns them to available computational cores, and independently dispatches task execution. The effectiveness of the developed software is confirmed by test runs and measurement of such indicators as runtime, number of context switches and accesses to external memory. The main results obtained can be applied when designing new and improving the existing general-purpose operating systems

    The Goal theory in Islamic Management: Paradigmatic pattern

    By focusing on differences between Islamic and common management, present paper attempts to study “goal” issue in both approaches and represent theoretical objective pattern in Islamic management. By studying Islam, liberalism and socialism as the communicators with practical experience in establishing political systems, it has expounded the difference of their attitudes toward human being and its destination, their doctrine and Palladian pillars in management arena, base and two destinations of felicity or adversity these two aspects. Present study has attempted to represent a paradigmatic pattern on goal theory in Islamic management by using databased theory and community consisting of 27 Islamic sources as Islamic management cognitive resources. The findings indicate that despite of some similarities in this ambit, there are basic differences between these two approaches in content and method of “goal” issue. In western common management, the manager and personnel are both human beings who serve organization (as asset holders) for purpose of gaining benefit and more enjoy in passing life and all planning in this kind of management is toward deficit and discriminatory securement of human material world.     Interiorization of the Soviet model by the Old Believers’ community in Buryat-Mongolia in the 1920-s

    The research topicality is due to the necessity to analyze the strategies of adaptation, survival, resistance and coexistence of traditional communities under the new social reality of the 1920-s, when the basics of the Soviet model of development were laid. This will enable to significantly adjust the contemporary vision of the problems of Socialist modernization of the borderland national autonomy of the Soviet state. This article focuses on the features of interirorization of the Soviet model by the Old Believers. In the context of the conducted research, interirorization is interpreted as a complex social-historical and social-psychological process of assimilating the new social forms and economic relations, imposed by the Soviet power which was proclaimed in the Buryat-Mongol Autonomous Soviet Socialist Republic in 1923. This process led to changing the world outlook in compliance with the Bolshevik paradigm of Socialist society. The methodological tool of the research is everyday life history, focusing on the comprehensive study of the repeated, the normal and the habitual which constructs the style and way of living, their components and changes, including emotional reactions to the life events and motives of behavior. Besides, we rely on anthropological approach which allows focusing on the everyday life of the Old Believers, their emotional reactions and routine practices. The article reveals the specificity of the Old Believers’ perception of the Soviet power and its economic measures, researches their reactions to the Bolsheviks’ struggling against religion, analyzes their attitude to the Soviet modernization projects in the spheres of education and medicine, reveals the features of assimilating the Soviet novelties in economic, leisure and everyday practices, in marriage and family relations. It is stated that the actively developing Soviet construction, many trends of which contradicted the Old Believers’ dogmas, caused diverse reactions ranging from negative perception to categorical denial and resistance. It is proved that the interiorization process in this group appeared to be difficult; only the youth accepted the new forms and relations. Interiorization was impeded by the closeness of the Old Believers’ community, their isolation from the rest of the world, archaic traditionalism. The research demonstrates the necessity for the state (regardless of its political and ideological basis) to take into account the historical, socio-cultural and ethno-confessional features of individual regions and the peoples inhabiting them when choosing the means and elaborating the mechanisms of reforming the society

    Aesthetical Centrality of Amorous Statements in the Poem by Garuce Abdolmalekian with an Emphasis on the Lyrical Triangle of Blood, Love and Death

    : It is highly important to pay attention to the amorous statements’ aesthetical aspects for recognition of the lyrical streaks when criticizing the contemporary poetry. Garuce Abdolmalekian is a young poet who has taken advantage of his inherent verve and talent and applied different techniques to come to a live and dynamic language. Efforts have been made in the current article to analyze the various examples and themes showing off with a novel approach in Garuce’s poems so that these amorous concepts that have been internalized in his poems can be investigated via offering various images of them; to do so, the book “nothing is fresh as death” has been selected. The literary concepts of this research are in a movement from whole to part and indicators like symbolism, image and imagism will be explored from the aesthetical as well as lyrical beauty perspectives followed by revealing of the other examples posited in the aestheticism in respect to the poems by Garuce Abdolmalekian. It seems that Garuce has been able in this artistic collection of his to skillfully deal with literary creation through by means of lyrical poetry in such a way that lexicological and semantic investigation of three words of “love”, “blood” and “death” by giving centrality to the lyrical aesthetics’ power makes it clear that traces of a love of modern type can be found in his poetry with a different aesthetical account of thanatopsis amongst his other lyrical moods

    FORMATION AND DEVELOPMENT HISTORY OF HIGHER MUSIC AND PEDAGOGICAL EDUCATION IN KAZAKHSTAN (LATE 20TH - EARLY 21ST CENTURIES)

    The present study is devoted to the formation and development history of higher music and pedagogical education in Kazakhstan in the second half of the 20th and in the early 21st centuries. The research aims to determine the conditions and the main stages of formation and development, to study the history of the organization of music and pedagogical faculties in the universities of Kazakhstan, to identify key areas and trends in training music and pedagogical personnel, and to analyze the pedagogical activity and experience of Kazakhstan’s leading musicians and teachers. Materials and methods. The research employed the systemic, historical, and cultural studies approaches, historical retrospective, theoretical methods of studying and analyzing scientific literature, archival sources, legislative and regulatory documentation, and systematization and classification of factual data. Scientific works, theses, materials of the Central State Archive of the Republic of Kazakhstan, and legislative and regulatory documentation were used. Results. In the analyzed period, a system of higher music and pedagogical education was formed in Kazakhstan. At present, bachelors, undergraduates and PhD students in the qualification ‘Musical Education’ are trained in more than 20 leading universities of Kazakhstan, covering all the regions of the country. The formation and development of higher music and pedagogical education in Kazakhstan was determined by historical, socio-political, socio-economic, cultural factors and by conditions and reforms in the field of education. This provision allowed defining periodization and chronological boundaries of the formation and development of higher music and pedagogical education in Kazakhstan, identifying leading trends in the process of training music and teaching personnel. Discussion and conclusions. The research materials allow using the accumulated historical and cultural experience and tradition, as well as modern achievements, in training music and pedagogical personnel; they can be employed by researchers interested in the formation and development history of higher music and pedagogical education in the Republic of Kazakhstan

    ENVIRONMENTAL CULTURE DEVELOPMENT IN THE CONDITIONS OF EDUCATIONAL ENVIRONMENT: PROBLEMS AND PERSPECTIVES

    The article relevance is stipulated by the necessity of finding ways to increase environmental safety level, forming planet population environmental culture, including in Russia, which strives to implement the sustainable development concept. The article objective is to analyze problems and reveal pedagogical conditions for raising the efficiency of forming environmental culture in school educational environment. The leading approach to investigating this problem was theoretical analysis. Besides, the polling data of 80 elementary school teachers were used so as to subjectively estimate the comfort degree of educational environment. As a result of theoretical analysis, the problems of developing environmental culture was found to be based upon contradictions between society demand in environmentally cultural, educated personality capable to join the process of protecting and investigating the environment, and insufficient development level of pupils’ environmental culture. Thus, it was concluded environmental culture is a part of general culture connecting informational, technological (activity), and axiological layers. The performed research of psychological and pedagogical conditions for forming environmental culture can be useful for officials in the education sector, practical teachers, and all citizens interested in environmental education issues

    Onomaconcept as a language unit of nomadic conceptosphere

    The article represents the methods relevant for onomaseology and gives the results of the etimological analysis of the ethnonyms of the medieval nomadic tribes. It offers a new term onomaconcept, whose structure modeling enables to reveal the conceptual semantics of ethnonym. Onomaconcept as a type of linguacultural concept can “unfold” pre-ethnonym and ethnonym meaning of the onim under study. The methods of studying the structure of onomaconcept involve the following particular techniques: the method of conceptual analysis; the method of component analysis enabling to study the dictionary definitions of onomaconcept; the method of sememic analysis enabling to revel the archisemes that contextually become conceptual signs developing the notional basis of concept; the method of conceptual analysis of metaphor elaborating an image component of onomaconcept; the onomaseological method describing the ethnocultural and ethnohistorical background of a concept, and the semasiological method. The study of the congeneric names of nomadic tribes has revealed the system of onomaconcepts verbalized by ethnonyms. The reconstruction of the conceptual field of a congeneric name using onomaseological and conceptual analysis has enabled, first, to establish the ethimological meaning of onim and, second, to model the conceptosphere of nomadic consciousness. The complex methods of the analysis of onimic lexics have enabled to restore the system of archaic mental mindsets, reflections, and worldview system of medieval nomadism as completely as possible. The studies of such ethnonyms as Mongol, Tungus, Churchzhen’, and others in the context of their linguistic origin and etymology remain arguable in many respects. The linguaconceptual description of the nomadic linguistic worldview has enabled to reconstruct mental mindsets and the worldview of the nomadic consciousness at the period of establishing the Altai languages, for instance, and at the early stages of its existence. Thus, the onomaseological method of studying onims as verbalized onomaconcepts has enabled to consider an onim as the ethnocultural and ethnohistorical text deciphered by reconstructing the semantic archetype and conceptual archiseme and thereby to justify the author’s hypothesis for nomadic conceptosphere. The conceptual approach to the analysis of ethnonyms based on the corpse of appellative lexica of typologically non-related languages has enabled to reveal the diachronic Ural-Altai areal linguistic union within the territory under study, which allowed us to make a conclusion about some typologically similar phenomena in the languages related to different linguistic families – the Mongol and the Samoyed
