    IDENTIFYING AND RANKING FACTORS AFFECTING THE IMPLEMENTATION OF MONETARY AND BANKING POLICIES (CASE IN IRAN)

    This paper seeks to identify the factors affecting the implementation of monetary and banking policies. In this paper, at first, according to the theoretical bases of research and taking the experts’ opinion in the field of policy making and money and bank experts, by using exploratory interviews method as well as Quivy and Campenhoudt (1988) scientific research approach, 36 effective indicators in the form of 7 factors were identified and extracted. Then, based on the identified indicators, a questionnaire with 42 questions was prepared and 176-individual sample size selected from the statistical population including the experts in the field of money and bank and policy making was asked to comment about the effectiveness of each one of the indicators on the implementation of monetary and banking policies in Iran. Finally, the results of Friedman's ranking test by using SPSS statistical software showed that the factors; Implementers’ skills and behavioral characteristics, Policy determination and goal setting and Ability of policy makers had the most effect on the implementation of monetary and banking policies

    THE COMPREHENSIVE MODEL FOR POLICYMAKING PROCESS OF MONETARY AND BANKING POLICIES IN IRAN ECONOMY

    The economic policies of the countries consist of policymaking in different monetary and banking, financial and commercial fields with monetary policies having more importance in bank-oriented economies where the governments adjust the policies of other aspects based on money market. The present study was conducted given the economic challenges of Iran to present policymaking process model in this area. The study started based on a six-step policymaking process - issue identification, agenda setting, adoption, implementation, evaluation and policy change/termination - in this field, and after exploratory studies and having interviews with experts, the influential organizations and factors were identified and the analytical model was designed. The model was fitted using questionnaires data and after evaluation of validity and reliability by content validity ratio (CVR) and Cronbach's Alpha, respectively, statistical techniques such as Confirmatory Factor Analysis (CFA), SPSS, LISREL and Excel software were utilized. The validity and stability were determined via CVR and Cronbach's Alpha. The results confirmed the necessity of participation of, respectively, different organizations and factors (internal and external) on policymaking process

    Crises in relations between countries are an important factor of ‘disseminating’ (diffusion) of new ideological values and attitudes through sanctions or strategies of ‘soft power’. The research result is the developed model of cognitive-ideological reception of coercive political diffusion. Its elements are the system of ideas, the means of cognitive activity, and the system of diffuse networks connecting the ‘recipients’ and the ‘donors’. The research is significant for developing the state policy methodology, determining the character of diffuse networks as a communicator of coercion and a ‘soft power’ resource and correlation between explicit and implicit processes and their characteristics

    Forming the modern digital educational environment at university

    : Introduction. The research topicality is due to the introduction of digitalization in all sectors, which causes the changes of methodological approaches to the content and development of digital competence of the educational process participants. Hence, the research objective is to determine the key factors of transformation of educational environment at university, to study the overall structure of digital competence, and to reveal the conditions for its developing and improving in the educational process participants. Materials and methods. The leading research method was the method of polling. Questioning was carried out in writing, using special forms which allowed the respondents to estimate the level of mastering of digital competence factors. The research comprised 304 professors and students of Nizhniy Novgorod State University for Engineering and Economics, 21 y.o. on average. Results. Based on theoretical analysis, the key factors are determined which influence forming the digital competence of citizens. The obtained data revealed the actual level of digital competence of students and professors of Nizhniy Novgorod State University for Engineering and Economics, identify the sources and ways of its development. Conclusion. The results are of practical significance for universities and other educational establishments intending to promote the level of digital competence of the educational process participants

    Tax System of the Republic of Bulgaria as a Destructive Factor in State Development

    This study presents the analysis of the tax system in the Republic of Bulgaria since the country’s accession to the European Union has influenced its development and further economic integration into the global community. The research goal is to analyze the tax policy of the Republic of Bulgaria as a factor in the destructive state development as its taxation needs improvement in terms of tax collection, information security, and data transfer, along with the inefficient structure of direct and indirect taxes. As the hypothesis of the research, the authors considered promising approaches to overcoming the destructive nature of Bulgaria’s state system by developing an effective mechanism of tax policy and improving the tax system in line with the modern conditions. The methodological basis of the research is represented by general scientific, private and special methods of cognition. Their combination allowed the authors to analyze the studied issue and to draw appropriate conclusions

    EDUCATING THE SYNTACTIC UNITS IN COMMUNICATIVE STRATEGIES

    : The article reveals the problems of the use of syntactic units while implementing communicative strategies since the study of the speech strategy is an urgent issue in many academic fields. Broadly speaking, the speech strategy comprises planning of the speech communication process in specific conditions depending on the communicant’s individual type. Apart from it, the research analyses the influence of the national culture communication norms on the choice of syntactic units in the process of the speech strategy and tactics. Kazakh interrogative sentences are analyzed as language material. The urgency of the research is caused by the increasing interest in the language and culture interaction, strengthening of cross-cultural contacts, the necessity of understanding of axiological and speech and behavioral peculiarities of communication for various communities. The purpose of this work is the research of ethnocultural peculiarities of the creation of speech strategy and speech tactics in the process of implementation of communicative tasks. The scientific novelty of the research consists in the study of the communicative strategy and tactics in the Kazakh language as up to the present moment there are no fundamental scientific works on the study of this language phenomenon in the Kazakh linguistics

    Use of social networks and their influence on social skills in university students

    The objective of the research was to determine if the use of social networks influence in university students social skills in the psychology degree of a particular university. Upon reviewing specialized literature, the existence of various correlational studies has been found, with samples small. The purpose of this study was to specify the influence of the use and impact of social networks in university students’ social skills. For this, a significant sample of 320 was obtained. It was used a non-experimental, causal correlational cross-sectional design, with an explanatory scope, which served as a contribution to the study and understanding of this complex and interesting topic of the use of social networks and its personal social and academic impact. The method used was the hypothetical deductive, having as a quantitative research approach. Two instruments were applied to measure the variables use of social networks by Escurra Mayaute & Salas Blas (2014) and the Goldstein social skills scale adapted by Ambrosio Tomás Rojas, validated by judgment of the experts and having a reliability through the Cronbach alpha of 0.890 and 0.928 respectively. For the hypothesis test, ordinal logistic regression was applied. Results allowed to determinate that there is a significant influence of the use of social networks on social skills in university psychology students; because the logistic model is significant (p < 0.05); fitted the data well (Deviation with p < 0.05); and explained 70.2% of the dependent variable social skills
