O MERCADO DE TRABALHO PARA PESSOAS COM DEFICIÊNCIA NO TURISMO
Este artigo tem como objetivo discutir o mercado de trabalho das pessoas com deficiência no turismo. No Brasil, apesar da Lei de Cotas atuar em favor da empregabilidade dessas pessoas, há barreiras para que haja, de fato, a sua inclusão social. A pesquisa, de natureza bibliográfica e documental, mostra que o setor turístico apresenta peculiaridades que podem dificultar ainda mais a inserção das pessoas com deficiência no setor. Neste sentido, o artigo aponta a necessidade dos gestores de tais estabelecimentos para uma quebra de paradigma, de tal forma que privilegie a inserção das pessoas com deficiência não apenas para o cumprimento da legislação, mas como uma oportunidade de diferenciação por meio de uma atuação corporativa responsável voltada para a inclusão e não para a contribuição da sua marginalização
PHARMACEUTICAL CLUSTERS CREATION AND FUNCTIONING
The experience of using cluster models for regional development in different countries proves the need for an active role in the process of both state and local authorities’ economy clustering. Effective practices consist of the fact that the state gives integral and financial support to institutional and cluster formations. The purposeful research of clusters as a subject of public administration either from the side of regional or central government bodies showed the importance for power concentration to create favourable conditions for partnership between enterprises, first of all, in the shape of development assistance to already existing sectors tested by the market. The article deals with the important scientific aspects of both creation and functioning of clusters to secure the pharmaceutical sector competitiveness by means of mobilizing the state strategic resources both at government and sectoral institutes’ levels. The methods, which were used to reach the purpose of the research, are as follows: the description method, the table and graphic method, the method of structure and dynamics revelation and methods, which are available for comparison in a certain territory such as: the statistical data and the method of analysis and synthesis. The economy subjects’ cluster policy implementation should be carried out by means of forming the economic terms movement of a whole production system to a competitive position in terms of cooperation and partnership. It is also important to understand how certain clusters contribute to the economic development of certain regions and to adjust their activity in accordance with that. The new structural element of space progress security in a globalized economy should include clusters as a basis of network territory organization the functioning of which will facilitate both regional and state competitiveness on the whole; as well as contribute to the implementation of investment and innovative development models. The creation of such investment and innovative clusters requires significant boost of relevant theoretical and methodological support because the state should clearly understand where to go and what reforms to carry out. The relevance of considering the formation of a healthy lifestyle (HLS) as a condition for the prevention of deviant behavior among the youth is explained by the complication of social life, increased risks of social, cultural, psychological, environmental, political, technological nature that provoke negative changes in the health status of young people. In order to prevent deviant forms of behavior and to form healthy youth in general, it is necessary to develop such social qualities of youth that will contribute to the formation of their good attitude to healthy lifestyles, and thereby contribute to their successful social functioning

CREATION OF DIGITAL UNIVERSITIES THROUGH INTERACTION OF HIGHER EDUCATION INSTITUTIONS AND ANALYSIS OF READINESS FOR DIGITALIZATION: AN EXAMPLE OF RUSSIA
Current issues of restructuring the modern higher education in the Russian Federation are now increasingly being discussed at the state level. Training and forming the staff of the future is a strategic task that should be worked out and implemented in the short term. This task is the foundation and basis for the further development of the country's economy. New technological challenges within the national technological initiative being implemented in the Russian Federation, as well as changes in the formats of education, lead to significant restructuring and challenges for the universities of the future. The transformation of universities occurs not without the help of the state. Modernization and development of education roadmaps is carried out. The article analysesthe current education system and new challenges in the context of the impact of digitalization on education and compares it with the updated education development roadmap. The central place of digital universities is highlighted as a link between the applicant and the employer. In 2019, in the framework of the national program “Digital Economy in the Russian Federation” and the federal project “Personnel for the Digital Economy”, a competition was held for the provision of subsidies for the development of “Digital University” models. Based on the results of the selection, 5 leading universities of the Russian Federation received funding. The article discusses some educational models of the winners, their features of the transition from traditional to digital university. Focus is placed on the format of continuing education and the creation of a unified educational environment for a person throughout his life. There are presented the main features, problems and advantages in the formation and implementation of the “Digital University” in cooperation between universities of the 1st and 2nd waves of financing. The analysis of universities of the Russian Federation has been performed, on their readiness for the transition to digital transformation

SOCIAL DIFFERENTIATION OF LANGUAGES WITH THE ANALYSIS OF AGGLUTINATION INDICES
This article deals with the modelling of special frames “written language – unwritten language” in the context of the Nakh-Dagestanian languages. The method for frame modelling is based on the material of the Nakh-Dagestanian languages belonging to different types of national minorities (indicating graphic (Tabasaran) language, unwritten languages – Andi, Archin, Akhvakh, Karata, Chamalal). For a complex description of the Nakh-Dagestanian languages, the method of text translation was used. Text translation was carried out through the lens of a professional linguist and was directly relevant to the high level of interviewing. For the peoples of the North Caucasus whose “second” mother tongue is Russian, this kind of correspondence comes from the recipient language (from Russian to the native language). The author of the poem Telizeng is Tabasaran poetess G. Omarova; “Telizeng” is “cellular phone” in translation. The method of typological indices “Russian as an intermediary and donor” of minority languages is become actual within the translation of the poem. This gradation reflects the direct dependence of the languages of national minorities of Russia in the North Caucasus. Since the main source of information was obtained through direct contact with the speakers divorced from “natural Russian environment”, it can be recognized that language contacts and multilingualism of Russian cities are differentiated by the types “city language * written language ↔ village language * unwritten language”
Features of Marketing and Management Activities of Museums
Supporting museum complexes as a social institution cannot be complete. Today, museums are developing due to the annual growth in the number of foreign tourists coming to Russia, and the popularization of domestic tourism based on the existing geopolitical relations. Marketing activities for museums are a connecting tool between production and consumption, supply and demand. Advertising creates new markets and revives old ones. It also has social, cultural, and psychological impact on society, contributes to its improvement and development. In recent years, the activity of domestic tourism has increased and requires the creation of fresh conceptual ideas in the tourist services market. Museums can be considered as service industry enterprises. They serve the basis of cultural tourism. The tourism is based on a complex of museums and places of interest, which serve creating information and cultural programs targeted for various groups of tourists, as well as creating tourism brands. In this case, the created brand concerns the institution rather than goods. The development of the museum promotion concept will provide accompanying support allowing the museum association to carry out activities aimed at generating additional revenue. Museums in terms of their functions are not profit-oriented, but in contemporary economic conditions, they must look for opportunities to modernize

Modern innovative methods of HR management are leading in the strategy for developing hotel enterprises. The HR strategy is a part of the enterprise management strategy. To develop an HR management strategy, it is necessary to apply the principles used to develop an enterprise management strategy. The essence of HR management is to establish organizational, economic, socio-psychological, and legal relations between the subject and the object of management. These relations are based on the principles, methods, and forms of impact on the interests, behavior, and activities of employees to use all their potential. It is necessary to adequately estimate the importance of the HR management function and not to interpret it only as HR accounting and recruitment. It is impossible to fulfill the marketing and financial functions in the business process without competent HR management
THE CURRENT STATE OF EVENT TOURISM IN RUSSIA
The article deals with event tourism. Event tourism is popular all over the world, and it is an independent type of tourism. In Russia, this type of tourism is under development. The state, regional authorities, tour operator companies, and individual entrepreneurs are interested in the development of event tourism. It is various events that attract the attention of tourists visiting Russian regions. According to statistics, their number amounts to 30% of the total number of visitors. The article presents the characteristics of the event tourism development in the world, as well as the parameters by which one can classify events, and identify types of event tourism. Analysis of various sources has allowed the authors to identify most accurately the wording of the term of event tourism, which is necessary for further consideration of this type of activity in tourism. Special attention is paid to the status of event tourism in Russia's major cities. The authors present the list of the most popular events and formulate the importance of event tourism for the city that is confirmed by relevant statistics. Event tourism performs certain economic, humanitarian, and socio-cultural functions, as well as encourages the development of small businesses. The presence of interesting events attracts additional tourist flow to the city and region, contributing to tourism development in general. From June 14 to July 15, 2018, the World Cup was held in Russia. During the Championship, the cities where the matches were held were visited by about 6.8 million people, including more than 3.4 million foreign tourists. The tourist flow to 11 cities involved in the Championship increased by more than 50% during the period of this sports event. The analysis of various materials has allowed the authors to draw certain conclusions about the current state of event tourism in the Russian Federation
