LEGALTECH IN RUSSIAN LAW-MAKING: PROBLEMS OF TERMINOLOGY AND LEGAL DRAFTING METHODOLOGY
The research objective of the paper is to analyse and systematize modern digital technologies used in law-making, as well as to identify the consequences of digitalization of law-making for legal drafting methodology. It is stated that in humanitarian studies there is uncertainty in the use of the terms "digital technologies", "digitalization", "information technologies", "automation", "electronic technologies", "network technologies", "computer technologies", etc.; this circumstance interferes with the formation of legislation on the use of the latest technologies in law-making. Analysing documents and scientific literature, the authors conclude that it is necessary to distinguish between information technology and digital technologies in the field of rulemaking. Such terminology will help create different legal regimes for different procedures intended for dealing with legal information
METHODOLOGICAL APPROACH FOR FORMATION OF HUMAN CAPITAL IN INNOVATIVE CONDITIONS
The article provides an assessment and empirical analysis of the impact of human capital on the incomes of the population of the European and Asian regions of the Russian Federation. It shows a significant influence of the human capital of workers with higher education on incomes and wages in each of the selected groups of regions and, almost complete absence of influence on the income of the population of the human capital of workers without higher education. Moreover, the positive impact on the payroll of this category of workers remains in the European part for all years of the period under review but is absent for income in 2011-2013
THE ROLE OF ANCIENT AND MEDIEVAL TURKIC WRITTEN MONUMENTS IN THE STUDY OF MODERN TURKIC LANGUAGES
The paper deals with the role of ancient and medieval Turkic written monuments in the study of modern Turkic languages. Being the sources of history, complex form of social life and institution, administrative and social hyerarchy, religion, and worldview of the Turkic peoples, they also give a possibility to trace the formation of the Turkic languages, their phonetic, lexical and grammatical systems. This study is based on descriptive, historical comparison, and comparative analysis methods. The methodology is a logical and philosophical theory applied to the historical development of language facts and addresses to the works of prominent turkologists in this aspect. For example, the history of agglutinative words system in Turkic languages, vowel prolongation and their types in Turkish phonetics, the problems arising in the learning of modern Turkish language vocabulary, the differentiation of syncretic affixes and adverbs

The article is devoted to the issues of balancing the institutional environment of human capital consumption. The authors identify and characterize the causes and mechanisms of institutional traps of human capital consumption: "underdevelopment traps", "labor market signal traps", "low-quality public goods traps", "rent-oriented traps", and their specific influence on the Russian economy. The article reveals the connection between the level of utility extracted from the consumption of human capital and the degree of compliance of the institutional conditions for the consumption of human capital

Comparison of the Effectiveness of Narrative Therapy and Play Therapy Training on the Level of Compatibility, Attention and Concentration of Female Students Suffering from ODD
This study has investigated the effectiveness of narrative therapy and play therapy strategies training on level of compatibility and attention and concentration of students suffering from Oppositional Defiant Disorder (ODD); it has compared these two methods in increasing the level of compatibility and attention and concentration of these students. The research method was experimental with pretest-posttest design with control group. The statistical population of the study consisted of female students in the 5th district of Tehran who were in eighth grade in the educational year of 2017-2018. In addition, they were selected by cluster sampling method and randomly assigned to two experimental and one control groups (a total of 3 groups). In pre-test and post-test, subjects were evaluated using the Sines & Singh Questionnaire (1993) and ToulousePyrun Visual Concentration Test. The first experimental group was taught narrative therapy strategies in 8 sessions, and the second experimental group received 8 sessions of play therapy strategies. However, during this time, the control group received no training. The results of covariance analysis showed that there was a significant difference in narrative and play therapy in the experimental groups'' levels of compatibility and attention and concentration comparing with control group in pre-test and post-test (p<0.05). There is no difference in increasing compatibility between the two methods. Nevertheless, the effect of play therapy was more than narrative therapy regarding the attention and concentration of students. Given the effectiveness of play therapy, it is recommended that the content of this program be held in the form of workshops for students
The Role of Deploying Governments in Iran after the Revolution on Cultural Policy-making and Its Effect on Sociology Books Concepts of Secondary School in Education
Cultural policy-making can be considered one of the most important tasks of governments and sovereignty, which is nowadays considered as a field of knowledge and has been considered in scientific and research communities. in different countries, the deployment of governments causes changes in society, one of which may be in the education books. What has been considered as the main objective in this research is the role of leftist and rightist governments in Iran after revolution Iran and its effect on sociology books concepts of secondary school. the research method was in this way first the sources such as books, articles, internet resources were studied and examined and then a questionnaire was extracted after studying secondary school sociology books. In this research Delphi method and LISREL and SPSS softwares have been used. The results showed that rightist and leftist governments, the governments' political approach to policy-making, governing textbook concepts for social order and control were endorsed
